WATCH LIVE: CBC Vancouver News at 6 for Oct. 29 — Bus Strike, Squamish Gondola, Kennedy Stewart

[♪♪♪]>>Anita: TONIGHT ON CBC VANCOUVER NEWS …>>NO OTHER OPTION. AND NOT EVERYONE CAN PAY FOR TAXIS. THEY ARE EXPENSIVE. >>Mike: CONCERNED COMMUTERS. WILL METRO VANCOUVER BUS DRIVERS SHUT DOWN THE SYSTEM. AS PART OF THREATENED JOB ACTION?>>>ALSO …>>STILL IS A MYSTERY TO ME. NOT QUITE SURE WHAT’S GOING ON.>>Anita: WHY ARE POLICE NOW APPROACHING PEOPLE WHO TESTIFIED AT THE INQUIRY INTO MISSING AND MURDERED INDIGENOUS WOMEN AND GIRLS. >>>AND …>>WOO.>>JUST THE HIGH DROP. >>Mike: SUPER SPLICER. THE EXPERT BROUGHT IN TO INSTALL THE SEA-TO-SKY GONDOLA’S NEW CABLE.>>Announcer: CBC VANCOUVER NEWS. [♪♪♪]>>Anita: GOOD EVENING. THE JOB ACTION BEING THREATENED BY METRO VANCOUVER BUS DRIVERS IS CAUSING UNCERTAINTY FOR THOUSANDS OF COMMUTERS TONIGHT.>>Mike: AS WE TOLD YOU LAST NIGHT, THE DRIVERS UNION HAS ISSUED 72-HOUR STRIKE NOTICE, BUT IT’S NOT ENTIRELY CLEAR WHAT THEY MIGHT DO.>>Anita: AS LIEN YEUNG REPORTS, WHILE THEY WON’T STOP WORK COMPLETELY, IT COULD STILL BE A MAJOR INCONVENIENCE FOR COMMUTERS.>>Reporter: WAITING IN LINE FOR THE BUS IS PART OF THE DAILY GRIND FOR HER. >>IT’S ABOUT AN HOUR AND A HALF. TSAWWASSEN TO LADNER AND LADNER OUT HERE. >>Reporter: BUT AS A STUDENT WITH A PART-TIME JOB IT’S ALSO A NECESSITY AND IF BUS DRIVERS DECIDE TO TAKE JOB ACTION, SHE WOULD BE HOOPED.>>I’M REALLY SCARED BECAUSE IT’S WHAT I RELY ON. ERELY ON THE BUSES TO GET ME TO SCHOOL AND WORK ON TIME. >>Reporter: SHE IS FAR FROM THE ONLY ONE. FOR THE 100,000 PEOPLE WHO RIDE THE BUS EVERY WEEKDAY, THIS IS A LIFELINE.>>SO I GO TO WORK FROM HERE. AND IT WOULDN’T BE A GOOD THING IF WE HAVE LESS BUSES. >>I TAKE THE BUS ALMOST EVERY DAY. >>NOT EVERYONE HAS CARS. AND NOT EVERYONE CAN PAY FOR TAXIS. THEY ARE EXPENSIVE.>>Reporter: EARLIER THIS MONTH, COAST MOUNTAIN BUS COMPANY’S 3,800 DRIVERS AND MORE THAN 1,000 MAINTENANCE WORKERS VOTING OVERWHELMINGLY IN FAVOUR OF JOB ACTION. YESTERDAY THEY GAVE 72 HOURS’ NOTICE. THEIR KEY CONCERN: BETTER WORKING CONDITIONS.>>WE WANT TO HAVE A DECENT BREAK. >>Reporter: AND THERE IS ALSO WAGES. >>THEY ARE ALL GETTING PAID WAY MORE THAN US. >>Reporter: BUS DRIVERS CURRENTLY MAKE 32.60 AN HOUR HERE COMPARED TO $34 IN TORONTO. BUT THE UNION HAS PROMISED THERE WON’T BE A FULL WORK STOPPAGE. INSTEAD SOME OTHER OPTIONS. >>WELL, THERE ARE THINGS ALL THE WAY TO A UNIFORM BAN, OVERTIME BAN, IMPACTING DOZENS OF ROUTES. THERE IS ROLLING STRIKES WE COULD DO. THERE IS, YOU KNOW, FOLLOWING JUST THE BASIC BARE-MINIMUM IN THE CONTRACT, WORKING TO RULE.>>Reporter: THAT COULD MEAN FEWER BUSES ON THE ROAD, LONGER LINES, AND MORE CROWDING. THE UNION SAYS ITS GOAL IS TO MINIMIZE DISRUPTION BUT IT’S ALSO A REALITY IN LABOUR DISPUTES. >>THEY DESERVE BETTER CONDITIONS, I THINK, BUT I THINK IF THEY COULD DO THAT IN A BETTER WAY WITHOUT HAVING TO CUT BACK ON EVERYONE’S — LIKE, WITH THEIR COMMUTE AND THAT.>>Reporter: IF THERE IS JOB ACTION, WE’LL FIND OUT WHAT IT WILL BE ON THURSDAY. SKYTRAIN AND WEST COAST EXPRESS, THOUGH, WON’T BE AFFECTED. BOTH SIDES HEAD BACK TO THE NEGOTIATION TABLE TOMORROW. LIEN YEUNG, CBC NEWS, VANCOUVER.>>Mike: 18 SCHOOLS IN THE SAANICH SCHOOL DISTRICT WERE CLOSED FOR A SECOND STRAIGHTS DAY TODAY. SUPPORT WORKERS CONTINUE THEIR STRIKE OVER WHAT THEY SAY ARE UNFAIR WAGES WITH NEGOTIATIONS BETWEEN THE UNION AND DISTRICT AT AN IMPASSE. THAT MEANS ABOUT 7300 STUDENTS HAD THE DAY OFF. PARENTS ARE FINDING IT DIFFICULT. SOME SHELLING OUT $200 A WEEK PER CHILD FOR DAY PROGRAMS OR 200 A DAY FOR SPECIAL NEEDS CARE.>>IT’S INCREDIBLY DIFFICULT, AND PEOPLE ARE, YOU KNOW — PEOPLE ARE TAKING OFF WORK. PEOPLE ARE LOSING THEIR JOBS IF THEY CAN’T GO TO WORK.>>LOOK, OUR GOAL REMAINS TO GET KIDS BACK IN SCHOOL IN SAANICH DISTRICT AND GET A GOOD CONTRACT. THAT’S WHAT WE’RE WORKING FOR. >>Mike: COMPENSATION FOR PARENTS WHICH WAS $40 A DAY FOR CHILD IN 2014 WILL LIKELY DEPEND ON HOW LONG THE STRIKE DRAGS ON.>>Anita: WELL, THE BC GOVERNMENT SAYS IT WILL BE INTRODUCING ONLINE ICBC RENEWALS IN ANOTHER ATTEMPT TO REIN IN COSTS AT THE PUBLIC INSURER. DAVID EBY SAYS WHILE THE DETAILED COST WORK HASN’T BEGUN YET, THE GOVERNMENT WILL LOOK INTO IT, NOTING THE MOVE ISN’T AS SIMPLE AS IT WILL SEEM. >>PEOPLE WILL HAVE DIFFICULTY WITH IT, WILL HAVE QUESTIONS ABOUT IT. YOU NEED PEOPLE TO BE TRAINED AND SET UP THE INFRASTRUCTURE. IT’S A VERY SIGNIFICANT PROJECT.>>Anita: THE INSURANCE BROKERS ASSOCIATION OF BC SAYS IT WILL COOPERATE IN MAKING IMPROVEMENTS TO THE SYSTEM IN THE COMING YEARS.>>Mike: WELL, IT’S BEEN A YEAR SINCE KENNEDY STEWART WAS ELECTED AS VANCOUVER’S FIRST INDEPENDENT MAYOR IN MORE THAN 30 YEARS. >>Anita: TONIGHT, A REPORT CARD OF SORTS. WE SENT OUR MUNICIPAL AFFAIRS REPORTER TO FIND OUT IF STEWART IS GETTING ANY RESULTS IN WHAT HE SET OUT TO DO.>>Reporter: AFFORDABLE HOUSING, SKYTRAIN TO UBC, AND A SAFE DRUG SUPPLY. >>EVERY MORNING, THOSE ARE THE THREE THINGS I THINK ABOUT. >>Reporter: LET’S REPEAT THAT BECAUSE THE MAYOR CERTAINLY IS. AFFORDABLE HOUSING, A SKYTRAIN TO UBC, AND A SAFE DRUG SUPPLY.>>THOSE ARE THE THREE, AND THOSE ARE REALLY BIG THINGS. >>Reporter: KENNEDY STEWART SAYS HE IS FOCUSSING ON THOSE THREE THINGS SO MUCH, AND THAT’S THE REASON HE HAS LEFT SOME OF HIS CAMPAIGN PROMISES ON THE TABLE. ONES LIKE ELECTORAL REFORM.>>IT’S STILL SOMETHING THAT I’M WILLING TO DO AND MOVE FORWARD WITH. HOWEVER, WHAT PEOPLE ARE TELLING ME LOUD AND CLEAR: HOUSING, OVERDOSES, TRANSPORTATION. SO, I MEAN, I HAVE TO RECOGNIZE TOO THAT MY JOB IS TO DO WHAT THE CITIZENS WANT.>>Reporter: THE ONLY PROBLEM IS ALL THREE ISSUES REQUIRE A STAMP OF APPROVAL FROM HIGHER LEVELS OF GOVERNMENT, MEANING THEY SIMPLY CAN’T BE PASSED AT CITY COUNCIL ALONE. A UBC LINE AND AFFORDABLE HOUSING REQUIRE BILLIONS OF DOLLARS FROM OTTAWA AND THE PROVINCIAL GOVERNMENT, AND DRUG POLICY IS ALSO IN OTTAWA’S BUCKET. PERHAPS THE REASON WHY STEWART IS SO HAPPY PRIME MINISTER JUSTIN TRUDEAU WAS REELECTED LAST WEEK. >>I AM CERTAINLY GLAD THAT THERE IS A MINORITY WITH THE NDP HOLDING THE BALANCE OF POWER BECAUSE I THINK THAT’S GOING TO BE VERY GOOD FOR VANCOUVER. THE PRIORITIES ARE ALIGNED. FOR EXAMPLE, …>>Reporter: WAIT FOR IT. >>HOUSING, OVERDOSES, TRANSPORTATIONS. >>Reporter: AND THERE IT IS AGAIN. A MAYOR FOCUSSED ON THREE BIG THINGS EVEN AS SOME OF HIS PROMISES LIKE TRIPLING THE EMPTY HOMES TAX IS LESS OF A PRIORITY.>>I DON’T WANT TO COLLAPSE HOUSING VALUES. WE HAVE SEEN A DURANTURN IN THE EPP END OF THE MARKET — UPPER END OF THE MARKET AT THIS POINT.>>PEOPLE WILL HEAR YOU SAY YOU ARE WORRIED ABOUT COLLAPSING HOUSE VALUES AND SAY AM I HEARING CHRISTY CLARK TALK ABOUT RIGHT NOW?>>I DON’T THINK SO. YOU KNOW, I HAVE — YOU KNOW, I’M AN ACADEMIC BY TRADE AND DATA IS REALLY, REALLY IMPORTANT TO ME AS WELL AS PROPER POLICY ANNOUNCEMENTS. SO THAT’S WHAT WE’RE DOING.>>Reporter: WHETHER STEWART’S STRATEGY IS BECAUSE THINGS MOVE SLOWLY AT COUNCIL THESE DAYS OR HE IS POSITIVE HIS LOBBYING WILL PAY OFF, ONE THING IS FOR CERTAIN …>>I KNOW THERE ARE A TON OF OTHER THINGS ON THE AGENDA BUT IF YOU DON’T HAVE YOUR OBJECTIVES AND MISSION CLEAR, THEN YOU ARE GOING TO GET — I FOUND IN THIS JOB, THERE IS A MILLION WAYS I COULD GO. THAT’S WHY I’M DOING THESE THREE THINGS UNTIL THE PUBLIC SAYS TO ME, DO SOMETHING ELSE.>>Reporter: JUSTIN McELROY, CBC NEWS, VANCOUVER. >>Anita: THERE IS CONCERN AND CONFUSION TONIGHT AS TO WHY POLICE ARE NOW APPROACHING PEOPLE WHO TESTIFIED AT THE INQUIRY INTO MISSING AND MURDERED INDIGENOUS WOMEN AND GIRLS.>>Mike: THOSE WHO TOLD THEIR STORIES TO THE NATIONAL INQUIRY SAY THEY DIDN’T KNOW THEIR TESTIMONY WOULD BE SENT TO POLICE TO FOLLOW UP ON.>>Anita: CHANTAL IS WITH US NOW, AND CHANTAL, YOU HAVE SPOKEN WITH ONE WOMAN IN PARTICULAR. WHAT’S HER STORY?>>Reporter: YEAH. SO SHE MADE SOME SERIOUS ALLEGATIONS IN HER TESTIMONY BEFORE THE INQUIRY ABOUT INADEQUATE INVESTIGATIONS. SHE ALSO SAID SHE WAS ASSAULTED BY MEMBERS OF THE VPD SEVERAL TIMES WHEN SHE WAS ON THE STREETS IN THE ’80s AND THE ’90s. NOW IT TURNS IT BEFORE THE INQUIRY WRAPPED, A LETTER WAS SENT TO THE VANCOUVER POLICE SAYING THERE IS REASON TO BELIEVE THERE HAS BEEN POLICE MISCONDUCT HERE. AND THAT LETTER INSTRUCTED THE POLICE TO FOLLOW UP WITH AN INVESTIGATION. SO LEGALLY, THE INQUIRY COULDN’T ACTUALLY FIND FAULT. IT COULDN’T BLAME ANY PERSON OR ORGANIZATION. BUT IF THE COMMISSIONERS HEARD SOMETHING THAT LED THEM TO BELIEVE THERE HAD BEEN MISCONDUCT, THEY WERE ALLOWED TO SEND THAT INFORMATION BACK TO SPECIFIC AUTHORITIES. WE NOW KNOW THAT THE INQUIRY SENT 125 REFERRALS TO INSTITUTIONS ACROSS THE COUNTRY, AND MOST OF THOSE HAVE GONE TO POLICE WHILE JUANITA MET WITH AN INSPECTOR FROM THE VPD LAST MONTH, SHE IS QUESTIONING IF ALL OF THIS IS LIP SERVICE AND SHE ISN’T CONVINCED THE POLICE ARE INTERESTED IN PURSUING JUSTICE ON HER BEHALF. >>THE THINGS THAT I HAD TO SHARE THAT WAS REALLY HARD FOR ME TO DO KIND OF FELL ON KIND OF DEAF EARS, THAT THERE WAS GOING TO BE IN RESULT, AND, YOU KNOW, THIS EXPERIENCE THAT I FELT LIKE I DIDN’T MATTER. >>Mike: AND CHANTAL, YOU HAVE ALSO SPOKEN WITH A LAWYER WHO IS REPRESENTING ONE OF THE PEOPLE WHO TESTIFIED AND HAS NOW BEEN APPROACHED BY POLICE. WHAT’S THE CONCERN THERE?>>Reporter: YEAH, HE SAYS EVEN SITTING IN ON A MEETING WITH THE RCMP, HE IS NOT REALLY SURE WHAT IS GOING ON. HE BELIEVES THE WHOLE SITUATION IS MOVING TOO FAST AND THAT IT’S “SCARING THE DAYLIGHTS OUT OF PEOPLE.” >>MY CLIENT HAD A REALLY DIFFICULT TIME WITH IT. BECAUSE ALL OF A SUDDEN THERE’S TWO POLICE OFFICERS SHOWING UP ON YOUR DOORSTEP WANTING TO TALK TO YOU. THAT SCARED MY CLIENT, AS I SUSPECT IT IS WITH 120 OTHER PEOPLE.>>Reporter: I SHOULD SAY I HAVE BEEN IN TOUCH WITH POLICE ABOUT ALL OF THIS, AND THE VPD SAYS IT WASN’T EXPECTING TO GET THESE LETTERS FROM THE INQUIRY, BUT IT IS TAKING ACTION AND HAS ASSIGNED A SINGLE INSPECTOR TO FOLLOW UP WITH PEOPLE. THEN THE PLAN IS TO REPORT BACK TO THE OFFICE OF THE POLICE COMPLAINTS COMMISSIONER. THE RCMP IS DOING ITS OWN INVESTIGATION. SO NEITHER OF THESE PARTIES ARE WORKING TOGETHER, AND IT’S REALLY UNCLEAR AT THIS POINT HOW THIS WHOLE PROCESS COULD BE SLOWED DOWN AND WHAT THE END RESULT WILL BE.>>Anita: THANKS, CHANTAL.>>Mike: CANFOUR ONE OF NORTH AMERICA’S BIGGEST FORESTRY COMPANIES SAYS IT WILL BECOME PRIVATE IN A DEAL WITH A JIM PATTISON-OWNED COMPANY. THE CAPITAL CORPORATION OWNS 51% OF THE SHARES AND WILL ACQUIRE THE REMAINING 49%. IT’S A DEAL ESTIMATED AT MORE THAN $980 MILLION. CANFOUR HAS ASSETS HERE IN BC AND IN THE SOUTHERN UNITED STATES. THE DEAL IS SEEN AS GOOD NEWS IN AN INDUSTRY STAGGERING WITH SLOWDOWNS AND LAYOFFS.>>Anita: AND IN ANOTHER BIG DEAL IN THE FOOD INDUSTRY, THE JIM PATTISON GROUP IS SELLING THE COMPANY SUN RIPE TO A QUEBEC COMPANY. THE KELOWNA-BASED COMPANY HAS BEEN IN BUSINESS FOR MORE THAN 70 YEARS AND WAS LASONDE INDUSTRY FOR OVER 100. THE DEAL GAVE IT A STRONG FOOTHOLD IN WESTERN CANADA AND WORTH ABOUT $80 MILLION.>>>A VANCOUVER MAN SAYS THE CAR SHARE COMPANY CAR2GO KEEPS REFUNDING HIS ACCOUNT WITH CREDITS HE CAN’T ACTUALLY USE. ROBERT SAYS THE CREDITS ARE ISSUED IN AMERICAN DOLLARS. HIS ACCOUNT IS IN CANADIAN DOLLARS. SO HE CAN’T USE THE MONEY, AND IT WILL EXPIRE. THE COMPANY ISSUED THE CREDITS WHEN ROBERT COMPLAINED ABOUT ENGINE TROUBLE OR WHEN CARS HE RESERVED WEREN’T WHERE THEY WERE SUPPOSED TO BE. CAR2GO SAYS IT IS HUMAN ERROR AND THE CREDITS SHOULD BE ISSUED IN THE CURRENCY HE IS USING. THEY HAVE REISSUED THE CREDITS WHEN HE HAS CAUGHT THE PROBLEM EACH TIME. ROBERT IS CONCERNED OTHER CANADIANS MAY BE UNWITTINGLY LOSING THEIR CREDITS TOO.>>I CAN ONLY ASSUME I’M NOT THE ONLY PERSON THAT THIS HAS HAPPENED TO. MY ASSUMPTION IS IF THIS IS A WIDESPREAD PROBLEM THAT MOST CUSTOMERS DON’T NOTICE AND THEY SHOULD BE AWARE OF THAT THIS IS A POTENTIAL ISSUE THAT’S HAPPENING WITH THEIR CREDIT SYSTEM.>>Anita: CAR2GO OPERATES IN VANCOUVER, CALGARY, AND MONTRÉAL.>>Mike: WELL, SUPPLIESING TOGETHER 4 KILOMETRES OF STEEL CABLE IS DELICATE, DIFFICULT WORK, BUT THAT’S WHAT WAS NEEDED TO REPLACE THE ONE CUT BY VANDALS LAST SUMMER AT THE GONDOLA. >>Anita: AS THE CBC’S RAFFERTY BAKER REPORTS, AN EXPERT WAS BROUGHT IN TO GET THE CHALLENGING JOB DONE. >>Reporter: THIS EXPERT HAS BEEN DOING THIS FOR MORE THAN 20 YEARS. HE TRAVELS THE WORLD AND WHEN HE IS ON SITE WEAVING THE ENDS OF HEAVY STEEL CABLE TOGETHER, HE WORKS HARDER THAN ANYBODY.>>HE MOVES FAST. THERE IS NO BREAKS. THERE IS NOT A LOT OF QUESTIONS, YOU KNOW. YOU DO WHAT YOU ARE TOLD. SO IT’S A VERY DIRECTIVE EXPERIENCE. HE IS THE — YOU KNOW, THE CONDUCTOR OF A VERY SPECIFIC ORCHESTRA. >>Reporter: THERE ARE FEW MACHINES INVOLVED IN THIS WORK. THE STRANDS ARE PRIED APART BY HAND. THE SPLICED SECTION WILL SPAN ABOUT 70 METRES, MAINTAINING THE CABLES’ UNIFORM 52-MILLIMETRE WIDTH THROUGHOUT. >>CONNECT OF THE ROPE, JUST ON FRICTION. IT’S NOTHING WELDED. ABSOLUTELY NOT. IT’S ONLY REALLY THE FRICTION. >>Reporter: THE 4-KILOMETRE LOOP OF CABLE WEIGHS ABOUT 120 TONNES, AND THEN THERE ARE THE CABINS. MOST OF THEM WERE DAMAGED WHEN SOMEONE CUT THE OLD CABLE IN AUGUST. 30 NEW CABINS ARE NOW EN ROUTE FROM EUROPE.>>THE CABINS WILL GO THROUGH THE PANAMA CANAL AND UP TO VANCOUVER AND SHIPPED TO SITE AND ASSEMBLED HERE. >>Reporter: BUT FIRST, COLA AND THE TEAM NEED TO FINISH WRESTLING THE CABLE ENDS INTO A SMOOTH, STRONG, PERFECT LOOP. NOW THE LASHIOUS PROCESS SHOULD ACTUALLY BE DONE IN A MATTER OF HOURS BUT WE’RE STILL MONTHS AWAY FROM SEEING THE REOPENING OF THE GONDOLA HERE. AND IN TERMS OF THE POLICE INVESTIGATION INTO WHO CUT THE OLD LINE, RCMP SAY THERE IS NOTHING NEW TO REPORT AND THEY ARE STILL A LONG WAYS FROM CONCLUDING THEIR INVESTIGATION. RAFFERTY BAKER, CBC NEWS, SQUAMISH. [♪♪♪]>>Mike: BRETT IS HERE NOW. YOU HAVE BEEN SPLICING TOGETHER ALL THESE SUNNY FORECASTS. [ Laughter ]>>Brett: WITH SOME SUCCESS, I WOULD LIKE TO THINK, BECAUSE IT HAS COME TOGETHER QUITE NICELY. ARE THAT IS THE STILL THE TREND FOR THE NEXT FEW DAYS. AM I OUT ON THE BALCONY RIGHT NOW AND I AM PERSONALLY FEELING THE CHILL. IT IS DEFINITELY A LITTLE BIT ON THE COOLER SIDE HERE, BUT IT IS A SMALL PRICE TO PAY FOR THOSE BEAUTIFUL SUNNY SKIES THAT WE HAD ALL DAY. TAKE A LOOK AT SOME OF OUR CURRENT TEMPERATURES RIGHT NOW ALL ACROSS THE REGION. YOU CAN SEE, YEAH, WE ARE GETTING INTO THE MID UPPER SINGLE DIGITS HERE, AND THE COLOUR IN THE BACKGROUND INDICATING THAT, YES, COLDER TEMPERATURES ARE CERTAINLY HERE TO STAY FOR THE OVERNIGHT, AND THAT IS PREDOMINANTLY GOING TO BE OUR MAIN STORY. THROUGHOUT THE OVERNIGHT TONIGHT, ACROSS THE METRO VANCOUVER REGION, WE ARE LOOKING AT LOW TEMPERATURES THAT ARE GOING TO BE FLIRTING WITH THE FREEZING MARK. AND AS A RESULT OF THIS, THE CITY OF VANCOUVER HAS ISSUED AN EXTREME WEATHER ALERT FOR THE CITY OF VANCOUVER AND THAT IS THE WAY TO FREE UP SHELTER SPACE FOR THOSE THAT NEED TO FIND A WARM SPACE TO SPEND THE NIGHT. SO THERE ARE MULTIPLE AREAS THAT ARE STILL AVAILABLE FOR THIS EVENING, AND YOU CAN CHECK ON THE WEBSITE, VANCOUVER’S WEBSITE, THAT IS, TO SEE EXACTLY WHERE THOSE ARE. BY TOMORROW AFTERNOON, THOSE SUNNY CONDITIONS ARE VERY MUCH GOING TO BE RETURNING STILL. TEMPERATURES ALL ACROSS THE REGION GOING TO BE LOOKING ANYWHERE BETWEEN, SAY, 8, 9 POTENTIALLY EVEN 10°. AND AS I KIND OF MENTIONED, WE ARE GOING TO BE SEEING LARGELY SUNNY SKIES. YOU CAN SEE THAT HERE. MAYBE A FEW CLOUDS COME THE AFTERNOON. BUT ALL IN ALL, THIS NICE WEATHER FOR THE END OF OCTOBER IS CERTAINLY GOING TO BE CONTINUING AND HERE TO STAY RIGHT THROUGH UNTIL HALLOWEEN.>>Mike: PERFECT, BRETT. TALK TO YOU AGAIN IN A BIT. >>Brett: SOUNDS GOOD. >>Anita: PERFECT WEATHER FOR HALLOWEEN.>>Mike: YES, IT WILL BE NICE. >>Anita: BUT FIRST RESPONDERS ARE ASKING PEOPLE TO BE EXTRA CAUTIOUS THAT DAY, ESPECIALLY IF YOUR COSTUME INCLUDES A FAKE WEAPON.>>KNIVES, FAKE RIFLES, FAKE HANDGUNS, FAKE SWORDS. WE’RE ASKING YOU IF THESE ARE PART OF YOUR COSTUME, PLEASE MAKE THEM READILY IDENTIFIABLE AS IMITATION.>>Mike: POLICE SAY IT’S GOING TO BE A BUSY NIGHT FOR THEM AND THERE WILL BE MORE OFFICERS OUT ON OUR STREETS. THEY ARE REMINDING TRICK OR TREATERS TO WEAR REFLECTIVE GEAR TO STAY VISIBLE IN THE NIGHT. >>Anita: ICBC SAYS THERE ARE OFTEN PROBLEMS ON THE ROADS AS WELL. THERE WERE A THOUSAND CRASHES THAT LEFT 370 PEOPLE INJURED LAST HALLOWEEN.>>Mike: JUST A REMINDER, YOU CAN WATCH THIS NEWSCAST LIVE ON CBC GEM. IT’S A FREE APP. IT’S ALSO WHERE YOU CAN FIND OTHER CBC PROGRAMS. >>Anita: CBC VANCOUVER, OF COURSE, IS ALSO ON FACEBOOK, YOUTUBE, AND INSTAGRAM. [♪♪♪]>>Mike: PROTESTERS GATHERED AT A PUBLIC LIBRARY IN TORONTO TONIGHT WHERE A CONTROVERSIAL VANCOUVER FEMINIST WAS SPEAKING. WHY THEY ARE SLAMMING HER AS TRANSPHOBIC COMING UP. [♪♪♪]>>Anita: THANKS FOR STAYING WITH US ONLINE DURING THE COMMERCIAL BREAK. NO COMMERCIALS HERE. >>Mike: THAT’S RIGHT. >>Anita: AS YOU KNOW, THOUSANDS OF CANADIANS WERE AFFECTED BY FLOODS THIS YEAR. THE DESTRUCTION WAS FELT HERE IN BC AND ALL ACROSS THE COUNTRY, ALL THE WAY TO NEW BRUNSWICK. >>Mike: DESPITE THE FREQUENCY AND SEVERITY OF FLOODING IN OUR COUNTRY, YOU MAY BE SURPRISED TO LEARN THAT CANADA’S NATIONAL BUILDING CODE HAS NO GUIDELINES FOR FLOOD-PROOFING HOMES. THE CBC’S BRETT RUSKIN TELLS US FROM HALIFAX THAT MAY SOON CHANGE.>>Reporter: WELL, CANADA’S BUILDING CODE COULD SOON BE UPDATED. THE NATIONAL RESEARCH COUNCIL, THE BODY THAT OVERSEES THE CODE, IS LOOKING TO UPDATE THINGS TO INCLUDE MORE INFORMATION ABOUT FLOOD-PROOFING HOMES. SO TO HELP OUT, THEY HAVE HIRED AN AMERICAN CONSULTANT WHO HAS ASSISTED U.S. GOVERNMENTS TO STAY UP TO DATE ON THE LATEST TECHNIQUES DOWN SOUTH. BILL COAL BURN IS HIS NAME, AND WE TRACKED DOWN BILL AND HIS CONSULTING TEAM DOWN IN MARYLAND AND BEGAN ASKING SOME QUESTIONS ABOUT WHAT WE COULD EXPECT TO SEE IN TERMS OF RECOMMENDATIONS FROM HIS TEAM. SO, FOR EXAMPLE, WE HAVE SEEN SO MANY BASEMENTS FLOODED ACROSS CANADA AS RIVERS FILLED THEIR BANKS, FOR EXAMPLE, IN NEW BRUNSWICK, ONTARIO, QUEBEC, BRITISH COLUMBIA AS WELL, AND SO HE SAID THAT IN SOME CASES, UNFORTUNATELY, RESIDENTS LIVING ALONGSIDE THE WATER MAY HAVE TO ABANDON THEIR BASEMENTS, USE THEM ONLY FOR STORAGE WITH BOXES SO THEY COULD QUICKLY MOVE IF THE WATER STARTS COMING IN. HERE’S WHAT HE HAD TO SAY ABOUT THAT.>>IT’S POSSIBLE, I THINK, TO KIND OF RETROFIT AN EXISTING BUILDING THAT HAS A BASEMENT SO THAT THE USES IN THE BASEMENT WHEN THEY GET WET, ASSUMING THEY DO, ARE NOT SO CATASTROPHIC. YOU KNOW, THEY ARE NOT SO EXPENSIVE. YOU KNOW, THERE ARE WAYS TO LET WATER COME INTO THE BUILDING, IF YOU WILL. YOU JUST HAVE TO PUMP OUT THE WATER THAT’S IN THE BASEMENT. >>Reporter: AN EXAMPLE OF A DIFFERENCE BETWEEN U.S. REGULATIONS AND CANADIAN REGULATIONS, IF YOU ARE BUILDING A HOME ON A FLOODPLAIN IN THE UNITED STATES, YOU ARE NOT ALLOWED TO ACTUALLY HAVE A BASEMENT. THAT’S THE REGULATION. NO SUCH REGULATIONS EXIST HERE IN CANADA. ONE OF THE OTHER PRODUCTS OR SERVICES THAT BILL AND HIS TEAM ARE GOING TO BE PROVIDING IS GOING TO BE LOOKING AT THE FORCE THAT THE WATER CAN EXERT ON A HOME. HE SAYS THAT FLOODWATERS CAN PUSH MUCH, MUCH STRONGER THAN HIGH WINDS, EVEN EARTHQUAKES, AND SO HE IS GOING TO BE TAKING THOSE CALCULATIONS, GIVING THEM TO THE COUNCIL. THE NRC IS GOING TO TAKE THEM, LOOK AT THEM AND CONSIDER THEM FOR POSSIBLE FUTURE UPDATES TO CANADA’S BUILDING CODE FOR THE NEXT GENERATION OF CANADIAN HOMES. BRETT RUSKIN, CBC NEWS, HALIFAX.>>Anita: ALL RIGHT. STAY WITH US. WE’LL BE BACK IN JUST A FEW MOMENTS WITH WHAT’S MAKING HEADLINES ACROSS THE COUNTRY AS WELL AS MORE ON THAT WILDFIRE SITUATION IN CALIFORNIA. [♪♪♪]>>Anita: IN TORONTO TONIGHT, A PUBLIC LIBRARY BRANCH BECAME A BATTLEGROUND FOR OPPOSING VIEWS ON TRANSGENDER RIGHTS AND WHETHER THEY CONFLICT WITH WOMEN’S RIGHTS. >>Mike: A CONTROVERSIAL VANCOUVER FEMINIST WAS INVITED TO SPEAK THERE AT A GROUP’S SOLDOUT EVENT. OUTSIDE AS ELLEN MAURO REPORTS, PROTESTERS SLAMMED HER AS TRANSPHOBIC. [ Chanting ]>>Reporter: A GROUP OF PROTESTERS STORMED THE LIBRARY WHERE MEGHAN MURPHY SPOKE TONIGHT. THE COMBINATION OF WEEKS OF OUTRAGE AT THE TORONTO PUBLIC LIBRARY FOR ALLOWING MURPHY A PLATFORM. [ Chanting ]>>OUR RIGHTS ARE NO DEBATE!>>Reporter: TENSIONS BOILED OVER AS PROTESTERS CONFRONTED PEOPLE COOLING OUT OF MURPHY’S APPEARANCE.>>WHO DO YOU PROTECT!>>I AM HERE TO SUPPORT MY FELLOW LGBT MEMBERS.>>Reporter: MURPHY ARGUES IT’S WRONG TO LET SOMEONE BORN MALE HAVE ACCESS TO FEMALE-ONLY FACILITIES EVEN IF THEY ARE TRANSGENDER.>>I’M REALLY CONCERNED AT THE WAY THAT WOMEN ARE EXPECTED TO SACRIFICE THEIR SAFETY AND THEIR RIGHTS TO ACCOMMODATE A TINY MINORITY.>>Reporter: STRATIS SAYS MURPHY IS FUELLING HATE. >>PEOPLE ARE TELLING YOU WOLVES ARE AT THE DOOR AND THEN ALL PEOPLE ARE EXPECTING US TO ALL BE, YOU KNOW, PREDATORS AND DANGEROUS BEFORE WE’RE — WE’RE ALL JUST PEOPLE THAT ARE JUST TRYING TO LIVE OUR LIVES. >>Reporter: THE LIBRARY HAS FACED SERIOUS BACKLASH FOR ALLOWING THE EVENT TO GO AHEAD, INCLUDING FROM TORONTO MAYOR JOHN TORY. >>IN A PUBLIC BUILDING, WE HAVE AN OBLIGATION OF A HIGHER STANDARD. I’M DISAPPOINTED IN THIS DECISION. >>Reporter: CRITICS POINT TO THE LIBRARY’S POLICY WHERE IT RESERVES THE RIGHT TO CANCEL A BOOKING LIKELY TO PROMOTE OR WOULD HAVE THE AFFECT OF PROMOTING DISCRIMINATION, CONTEMPT, OR HATE ON THE BASIS OF GENDER IDENTITY. THE CITY’S TOP LIBRARIAN SAYS MURPHY’S RHETORIC DOESN’T REACH THAT BAR.>>I MEAN, WHAT WE’RE SEEING IN THE WORLD IS MORE AND MORE PEOPLE SHUTTING DOWN FREE SPEECH. WHAT IT DOES IS YOU ARE CENSORING IDEAS. IN A DEMOCRATIC SOCIETY, THAT’S HOW WE COME TO A BETTER UNDERSTANDING OF EACH OTHER ZR STRATIS SAYS THE COST IS TOO GREAT. >>IT’S LIKE WHEN PEOPLE TALK ABOUT BEARS. THEY ARE MORE SCARED OF YOU THAN YOU ARE OF THEM. I’M SCARED OF EVERYBODY, BECAUSE YOU NEVER KNOW WHAT SOMEBODY IS GOING TO BE LIKE. IT JUST TAKES ONE. TO STIR IT UP.>>Reporter: STIRRED UP TONIGHT, HIGH EMOTIONS AND THE PERENNIAL DEBATE OVER FREE SPEECH VERSUS HATE SPEECH. ELLEN MAURO, CBC NEWS, TORONTO.>>Mike: AND POLICE IN TORONTO ARE INVESTIGATING AFTER VIDEOS SURFACED SHOWING A SUSPECT IN THE BACK OF A CRUISER HOLDING A GUN. >>Anita: FOOTAGE FROM SUNDAY’S INCIDENT SHOWS A MAN HANDCUFFED IN THE BACK SEAT, BUT DURING THE DRIVE AND AS ALI CHIASSON REPORTS, HE PULLS OUT A PISTOL THAT WAS HIDDEN UNDER HIS CLOTHES.>>Reporter: IT WAS OTHERWISE A ROUTINE IMPAIRED DRIVING ARREST. THERE IS 38-YEAR-OLD ALI SHOW BAG IN THE BACK OF THE CRUISER, NOT BEFORE BEING PAT DOWN AND CUFFED, OF COURSE. OFFICERS ARE TAKING HIM TO GET PROCESSED AFTER BEING FOUND ALLEGEDLY DRUNK BEHIND THE WHEEL OF HIS CAR. AND THEN THIS HAPPENS EN ROUTE. HE HAS GOT A GUN. SHIMMIES IT TO HIS KNEES. >>WE COULD HAVE A POLICE OFFICERS SHOT. MEMBERS OF THE PUBLIC SHOT. IT’S A VERY DISTURBING VIDEO. >>Reporter: THE VIDEO SENT SHOCKWAVES THROUGH THE CITY’S LAW ENFORCEMENT REALM, PROMPTING INTERNAL INVESTIGATIONS LOOKING AT TWO THINGS …>>WHY WASN’T THIS DETECTED DURING THE SEARCH? AND THE OTHER INVESTIGATION IS HOW DID THE VIDEO GET LEAKED. WE’LL LET THOSE INVESTIGATIONS TAKE PLACE, BUT IN THE MEANTIME, WE’RE MORE CONCERNED WITH SOMEBODY BEING IN THE BACK OF A POLICE CAR WITH A GUN ON THEM. IT’S VERY DISTURBING.>>Reporter: THE OFFICERS HEARD THE SEMIAUTOMATIC PISTOL THUD ONTO THE FLOOR OF THE CAR. THEY PULLED OVER AND SEIZED IT. THE MAN FACING NINE CRIMINAL CHARGES INCLUDING EIGHT FIREARMS CHARGES. ONE OF THEM BEING FOR POSSESSION OF FIREARM CONTRARY TO PROHIBITION ORDER. ACCORDING TO OLD COURT RECORDS, THE MAN WASN’T ALLOWED TO OWN A GUN. AND THAT STEMS FROM HIS CONNECTION TO A 2005 SHOOTING OUTSIDE OF A TORONTO NO FRILLS. HE WAS 23 YEARS AT THE TIME. ATTEMPTED MURDER CHARGES WERE LATER DROPPED, BUT HE WAS SENTENCED TO THREE YEARS FOR POSSESSION OF A LOADED FIREARM, WITH A LIFETIME WEAPONS PROHIBITION ORDER. FAST FORWARD 14 YEARS, HE IS IN THE BACK OF A POLICE CRUISER AGAIN, THIS TIME WITH A GUN. ALI CHIASSON, CBC NEWS, TORONTO. [♪♪♪]>>Anita: POWERFUL WINDS ARE THREATENING TO BRING EVEN MORE DEVASTATION TO PARTS OF CALIFORNIA ALREADY RAVAGED BY WILDFIRE. AS ERIN COLLINS REPORTS, MANY ARE BEING TOLD TO BE READY TO GO AT A MOMENT’S NOTICE.>>Reporter: ALL ALONG CHALK HILL ROAD, THE KINCAID FIRE HAS LEFT ITS MARK. DOZENS OF HOMES GONE, THOUSANDS OF PEOPLE EVACUATED FROM THEM. BUT SOME STAYED. >>I WOULD SAY 99% OF THE PEOPLE I KNOW WERE ABOUT READY TO COME UP HERE AND RIP ME OFF THE MOUNTAIN. >>Reporter: ERIC MANAGES THIS 2000-ACRE RANCH. WHEN THE FIRE ROLLED IN, HE DUG IN. USING WHAT HE LEARNED FIGHTING FIRES HERE TWO YEARS AGO TO FIGHT BACK NOW.>>I LEARNED THAT YOU SHOULD PROBABLY KEEP A GUN ON YOU BECAUSE PEOPLE ARE GOING TO COME TRY TO TAKE YOUR STUFF IF YOU ARE NOT THERE. AND I LEARNED THAT FIRE IS VERY SERIOUS. IT’S NOTHING TO PLAY WITH. BUT IF YOU UNDERSTAND IT, YOU CAN COMBAT IT. >>Reporter: HE SAVED MUCH OF THIS RANCH. BUT JUST DOWN THE ROAD, OTHERS WEREN’T SO LUCKY. THE ANIMALS ARE FINE HERE AMIDST THE LINGERING SMOKE. THE HOMES AREN’T.>>WE DISCOVERED THAT TWO OUT OF THE THREE BUILDINGS ON THE PROPERTY ARE COMPLETELY GONE. AND THE CATTLE IS SAFE, WHICH IS GREAT, AND THEN MOST OF THE PROPERTY IS JUST DESTROYED.>>Reporter: THE WINDS THAT WHIPPED ACROSS THIS VALLEY ARE PICKING UP AGAIN TODAY, STOKING FLAMES THAT HAVE MANY OUT OF THEIR HOMES AND SO MANY HOMES HERE REDUCED TO ASH INCLUDING THE ONE RIGHT NEXT TO THE RANCH ERIC RUNS. STILL HE PLANS TO STAY.>>IF YOU ARE IN THE BLACK, WHICH IS EVERYTHING THAT’S BEEN BURNT, IT CAN’T BURN AGAIN. SO NOW YOU ARE SAFE. AS BAD AND SCARY AS IT SOUNDS STAOIMGS, THE BEST PLACE TO BE IS IN THE BELLY OF THE BEAST.>>Mike: FOR THOSE WHO HAVE LOST THEIR HOMES DURING A WILDFIRE, STARTING OVER IS A DAUNTING PROPOSITION. AFTER THAT FIRE TORCHED FORT McMURRAY BACK IN 2016, SOME RESIDENTS TURNED TO ONE COMPANY TO REBUILD THEIR HOMES, AND AS KATIE NICHOLSON REPORTS, THAT’S WHEN A WHOLE NEW NIGHTMARE BEGAN.>>SCREWED ON TO THE DECK.>>Reporter: THE PLANKS OF JASON CORNACK’S PATIO POP UP BECAUSE THEY AREN’T PROPERLY NAILED DOWN. >>THIS IS WHAT I END UP WITH. LIKE, WORK THAT WAS HALF DONE. AND IT’S NOT GOOD. YOU KNOW WHAT I MEAN? IT’S A SAFETY ISSUE. >>Reporter: HIS HOME WAS DESTROYED IN THE FIRE THREE YEARS AGO. HE HIRED BRISTLE COMB HOMES TO REBUILD FROM THE ASHES, A DECISION HE HAS REGRETTED EVER SENSE. >>HAD ALL METAL RAILING. I COME HOME ONE EVENING. NOTHING THERE.>>WHERE DID IT GO?>>THE GUY THAT PUT THE RAILING ON NEVER GOT PAID. SO HE CAME BACK AND TOOK HIS RAILING.>>Reporter: ACROSS TOWN, LINDA MYERS IS ANOTHER DISSATISFIED CUSTOMER. IN PART BECAUSE THE BUILD DRAGGED ON SEVEN MONTHS BEYOND HER EXPECTED MOVE-IN IN DATE AND SHE WAS LESS THAN THRILLED WITH THE PROGRESS AND WORKMANSHIP. >>I GOT AN ULCER. I ACTUALLY DEVELOPED AN ULCER WHEN ALL OF THIS WAS GOING ON. JUST THE STRESS. THE WORRY, YOU KNOW, IS IT EVER GOING TO GET DONE. IS IT GOING TO GET DONE PROPERLY? WILL IT FALL DOWN IF WE MOVE INTO IT, IF WE EVER DO THAT?>>Reporter: SOME VICTIMS WHO SIGNED UP WITH BRISTLE COMB HOMES HOLD US ABOUT LONG CONSTRUCTION DELAYS, FAILED INSPECTIONS, UNFINISHED OR POORLY DONE WORK, AND LIENS PLACED ON HOMES BY CONTRACTORS WHO SAY THEY WEREN’T PAID. IN E-MAIL CORRESPONDENCE, THE COMPANY’S HEAD TOLD US THE DELAYS WERE DUE TO WEATHER, POOR FIRE DEBRIS CLEAN-UP, THE INSURANCE COMPANIES, AND CLIENTS HOLDING BACK PAYMENT. HE SAYS IF CONTRACTORS WEREN’T PAID, IT’S BECAUSE THEY DID A POOR OR INCOMPLETE JOB.>>HI, IT’S KATIE WITH CBC. I WANTED TO ASK YOU SOME QUESTIONS. >>Reporter: WE TRIED TO FOLLOW UP WITH POWELL ON CAMERA. BUT HE DIDN’T WANT TO TALK. [ Motor Revving ]>>Reporter: BRISTLE COMB ISN’T THE ONLY COMPANY HE IS INVOLVED WITH. HE ALSO STARTED A COMPANY CALLED EMERGE REBUILD IN SANTA ROSA, CALIFORNIA AFTER THE 2017 TUBS FIRE LEFT THOUSANDS HOMELESS. THE BOARD DOWN THERE CONFIRMS IT IS INVESTIGATING THE COMPANY FOR ALLEGEDLY OPERATING WITHOUT A LICENCE AND ALLEGEDLY OVERCHARGING A DISASTER VICTIM FOR SERVICES.>>WHAT I CAN TELL YOU RIGHT NOW IS THAT OUR INVESTIGATION IS CONTINUING. WE ARE GETTING CLOSE TO A CONCLUSION. AT THE END OF IT, WE DO EXPECT TO BE ABLE TO TURN OVER A CASE TO THE DISTRICT ATTORNEY FOR POTENTIAL CRIMINAL CHARGES. >>Reporter: THE OWNER SAYS HE IS AWARE OF THE INVESTIGATION BUT BELIEVES HE HASN’T DONE ANYTHING AGAINST CALIFORNIA’S RULES. KATIE NICHOLSON, CBC NEWS, FORT McMURRAY.>>Anita: WHY IS DISTRACTED DRIVING GETTING WORSE. AFTER THE BREAK, HOW INSURANCE COMPANIES AND POLICE ARE JOINING FORCES TO PUSH BACK. [♪♪♪] COMPLICATION. NO OTHER OPTION. AND NOT EVERYONE CAN PAY FOR TAXIS. THEY ARE EXPENSIVE.>>Anita: MORE THAN 5,000 TRANSIT OPERATORS IN METRO VANCOUVER COULD BEGIN SOME SORT OF JOB ACTION AS EARLY AS FRIDAY MORNING. THE UNION HAS RULED OUT A FULL-SERVICE STOPPAGE BY DELAYS AND CHANGES TO SERVICE ARE LIKELY IF THE TWO SIDES DON’T COME TO AN AGREEMENT.>>Mike: 18 SCHOOLS IN SAANICH CLOSED FOR A SECOND STRAIGHT DAY TODAY AS SUPPORT WORKERS CONTINUE THEIR STRIKE OVER WAGES. THAT MEANS ABOUT 7300 STUDENTS HAD THE DAY OFF AGAIN. SOME PARENTS SAY THEY ARE SHELLING OUT $200 A WEEK PER CHILD FOR DAYCARE PROGRAMS OR 200 A DAY FOR SPECIAL NEEDS CARE.>>Anita: WELL, DESPITE STIFFER PENALTIES AND AGGRESSIVE AWARENESS CAMPAIGNS, POLICE ACROSS CANADA SAY DISTRACTED DRIVING IS GETTING WORSE. >>Mike: A NEW SURVEY REVEALS THAT MORE AND MORE DRIVERS ADMIT TO BEING DISTRACTED BEHIND THE WHEEL EVEN THOUGH THEY KNOW HOW DANGEROUS IT IS. >>Anita: DIANNE BUCKNER EXPLAINS HOW INSURANCE COMPANIES AND POLICE ARE JOINING FORCES TO PUSH BACK.>>YEAH, SOMETHING ON HER HAND. SWINGING ON THE WAY OUT. >>Reporter: ED OF THE ONTARIO PROVINCIAL POLICE AND HIS COLLEAGUE, KEVIN MCALLISTER, ARE IN AN UNMARKED VEHICLE ON THE LOOKOUT FOR DISTRACTED DRIVER. >>LOOK AT HIM IN THE RIGHT. GOT HIS CELLPHONE RIGHT UP TO HIM. >>RIGHT BEHIND US. >>SWITCHING LANES. >>OH, LOOK AT THAT. >>LOOK AT THAT. CHILLY DAY BUT A STUNNING DAY ON THE SOUTH COAST. WHAT TO EXPECT FOR THE REST OF THIS WEEK IN BRETT’S FORECAST NEXT. [♪♪♪] [♪♪♪]>>Anita: ANOTHER CLEAR, BEAUTIFUL DAY, BUT I WILL SAY THAT PEOPLE AROUND THE NEWSROOM WERE MAKING FUN OF ME BECAUSE I PULLED OUT MY VERY HEAVY WINTER COAT. >>Brett: DID YOU REALLY?>>Anita: YEAH, BUT IT’S COLD. THE SUN IS RISING A BIT LATER NOW. IT IS NOW CLOSE TO 8:00 IN THE MORNING WHEN THE SUN SAYS HELLO TO US. AND IT IS GOING AWAY THESE DAYS BEFORE 6:00. THAT IS ONLY TEN HOURS OF DAYLIGHT. BUT WE DID GET PLENTY OF SUNSHINE. AND THE GREAT NEWS IS THAT IS GOING TO BE CONTINUING THROUGHOUT THE NEXT FEW DAYS. OF COURSE, OUR OVERNIGHT LOWS IS LARGELY THE MAIN STORY HERE. QUITE CHILLY NOT ONLY FOR TONIGHT BUT TOMORROW. WE ARE GOING TO BE SEEING SOME OF THOSE TEMPERATURES GO BACK DOWN A LITTLE BIT BELOW SEASONAL. YOU KNOW WHAT, TOMORROW — RATHER, THURSDAY, IT’S HALLOWEEN. PUT TOGETHER A QUICK TRICK OR TREATING FORECAST FOR YOU. IF YOU ARE GOING OUTSIDE MAYBE WITH YOUR KIDS OR DOING ANYTHING IN THE EVENING HOURS, WE ARE GOING TO BE LOOKING AT TEMPERATURES OF ABOUT 7°, BUT IT WILL BE CLEAR FOR THE MOST PART. JUST A FEW CLOUDS AND EVEN GREAT IF YOU ARE GOING TO SET OFF A FEW FIREWORKS. ANYTHING LIKE THAT INTO THE LATE EVENING. THAT’S ALL THANKS TO THIS AREA OF HIGH PRESSURE THAT’S BEEN PLEASANTLY STATIONED OVER BC AND WILL CONTINUE THAT FOR THE NEXT FORESEEABLE FUTURE. BUT I DID WANT TO MENTION THAT OUR GREAT RAIN OR HAHA, THE OTHER TYPE OF RAIN, MEANING THIS LONG-STANDING PERIOD OF DRY WEATHER, THAT IS GOING TO END. THERE IS A COUPLE OF INDICATIONS THAT RIGHT NOW COME THE END OF THE WEEKEND, WE’RE TALKING LATE ON SUNDAY HERE, WE COULD BE SEEING THE RETURN OF A FEW SHOWERS ACROSS THE METRO REGION. AT THIS POINT IN TIME, THERE IS NO REAL GUARANTEE ABOUT THIS. JUST THE FIRST INDICATION OF SEEING SOME RAIN FALLING ACROSS THE REGION AS OF RIGHT NOW. BUT DEFINITELY SOMETHING THAT I’LL BE KEEPING A CLOSE EYE ON. IN TERMS OF OUR OVERALL FIVE-DAY FORECAST, THOUGH, IT IS GOING TO BE LOOKING QUITE NICE. A LITTLE BIT ON THE CHILLY SIDE AND FOR HALLOWEEN, AS I MENTIONED, MAYBE BE ABLE TO WEAR A COUPLE OF EXTRA LAYERS IF YOU ARE GOING TO BE GOING OUTSIDE. BUT COME THE WEEKEND, IT’S GOING TO BE NICE, AND IF YOU CAN SAY THAT KIND OF FLASHING THING BETWEEN SATURDAY NIGHT AND SUNDAY, THAT’S A REMINDER THAT THE CLOCKS ARE GOING TO BE TURNING BACK. WE ARE GOING TO BE GAINING AN EXTRA HOUR OF SLEEP, BUT AT THE SAME TIME, THAT MEANS WE ARE GOING TO BE LOSING AN HOUR OF DAYLIGHT IN THE EVENING. SO, YEAH, ALWAYS A BALANCE. A GIVE AND TAKE WITH THESE THINGS, RIGHT?>>Mike: HMM. EVER WORKED AN OVERNIGHT SHIFT?>>Brett: MANY. WORKING TO WORK A 13-HOUR SHIFT IS — >>Mike: YOU DID THAT HOUR!>>Brett: EXACTLY.>>Mike: THANKS, BRETT. >>Brett: YOU ARE WELCOME. >>Anita: THEY ARE TESTING A NEW PIECE OF EQUIPMENT. AARTI POLE, CBC NEWS, WASHINGTON.>>Mike: ALSO IN THE U.S. CAPITAL, THE CONGRESSIONAL COMMITTEE LOOKING AT IMPEACHING THE PRESIDENT HEARD FROM A WHITE HOUSE INSIDER TODAY.>>Anita: THE NATIONAL SECURITY STAFFER AND EXPERT ON UKRAINE WAS LISTENING IN ON THE PHONE CALL AT THE HEART OF THE IMPEACHMENT INQUIRY.>>Mike: IT WAS A CLOSED SESSION, BUT AS THIS REPORT INDICATES, SOME INFORMATION WAS GIVEN TO THE NEWS MEDIA.>>Reporter: THERE ARE A COUPLE OF REASONS WHY ALEXANDER VINLIN’S TESTIMONY IS SIGNIFICANT. THE FIRST IS THAT THIS IS THE FIRST TIME A WHITE HOUSE OFFICIAL, SOMEONE WHO WORKED IN THE WHITE HOUSE ON THE NATIONAL SECURITY COUNCIL, IS PARTICIPATING IN THIS INQUIRY AND GIVING TESTIMONY TO INVESTIGATORS. THE SECOND IS THAT VINLIN WAS ACTUALLY ON THAT PHONE CALL. HE WAS LISTENING IN WHEN DONALD TRUMP SPOKE TO THE PRESIDENT OF UKRAINE AND WHAT VINLIN HEARD CONCERNED HIM. IN FACT, VINLIN SAID IN HIS OPENING STATEMENT THAT HE WAS SO CONCERNED BY WHITE HOUSE EFFORTS TO GET THE UKRAINIANS TO INVESTIGATE DONALD TRUMP’S POLITICAL RIVAL JOE BIDEN AND HIS SON THAT VINLIN COMPLAINED TWICE TO HIS SUPERIORS. HERE IS WHAT VINLIN SAID ABOUT THE PHONE CALL IN PARTICULAR. “I WAS CONCERNED BY THE CALL. I DID NOT THINK IT WAS PROPER TO DEMAND THAT A FOREIGN GOVERNMENT INVESTIGATE A U.S. CITIZEN, AND I WAS WORRIED ABOUT THE IMPLICATIONS FOR THE GOVERNMENT’S SUPPORT OF UKRAINE. I REALIZE THAT IF UKRAINE PURSUED AN INVESTIGATION INTO THE BIDENS AND OTHERS, IT WOULD LIKELY BE INTERPRETED AS A PARTISAN PLAY WHICH WOULD UNDOUBTEDLY RESULT IN UKRAINE LOSING THE BIPARTISAN SUPPORT IT HAS THUS FAR MAINTAINED. THIS, HE SAYS, WOULD UNDERMINE U.S. NATIONAL SECURITY. HOW ARE REPUBLICANS REACTING TO THIS TESTIMONY? DONALD TRUMP HAS TWEETED ABOUT THIS SAYING EARLIER TODAY “THE UKRAINE CALL CONCERNED TODAY’S NEVER TRUMPER WITNESS. WAS HE ON THE SAME CALL THAT I WAS? COULDN’T BE POSSIBLE. PLEASE ASK HIM TO READ THE TRANSCRIPT.” AND THEN HE CALLS IT A WITCH HUNT. AND THERE IS ANOTHER LINE OF ATTACK, ATTACKING THE CREDIBILITY OF VINEDLAND WHO NOT ONLY SERVED IN THE ARMY BUT WAS INJURED IN IRAQ AND RECEIVED A PURPLE HEART. HERE IS HOW THEY DISCUSSED HIS TESTIMONY ON FOX NEWS LAST NIGHT. >>WAIT A SECOND, JOHN. [ Laughter ]>>HERE WE HAVE A U.S. NATIONAL SECURITY OFFICIAL WHO IS ADVISING UKRAINE WHILE WORKING INSIDE THE WHITE HOUSE, APPARENTLY AGAINST THE PRESIDENT’S INTERESTS, AND USUALLY THEY SPOKE IN ENGLISH. ISN’T THAT KIND OF AN INTERESTING ANGLE ON THIS STORY?>>I FIND THAT ASTOUNDING, AND, YOU KNOW, SOME PEOPLE MIGHT CALL THAT ESPIONAGE. >>Reporter: EVEN SOME REPUBLICANS INCLUDING HOUSE MEMBER LIZ CHAINEY ARE PUSHING BACK AGAINST ATTACKS ON PATRIOTISM, ALL OF IT HAPPENING AS THE INQUIRY COULD POTENTIALLY MOVE TO PUBLIC HEARINGS IN A COUPLE OF WEEKS. CBC NEWS, WASHINGTON. >>Mike: A PUBLIC INQUIRY IN BRITAIN IS BLAMING THE LONDON FIRE BRIGADE FOR THE HIGH NUMBER OF DEATHS IN THE GRENFELL TOWER FIRE. 72 PEOPLE DIED WHEN THE BUILDING ERUPTED IN FLAMES TWO YEARS AGO.>>Anita: IT WAS THE BIGGEST SINGLE LOSS OF LIFE IN LONDON SINCE THE SECOND WORLD WAR. AS RENEE FILIPPONE REPORTS, THE INQUIRY SAYS FEWER WOULD HAVE DIED IF THE FIRE BRIGADE HAD BEEN BETTER PREPARED. [ Yelling ]>>Reporter: IT STARTED ON THE FOURTH FLOOR. A SIMPLE ELECTRICAL FAILURE AND A FRIDGE. BUT GREW RAPIDLY THROUGH THE NIGHT, CONSUMING NEARLY ALL 23 STOREYS. THE INQUIRY INTO WHAT HAPPENED HAS TAKEN ABOUT A YEAR AND A HALF. GRIEVING FAMILIES HAVE BEEN TOLD THEY CAN’T TALK ABOUT THE REPORT UNTIL IT’S PUBLIC. BUT THEY CAN SHARE THEIR STORIES.>>VERY HARD. VERY HARD. >>Reporter: NABIL SHAKIR LOST SIX RELATIVES. >>I BELIEVE A LOT OF FAMILIES COULD HAVE BEEN RESCUED WITHOUT A DOUBT. >>Reporter: THE REPORT, PARTS OF WHICH HAVE BEEN LEAKED TO THE U.K. MEDIA, PRAISES THE EXTRAORDINARY COURAGE OF THE FIREFIGHTERS. BUT SAYS THERE WERE SYSTEMIC FAILURES, THAT PREPARATION AND TRAINING FOR THIS TYPE OF FIRE WAS GRAVELY INADEQUATE. POINTING SPECIFICALLY TO A STATE-PUT DECISION, WHICH KEPT SOME PEOPLE IN THEIR HOMES WHILE THE FIRE SPREAD. HAMID’S FATHER DIED. HE IS STILL SEARCHING FOR ANSWERS. >>I DON’T KNOW WHAT THE MEANING OF JUSTICE. I DON’T KNOW. IT’S KNEW MORE THAN TWO YEARS. LEFT OVER. WE DON’T KNOW WHAT’S HAPPENING. >>Reporter: THE LONDON FIRE BRIGADE WON’T COMMENT UNTIL TOMORROW. BUT THE NATIONAL FIRE CHIEFS COUNCIL IS DEFENDING ITS MEMBERS, SAYING THE INQUIRY IS BEING HANDLED BACK TO FRONT.>>AT TIMES, 20 YEARS OF BUILDING REGULATION FAILURE HAS BEEN LAID AT THE FEET OF THE FIRE AND RESCUE SERVICE. >>Reporter: TOMORROW’S REPORT IS JUST PHASE ONE OF THE INQUIRY DEALING SPECIFICALLY WITH THE EMERGENCY RESPONSE. PHASE TWO WILL LOOK AT THE BUILDING’S DESIGN AND THE HIGHLY FLAMMABLE CLADDING THAT FED THE DEADLY FIRE ALL NIGHT LONG. RENEE FILIPPONE, CBC NEWS, LONDON.>>Anita: MEANWHILE, BRITAIN’S COMBATIVE PRIME MINISTER HAS THE VOTE HE WANTED, WINNING APPROVAL TODAY TO HOLD A SNAP ELECTION IN DECEMBER.
