The National for March 28, 2019 — Quebec Secularism, Chrysler Cuts, At Issue

(*) (*)>>Rosemary: TONIGHT, CAMPAIGN PROMISE KEPT.>>IT SENDS A VERY CLEAR SIGNAL OF EXCLUSION FROM SOCIETY.>>Rosemary: BANNING SOME PUBLIC WORKERS FROM WEARING RELIGIOUS SYMBOLS. “AT ISSUE” LOOKS AT THE POLITICS. (*)>>AND ALL OF A SUDDEN THEY COME ON THE SPEAKERS AND SAY, OH, BY THE WAY, THIS IS CANCELLED. THE FLIGHT WILL NOT TAKE OFF.>>Ian: CANADIANS STRANDED AT HOME AND ABROAD AFTER WOW AIRLINES SHUTS DOWN. WHAT CAN YOU DO TO PROTECT YOURSELF?>>PEOPLE’S LIVES, 1,500…>>Adrienne: AND MORE BAD NEWS FOR AUTO WORKERS. A NEW ANNOUNCEMENT ROCKS SOUTHWESTERN ONTARIO.>>>THIS IS “THE NATIONAL.” (*) (*)>>Rosemary: TO SOME IT’S ALL ABOUT CREATING A SECULAR SOCIETY AND TO OTHERS IT’S ALL ABOUT DISCRIMINATION. QUÉBEC’S GOVERNMENT TABLED LEGISLATION TODAY TO BAN PUBLIC SERVICE WORKERS FROM WEARING RELIGIOUS SYMBOLS ON THE JOB. IT PROVED INSTANTLY DIVISIVE, EXACTLY THE OPPOSITE OF WHAT THE PREMIER SAYS THAT HE’S AIMING FOR.>>MY GOAL IS REALLY TO UNITE QUÉBECERS.>>Rosemary: THE BILL WOULD BAN PEOPLE LIKE JUDGES AND POLICE OFFICERS AND TEACHERS FROM WEARING SYMBOLS LIKE KIPPAHS AND HIJABS AND TURBANS AT WORK. SOME CURRENT EMPLOYEES WOULD BE EXEMPTED AND THE BILL WOULD REQUIRE PEOPLE TO SHOW THEIR FACES TO GET A PUBLIC SERVICE.>>IT REPRESENTS VALUES, OUR VALUES, AND IT’S IMPORTANT.>>Rosemary: THIS WAS A KEY CAMPAIGN PROMISE FOR THE COALITION AVENIR QUÉBEC PARTY, ONE THAT THE PREMIER SAYS THAT A MAJORITY OF QUEBECERS SUPPORT. OPPONENTS SAY IT’S PRO-HARMONY.>>WHEN YOU PUT IT IN FRONT OF EVERYBODY MY OWN RELIGION AGAINST THE OTHERS IT CAUSES DIVISION.>>Rosemary: CRITICS COUNTER THAT IT WILL CREATE A TWO-TIERED SOCIETY.>>REMEMBER WHAT IT’S LIKE TO GROW UP AND TO NOT FEEL LIKE I BELONG.>>Prime Minister Justin Trudeau: IT IS UNTHINKABLE TO ME THAT IN A FREE SOCIETY THAT WE WOULD LEGITIMIZE DISCRIMINATION.>>Rosemary: FOR THAT POINT THE BILL COMES WITH A READY-MADE RESPONSE, IT INVOKES THE NOTWITHSTANDING CLAUSE TO PREVENT CHALLENGES UNDER THE CHARTER OF RIGHTS AND FREEDOMS. AND IT HAS LEFT MANY MINORITY QUÉBECERS ALREADY FEELING TARGETED AND UNSURE WHAT, IF ANYTHING, CAN STOP THE LEGISLATION. ALISON NORTHCOTT SPOKE WITH SOME THE BILL’S OPPONENTS ABOUT THEIR CONCERNS.>>AND THIS US AND THEM MENTALITY.>>Reporter: HE’S LIVED IN QUÉBEC FOR POST OF HIS LIFE BUT SAYS THAT THIS BILL MAKES HIM FEEL SHUT OUT.>>IT SENDS TO ME A CLEAR SIGNAL OF EXCLUSION FROM SOCIETY. SO IF I AM, YOU KNOW, A FULLY INTEGRATED CITIZEN IN QUÉBEC SOCIETY AND NOW THERE’S OPPORTUNITIES WHICH ARE NOT AVAILABLE TO ME, HOW FULLY CAN I PARTICIPATE IN THE SOCIETY WHERE I LIVE?>>Reporter: THE PROPOSED LAW WOULD NOT AFFECT HIS JOB OR HIS STUDIES AS A MASTER’S STUDENT BUT HE WORRIES WHAT IT MEANS FOR HIS KIDS.>>I WILL RAISE MY KIDS AS BEST I CAN TO GO TO SCHOOL AND EDUCATE AND WHATNOT, BUT WILL I TELL THEM IN THE END THAT THERE’S CERTAIN POSITIONS THAT YOU CANNOT HAVE IN OUR SOCIETY? SO IT’S VERY COMPLICATED.>>[speaking foreign LANGUAGE].>>Reporter: AT THIS ARABIC COMMUNITY RADIO STATION, THE HOST SAYS THAT THE DEBATE AROUND SECULARISM COMES UP OFTEN.>>[speaking foreign LANGUAGE].>>Reporter: SHE DOESN’T WEAR A HEADSCARVSSCARF BUT WILL ONE DAY. SHE WANTS TO BE A LAWYER BUT THE BILL SAYS THAT CROWN PROSECUTORS CANNOT WEAR RELIGIOUS SYMBOLS.>>TO BE TOLD THAT YOU CANNOT HAVE A CERTAIN JOB BECAUSE OF WHAT YOU WEAR? I FOUND IT MORE THAN UNFAIR — IT’S UNJUST. INSTEAD OF IMPROVING AS A SOCIETY AND GOING FORWARD WE’RE LITERALLY GOING BACKWARDS.>>THERE’S SO MANY OTHER PROBLEMS…>>Reporter: SHE’S ALMOST DONE HER TEACHING DEGREE AND WORKS AS A SUBSTITUTE. NOW SHE SAYS THAT HER CAREER PROSPECTS ARE LIMITED BECAUSE ONLY CURRENT TEACHERS WILL BE ALLOWED TO WEAR RELIGIOUS SYMBOLS AND IF THEY CHANGE JOBS OR GET PROMOTED THAT EXCEPTION WILL END.>>I WILL MOVE FROM QUÉBEC, YEAH. AND I ALSO WANT TO LET ANYONE WEARING THE VEIL TO MOVE OUT OF QUÉBEC AND THEY ARE GOING TO SEE THAT THEY WILL BE THE ONE WHO ARE LOSING TEACHERS.>>Reporter: SHE DOESN’T WANT IT TO COME TO THAT. SHE HOPES THAT PEOPLE WILL SPEAK OUT AGAINST THE BILL BEFORE IT BECOMES LAW. ALISON NORTHCOTT, CBC NEWS, MONTRÉAL.>>Rosemary: THERE ARE STILL LOTS OF QUESTIONS ABOUT HOW THE BAN WILL BE ENFORCED AND THE ENGLISH MONTRÉAL SCHOOL BOARD HAS ALREADY SAID THAT IT WOULD REFUSE TO IMPLEMENT IT. MEANWHILE IN A BID FOR SUPPORT TODAY, QUÉBEC’S GOVERNMENT ALSO INTRODUCED A MOTION TO REMOVE THAT CRUCIFIX THERE FROM THE NATIONAL ASSEMBLY’S MAIN CHAMBER. IT WAS PUT ABOVE THE SPEAKER’S CHAIR IN 1936. AND WHILE THERE HAVE BEEN CALLING TO REMOVE IT MANY TIMES BEFORE, NO GOVERNMENT HAS DONE SO UNTIL NOW. AND THAT MOTION PASSED UNANIMOUSLY. MORE ON THIS STORY AHEAD. THE “AT ISSUE” GANG WILL BE HERE IN ABOUT 20 MINUTES TO BREAK IT ALL DOWN. BUT, FIRST, LET’S TURN TO ANOTHER POLITICAL STORY PLAYING OUT TODAY.>>>WHAT CAME THE PRIME MINISTER’S WAY AFTER THIS MOMENT LAST NIGHT…>>PEOPLE ARE SUFFERING FROM MERCURY POISONING THAT YOU COMMITTED. JUTION JU>>Prime Minister Justin Trudeau: I REALLY APPRECIATE IT.>>Rosemary: JUST A GLIMPSE THERE OF JUSTIN TRUDEAU’S LATEST POLITICAL HEADACHE. INDIGENOUS PROTESTERS DEMANDING ACTION ON A POISONED WATER SUPPLY ONLY TO BE SHUTDOWN AND THEN SHOWN THE DOOR. AND ALL OF THAT HAPPENING AT A LIBERAL PARTY FUNDRAISING EVENT. THE PRIME MINISTER, YOU MAY KNOW, NOT HAVING AN EASY GO OF IT LATELY, TO SAY THE LEAST. AND AS KATIE SIMPSON POINTS OUT, FOR A GOVERNMENT UNDER SIEGE DURING AN ELECTION YEAR, MISSTEPS LIKE THIS ARE DOING REAL DAMAGE.>>TAKE IT OUT OF OUR PROVINCE.>>Reporter: FOR THE MOST PART THE PRIME MINISTER HAS NOT BEEN AFRAID TO ENGAGE WITH PROTESTERS.>>Prime Minister Justin Trudeau: I DO, I HEAR YOU AND I HEAR YOUR PASSION…>>Reporter: SO WHEN JUSTIN TRUDEAU CASUALLY DISMISSED INDIGENOUS DEMONSTRATORS WHO CRASHED HIS HIGH-END FUNDRAISER LAST NIGHT.>>PEOPLE ARE SUFFERING FROM MERCURY POISONING THAT YOU COMMITTED.>>Prime Minister Justin Trudeau: THANK YOU FOR BEING HERE. THANK YOU VERY MUCH FOR YOUR DONATIONS TONIGHT, I REALLY APPRECIATE IT.>>Reporter: CRITICS CALLED HIM “SMUG” AND “INSENSITIVE” PROMPTING AN APOLOGY THIS MORNING.>>Prime Minister Justin Trudeau: FROM TIME TO TIME I’M IN SITUATIONS WHERE PEOPLE ARE EXPRESSING CONCERNS OR PROTESTING DIFFERENT THINGS AND I ALWAYS TRY TO BE RESPECTFUL AND I DIDN’T DO THAT LAST NIGHT. LAST NIGHT I DID NOT HAVE THAT AND I APOLOGISE.>>Reporter: IT’S DESCRIBED OUT OF CHARACTER FOR TRUDEAU.>>HE USUALLY HANDLES PROTESTERS VERY SMOOTHLY AND VERY ELEGANTLY. LAST NIGHT HE DID NOT. PERHAPS A SIGN OF THE STRESS THAT HE’S BEEN UNDER RECENTLY.>>Reporter: FOR NEARLY TWO MONTHS THE LIBERALS HAVE BEEN UNABLE TO MOVE PAST THE SNC-LAVALIN AFFAIR. ONLY THE PRIME MINISTER HIMSELF CAN REALLY SAY WHETHER THE STRESS IS CATCHING UP WITH HIM. BUT FRESH POLLING SHOWS THAT IT’S STARTING TO HURT WHERE IT COUNTS.>>WELL, BEFORE THIS AFFAIR HE HAD A POSITIVE APPROVAL RATING, GENERALLY MORE PEOPLE HAD A GOOD OPINION OF HIM THAN A BAD ONE AND NOW IT’S THE OPPOSITE.>>Reporter: CBC’S POLL TRACKER WHICH ANALYSES ALL POLLING DATA SHOW THAT THE CONSERVATIVES ARE ON THE UPSWING WHILE THE LIBERALS HAVE SLUMPED.>>JUSTIN TRUDEAU IS DRAGGING THE PARTY DOWN WITH HIM INSTEAD OF BOOSTING IT UP AND THAT’S NO LONGER THE CASE THAT HE’S MORE POPULAR THAN THE PARTY.>>Reporter: THE LIBERALS MAY FACE ANOTHER STORM TOMORROW. THE JUSTICE COMMITTEE IS EXPECTED TO RELEASE NEW INFORMATION FROM THE FORMER ATTORNEY GENERAL. JODY WILSON-RAYBOULD SUBMITTED AN UPDATED STATEMENT ON THE SNC-LAVALIN AFFAIR, ALONG WITH DOCUMENTS AND TEXT MESSAGES. KATIE SIMPSON, CBC NEWS, OTTAWA.>>Rosemary: AS FOR THOSE PROTESTERS WHO CHALLENGED THE PRIME MINISTER LAST NIGHT IT’S WORTH POINTING OUT THAT THEIR CALLS FOR HELP ARE NOW DECADES OLD. 90% OF PEOPLE IN GRASSY NARROWS FIRST NATION SUFFER FROM MERCURY POISONING DUE TO CHEMICAL POLLUTION THAT GOES ALL THE WAY BACK TO THE 1960s. IN 2017, THIS FEDERAL GOVERNMENT PROMISED A MEDICAL TREATMENT FACILITY WHILE THE ONTARIO PROVINCIAL GOVERNMENT PLEDGED CLEANUP MONEY. SO FAR NEITHER HAS HAPPENED. AND, IAN, OF COURSE WE’LL WATCH TOMORROW AFTERNOON FOR THE RELEASE OF THOSE DOCUMENTS THAT KATIE TALKED ABOUT. THEY’RE EXPECTED TO BE MADE PUBLIC. AND JUST BEFORE THE M.P.s RETURN BACK TO OTTAWAA NEXT WEEK.>>Ian: BUT LET’S TURN OUR ATTENTION TO WINDSOR, ONTARIO, ROSIE AND ANOTHER BLOW TO THE AUTO INDUSTRY. FIAT CHRYSLER ANNOUNCED A MAJOR CUT TO ITS WORKFORCE. CBC’S JASON VEO LOOKS AT THE IMPACT.>>THE DESPERATION OF WHAT YOU WILL DO.>>Reporter: THEY BLIND SIDED WORKERS WITH THE NEWS THAT 1,500 PEOPLE WILL BE LAID OFF AS IT ELIMINATES A SHIFT AT THIS FIAT CHRYSLER MINIVAN PLANT.>>YOU’RE TAKING CARE OF YOUR FAMILY AND THAT, BUT IT JUST IS THAT WE HIRED SO MANY PEOPLE. AND THE OUTLOOK WAS SO GOOD.>>I HAVEN’T SEEN ANYTHING AS BIG AS THIS, OBVIOUSLY. BUT I SAW THE BANKRUPTCY THROUGH. AND WE DIDN’T EVEN KNOW FOR 2 1/2 MONTHS WHETHER WE HAD A JOB TO COME BACK TO.>>Reporter: THE UNION CALLED IT A PERMANENT REDUCTION AT THE PLANT.>>PEOPLE’S LIVES, 1,500… DIRECT FAMILIES DEPEND ON US. AND WE’RE GOING TO DO EVERYTHING POSSIBLE TO MAKE SURE THAT WE MAINTAIN THREE SHIFTS AT THE WINDSOR ASSEMBLY PLANT.>>Reporter: SALES WERE DOWN 70% IN DECEMBER, YEAR-OVER-YEAR, A STATEMENT FROM THE AUTOMAKER SAYING THAT IT’S ALIGNING PRODUCTION WITH DEMAND, ADDING “THE COMPANY WILL MAKE EVERY EFFORT TO PLACE INDEFINITELY LAID OFF HOURLY EMPLOYEES IN OPEN FULL-TIME POSITIONS AS THEY BECOME AVAILABLE BASED ON SENORITY.” WINDSOR’S MAYOR SAYS IT’S A WAKE-UP CALL FOR THE COMMUNITY WHERE THERE’S NINE SPINOFF JOBS FOR EVERY CHRYSLER WORKER.>>YOU NEED TO PUT IN ECONOMIC DIVERSIFICATION TO HAVE SHOCK ABSORBERS IN OUR ECONOMY IN THE EVENT THAT THINGS HAVE MORE OF A DOWNTURN HERE.>>Reporter: RETIREMENT PACKAGES ARE OFFERED TO THOSE ELIGIBLE AND THE CITY SAYS THEY’LL TRY TO FIND WORK FOR THOSE AFFECTED. JASON VEO, CBC NEWS, WINDSOR, ONTARIO.>>Ian: THERE’S DEVASTATING NEWS FOR THE 1,000 WORKS AT WOW AIR. THE LOW HISTORY COST CARRIER SUDDENLY SHUTTING DOWN TODAY AND STRANDING ABOUT 10,000 PASSENGERS, INCLUDING CANADIANS. EVEN THIS MORNING THE ICELAND-BASED AIRLINE WAS STILL SELLING TICKETS IN EUROPE, JUST ONE SIGN THAT WOW WANTED TO MAXIMIZE REVENUES RIGHT TO THE END. LORENDA REDDEKOPP LOOKS AT WHAT HAPPENED.>>Reporter: THIS IS NOT THE WOW PASSENGERS EXPECTED — CHAOS, PANIC AND CONFUSION.>>WE’RE MASSIVELY INCONVENIENCED HERE. WHAT?>>Reporter: ANN CAMPBELL HAD PAID JUST $300 RETURN FROM TORONTO TO COPENHAGEN. A SOLO ADVENTURE THAT SHE BOOKED MONTHS AGO.>>WE SAW THE PLANE COME IN AND ALL OF THE PEOPLE GOT OFF AND WE’RE GETTING READY AND ALL OF A SUDDEN THEY COME ON THE SPEAKERS AND SAY, OH, BY THE WAY, THIS IS CANCELLED, THE FLIGHT WILL NOT TAKE OFF. AND YOU’RE GOING TO HAVE TO GO GET YOUR BAGGAGE.>>Reporter: BUT TEXT MESSAGES FROM THE AIRLINE SAID THAT IT WAS JUST A DELAY. HOURS OF WAITING.>>THERE’S A LITTLE BIT OF YELLING AND THE POLICE WERE CALLED.>>Reporter: OTHER PASSENGERS FROM THAT SAME FLIGHT TRIED TO FIND ANOTHER WAY HOME TO EUROPE. NO LUCK CALLING THE AIRLINE.>>THERE’S PEOPLE FROM ICELAND THAT ARE STRANDED HERE. PEOPLE WHO ARE WANTING TO TAKE A VACATION THERE. PEOPLE ARE JUST TRYING TO GET HOME TO EUROPE. SO IT’S BAD.>>Reporter: AND THE WOW AIR FLEET WAS JUST 11 PLANES AND IN CANADA IT OFFERED SERVICE FROM TORONTO OR MONTREAL AND CONNECTING THROUGH ICELAND TO EUROPE. TODAY THE FRUSTRATION BOILED OVER AT A LOT OF THE AIRPORTS.>>WHAT BOTHERED ME IS THEY HAD TO HAVE KNOWN THIS WAS COMING. IT DOESN’T HAPPEN OVERNIGHT. YOU KNOW, SO I THINK THAT THERE SHOULD HAVE BEEN SOME WARNING BEFORE WE LEFT.>>EARLIER THIS WEEK I DID RECEIVE QUITE A FEW EMAILS ENCOURAGING ME TO UPGRADE MY SEAT OR CHECK MORE BAGS SO THEY WERE DEFINITELY ACTIVE IN ASKING FOR MORE MONEY IN THE PAST FEW DAYS.>>IT’S TOO EXPENSIVE NOW AND WE CAN’T AFFORD TO BUY THOSE TICKETS. BUT THEN THERE’S SO MUCH PAIN.>>Reporter: SOME OTHER AIRLINES STEPPED IN AND OFFERING SO-CALLED RESCUE DEALS. DEEP DISCOUNTED FOR STRANDED WOW AIR PASSENGERS. ANN CAMPBELL CANCELLED HER TRIP. SHE HOPES THAT HER CREDIT CARD WILL REFUND THE MONEY AND THAT SHE’LL MAKE IT TO COPENHAGEN SOME OTHER TIME. LORENDA REDDEKOPP, CBC NEWS, TORONTO.>>Ian: WOW’S FINANCIAL PROBLEMS HAD BEEN REPORTED FOR MONTHS BUT IF YOU’RE NOT MONITORING THE BUSINESS PAGES BEFORE YOU BOOK FLIGHTS HERE’S SOME ADVICE…>>IF YOU’RE BOOKING ON AN AIRLINE THAT YOU’RE NOT FAMILIAR WITH, THE FARES SEEM TO BE TOO GOOD TO BE TRUE, BUY TRAVEL INSURANCE. OR YOU’LL HAVE THE TRAVEL INSURANCE ON CREDIT CARD AND MAKE SURE THAT YOU HAVE BOUGHT THIS INSURANCE JUST IN CASE.>>Ian: YOU MIGHT ALSO BE COVERED IF YOU BOOKED THROUGH A TRAVEL AGENT AS PART OF A PACKAGE. WOW AIR SAID TODAY THAT IT MAY PAY COMPENSATION IN ACCORDANCE WITH THE EUROPEAN REGULATION ON AIR PASSENGER RIGHTS. NOW CANADA’S PASSENGER RIGHT SYSTEM IS STILL IN THE WORKS BUT EVEN THEN IT MAY NOT HAVE HELPED TODAY’S STRANDED PASSENGERS.>>Adrienne: IT WAS TWO WEEKS AGO THAT MOZAMBIQUE WAS RAVAGED BY CYCLONE IDAI, IT WAS THE WORST WEATHER RELATED DISASTER TO HIT THE SOUTHERN HEMISPHERE. AND NOW THE OFFICIALS ARE WARNING OF A SECOND DISASTER IF THE DISEASES LIKE CHOLERA SPREAD SPREAD. FIVE CASES HAVE ALREADY BEEN CONFIRMED AND CLINICS LIKE THIS ONE ARE ON HIGH ALERT FOR MORE. YOU SEE, THE WORLD HEALTH ORGINISATION IS SCRAMBLING TO CONTAIN THE OUTBREAKS. IT HAS 900,000 DOSES OF ORAL VACCINE ARRIVING THIS MONDAY WITH PLANS TO BEGIN A MASS VACCINATION CAMPAIGN AS SOON AS POSSIBLE. BUT GETTING INTO THE HARDEST HIT AREAS IS A MASSIVE CHALLENGE, ENTIRE COMMUNITIES HAVE BEEN CUT OFF BY THE FLOODWATERS AND THE ONLY WAY IN IS BY AIR OR BY BOAT. NAHLAH AYED GOT RARE ACCESS WITH SOME KEY RESCUERS.>>Reporter: IN THE DRAMATIC EARLY DAYS AFTER THE CYCLONE HIT… THEY WERE AMONG THE FIRST SAVING LIVES. THEY’RE FROM THE INDIAN NAVY, HAPPENED TO BE TRAINING NEARBY WHEN THEY WERE DIVERTED TO HELP. MORE THAN TWO WEEKS IN AND THEY HAVEN’T STOPPED.>>AT THE MOMENT WE ARE JUST MOVING FORWARD TO HELP.>>Reporter: FROM THE START THEY GUNED IT FOR ONE OF THE HARDEST HIT AREAS AND ONE OF THE HARDEST TO REACH. AHEAD OF MOST HELICOPTERS NOW MAKING THE JOURNEY. EVEN AT THE BEST OF TIMES THE WATERS HERE CAN BE TRICKY. NOW THEY’RE ALSO HAUNTED BY THE DESPERATE NEED. WE’RE IN THE VILLAGE OF BUZI WHICH IS ONE OF THE MOST DEVASTATED PLACES IN MOOZ MOZAMBIQUE. IT WASN’T THE CYCLONE THAT DID MOST OF THE DAMAGE BUT IT WAS THE FLOODING THAT CAME AFTERWARDS. AND DAMAGE IS BIG, TAKING MANY LIVES AND DISRUPTING TENS OF THOUSANDS OF OTHERS. BRINGING BUZI TO ITS KNEES. JULIE ABDAMANEEN SURVIVED BUT HIS HOUSE DID NOT.>>THE WATER, IT WAS VERY HIGH. IT WAS VERY, VERY HIGH.>>Reporter: HOW SCARED WERE YOU?>>ALL OF THE PEOPLE WERE SCARED.>>WHEN THE WATER CAME RIGHT HERE.>>Reporter: HE SHOWED US JUST HOW HIGH THE WATER ROSE. IT WAS LIFE-OR-DEATH. THAT’S WHEN THE INDIAN BOATS CAME IN AND ON CONSTANT ROTATION THEY MANAGED TO SAVE MANY LIVES, LIFTING PEOPLE AWAY FROM THE RISING WATER.>>WE STARTED MAKING TRIPS TOWARDS BUZI AND WE RESCUED ALMOST 200 PEOPLE FROM THERE.>>Reporter: THEY TOOK THE PEOPLE TO BETA THAT DESPITE ITS OWN DEVASTATED STATE, OFFERED MUCH MORE THAN THEIR OWN VILLAGE. A NEW TEMPORARY BUZI IS UNDER CONSTRUCTION. MANY OF THIS CAMP’S RESIDENTS ESCAPED FROM THE ORIGINAL. AND IN THE CHAOS OF CRISIS, MANY LOST TRACK OF LOVED ONES. LEWIS ARMANDO FROM BUZI VILLAGE IS TRYING TO FIND HIS UNCLE WITH HELP FROM THE RED CROSS.>>[speaking foreign LANGUAGE].>>Reporter: HE SAYS THAT HE HAD NO CHOICE BUT TO LEAVE BECAUSE THEY LOST THEIR HOME TO RISING WATER. THE MUD INVADED THE ENTIRE VILLAGE, HE SAYS. THIS TOO COMES WITH CHALLENGE. SOMETIMES THEY WILL GO TO SLEEP WITHOUT A MEAL. AND SO NOW SURVIVORS, BOTH WHO LEFT BUZI AND THOSE WHO STAYED BEHIND, ARE JOINED BY NEED AND ARE FRUSTRATED BY THE WAY.>>WE NEED THE HELP.>>Reporter: WHAT KIND OF HELP DO YOU NEED?>>WE NEED MATERIALS TO BUILD ANOTHER HOUSE, FOOD, MATERIALS FOR THE SCHOOL FOR CHILDREN.>>Reporter: SO THAT IS THE NEW ROLE FOR THE INDIAN NAVY, THEY’RE FERRYING SUPPLIES TO BUZI TWICE A DAY.>>[speaking foreign language] WE GIVE THEM RICE AND THE SUGAR AND THE OIL.>>YOU NEED TO BE HUMBLE ENOUGH TO UNDERSTAND THE PAINS OF OTHERS AND GIVE WHATEVER ASSISTANCE WE CAN. IT COULD HAPPEN TO ANYONE.>>Reporter: A VILLAGE DESTROYED AND SCATTERED, WITH A LONG LIST OF NEEDS. WHAT’S THE NUMBER ONE THING THAT PEOPLE NEED?>>FIRST THING IS FOOD. WE COME TOMORROW.>>Reporter: NAHLAH AYED, CBC NEWS, BUZI VILLAGE, MOZAMBIQUE.>>Adrienne: WHEN YOU MEET PEOPLE AFFECTED LIKE IN NAHLAH’S STORIES, YOU GET A SENSE OF THE DEEP PERSONAL COSTS BUT YOU REALLY HAVE TO PULL WAY BACK TO SEE THE SCALE OF THIS. A REMINDER THAT THIS IS THE REGION BEFORE THE CYCLONE AND THIS IS IT AFTER… AND WHILE THE FOCUS IS RIGHTLY ON HELPING THE PEOPLE AFTER THE DISASTER, HERE’S SOMETHING THAT WE’VE BEEN WONDERING — CAN YOU STOP A HURRICANE FROM HAPPENING IN THE FIRST PLACE? THE FACT IS THAT WARMING SEAS FEED STRONGER HURRICANES AND IF SCIENCE CAN’T STOP THE PLA PLANET FROM HEATING, WHY NOT COOL THE SEA? LEARN A LITTLE FROM NORWAY. IT’S NOT A HURRICANE CAPITAL BUT SCIENTISTS THERE DO TINKER WITH THE WATER TEMPERATURE — KEEPING ICE FROM FORMING NEAR POWER PLANTS.>>AND THE WARMER WATER BROUGHT TO THE SURFACE AND THEN INCREASE THE TEMPERATURE OF THE SURFACE WATER. AND THEN IT WON’T FREEZE.>>Reporter: WHAT IF THE WARMER WATER COULD BE BROUGHT FROM THE GULF OF MEXICO WHERE THE BIG STORMS BUILD, AND MAKING THE TEMPERATURE BELOW 25.6° CELSIUS.>>IF IT’S BELOW THAT IT WILL NOT BE ABLE TO DELIVER ENERGY TO THE CYCLONES.>>Reporter: THE IDEA IS TO DIVE 150 METRES INTO THE GULF OF MEXICO, SET UP A PIPE WITH TINY HOLES IN IT TO PUMP COMPRESSED AIR THROUGH IT AND CREATE BUBBLES. THAT BRINGS THE DEEPER, COLDER WATER UP AND DISTRIBUTE IT WITH THE CURRENTS. I IMAGINE A TINY STRAW IN A MASSIVE SWIMMING POOL. IS THIS EVEN FEASIBLE?>>IT IS FEASIBLE. BUT THE PROBLEM IS NOT TO COVER THE WHOLE AREA BUT TO FOLLOW THE SURFACE CURRENTS.>>Reporter: FOR DECADES SCIENTISTS HAVE TRIED TO HALT HURRICANES. STARTING IN THE 1940s WITH MAKING SNOW TO COOL CLOUDS. PROMISING ENOUGH TO KEEP THE IDEA ALIVE. BUT THE NORWEGIAN PLAN?>>IT’S NOT CRAZY, IT’S JUST PROBABLY NOT APPLICABLE TO WHAT THEY’RE TRYING TO APPLY IT TO. BUT I VIEW THAT ALMOST ALL OF THESE IDEAS HAVE SOME MERIT SCIENTIFICALLY AND DESERVE TO BE LOOKED AT.>>Adrienne: SKEPTICISM IS SMART BUT THE BUBBLE CURTAIN WILL BE PILOTED IN THE GULF OF MEXICO NEXT YEAR, THE OLD DREAM TESTED TO DIAL DOWN THE WIND.>>Ian: THE MAYOR OF PORT MOODY IS SPEAKING OUT AFTER BEING CHARGED WITH SEXUAL ASSAULT.>>I WANT TO BE ABSOLUTELY CLEAR THAT THIS ALLEGATION IS FALSE. I INTEND ON FIGHTING IT EVERY STEP OF THE WAY, INCLUDING FILING A SUIT OF DEFAMATION.>>Ian: ROB VAGRAMOV WILL TAKE A LEAVE OF ABSENCE. THE ASSAULT ALLEGEDLY HAPPENED IN 2015.>>>AND AN ONTARIO POLICE OFFICER ACCUSED OF SHOOTING A FELLOW OFFICER DURING AN ARGUMENT HAS NOW BEEN CHARGED WITH ATTEMPTED MURDER, AGGRAVATED ASSAULT, AND ASSAULT WITH A WEAPON. THIS HAPPENED IN NOVEMBER WHEN THE PAIR WERE WORKING TOGETHER TO COLLECT EVIDENCE FOR AN INVESTIGATION. SERGEANT SHANE DONNOVAN IS SCHEDULED TO APPEAR IN COURT APRIL 18th. [Cheers and Applause]>>>MORE GOOD NEWS FOR CANADIAN TENNIS. 19-YEAR-OLD DENIS SHAPOVALOV HAS REACHED THE SEMIFINALS OF THE MIAMI OPEN. THIS IS ONE OF THE HIGHEST PROFILE EVENTS OUTSIDE OF THE FOUR GRAND SLAMS AND HE JOINED FELLOW CANADIAN AND FELLOW TEEN, ASEAN. AN UNPRECEDENTED RESULT AT A TOURNAMENT OF THIS STATURE.>>Rosemary: STILL AHEAD ON “THE NATIONAL,” IT’S “AT ISSUE” NIGHT AND WE’LL TACKLE THE BAN ON RELIGIOUS SYMBOLS FOR PUBLIC WORKERS AND, OF COURSE, WHAT’S AHEAD ON THE S.N.C. FILE.>>Ian: PLUS, PAUL HUNTER VISITS PURPLE, PENNSYLVANIA. VOTERS HELPED TO GET DONALD TRUMP ELECTED. WILL THEY AGAIN?>>Adrienne: AND THE RIGHT TO BEAR ARMS.>>I THINK THAT IT’S RIDICULOUS THAT WE HAVE PEOPLE DOING THAT, I THINK THAT PEOPLE ARE ADULTS IN THIS PLACE AND THEY UNDERSTAND THAT IT’S A PROFESSIONAL ENVIRONMENT AND THEY DRESS ACCORDINGLY.>>Adrienne:>>Adrienne: SO IT WASN’T PARTICULARLY WARM TODAY IN BRITISH COLUMBIA, BUT MANY WOMEN WERE GOING SLEEVELESS, EXERCISING THEIR VERSION OF A RIGHT TO BEAR ARMS IN DEFIANCE OF WHAT SOME ARE CALLING AN OUTDATED AND SEXIST DRESS CODE. IT ALL STARTED WITH A TWEET BY A REPORTER AT THE B.C. LEGISLATURE, ASKING, DO WE LOOK UNPROFESSIONAL TO YOU? BRIAR STEWART EXPLAINS.>>IT’S NOT DIMINISHING THE AMOUNT GOING IN…>>Reporter: INSIDE OF THE CHAMBER AT B.C.’S LEGISLATURE TODAY SOME M.L.A.s DISCUSSED INFRASTRUCTURE, BUT IN THE HALLWAYS A DIFFERENT TOPIC WAS FRONT AND CENTRE.>>YES, I HAVE NO SLEEVES UNDER MY JACKET.>>Reporter: DEPUTY PREMIER CAROLE JAMES WADED INTO A DEBATE ABOUT DRESS CODE.>>PEOPLE DRESS FOR BUSINESS CLOTHING IN THE WORKPLACE AND I THINK THAT IT’S RIDICULOUS THAT WE HAVE PEOPLE POLICING THAT.>>Reporter: THE DISCUSSION WAS SPARKED AFTER AN N.D.P. STAFFER WAS TOLD THAT HER SLEEVES WERE TOO SHORT.>>A WOMAN WHO WORKS IN THIS BUILDING WAS WEARING A LOVELY CAPPED SLEEVE BLOUSE AND WAS TOLD THAT SHE NEEDED TO COVER UP.>>Reporter: THEN A GROUP FROM THE PRESS GALLERY, INCLUDING A CBC REPORTER WHO IS NOT COVERING THIS STORY, DECIDED TO DON TANK TOPS AND SHORT SLEEVES AS A SIGN OF SUPPORT. THROUGHOUT THE DAY MORE WEIGHED IN, INCLUDING AN M.L.A. WHO TWEETED THAT ONE OF HER STAFF WAS TOLD BY THE LEGISLATIVE ASSEMBLY TO WEAR A SLIP UNDER HER DRESS AS IT WAS CLINGING TO HER LEGS WHEN SHE WALKED.>>I’VE HEARD THAT FROM INTERNS, TOLD HOW TO DRESS. I HAVE HEARD IT FROM OTHER WOMEN THEY WERE TOLD HOW TO DRESS. IT’S 2019, FOLKS, YOU DON’T NEED TO TELL US HOW TO DRESS.>>Reporter: BUT THE SUBJECT OF BARE ARMS HAS COME UP RECENTLY AND NOT JUST IN POLITICAL HALLWAYS. LAST YEAR WHILE TALKING ABOUT NEWS ANCHORS, FORMER PRIME MINISTER KIM CAMPBELL SAID THAT BARE ARMS UNDERMINE CREDIBILITY AND GRAVITAS. THAT TWEET TOO SPARKED DEBATE. IN A STATEMENT TODAY THE SPEAKER OF THE HOUSE SAID THAT B.C.’S LEGISTATEIRE APPLIES A CONSERVATIVE CONTEMPORARY APPROACH TO DRESS CODES THAT’S BEEN IN PLACE SINCE 1980. BUT OFFICIALS SAY THAT POLICY IS BEING LOOKED AT AGAIN.>>WE WILL BE UNDERTAKING REVIEW OF THE DRESS CODE TO ENSURE THAT IT MEETS MODERN BUSINESS ATTIRE EXPECTATIONS.>>Reporter: TO REFLECT WHAT’S CONSIDERED APPROPRIATE IN THE HALLS OF THE LEGISLATURE. BRIAR STEWART, CBC NEWS, VANCOUVER.>>Ian: STILL AHEAD ON “THE NATIONAL”… THIS MAY BE THE WORLD’S LARGEST PEARL AND THE ONTARIO FAMILY WHO OWNED IT DIDN’T KNOW.>>Rosemary: I WOULDN’T HAVE KNOWN EITHER, I WOULD HAVE THOUGHT DINOSAUR TOOTH.>>>PLUS, LOTS HAPPENING ON AND OFF THE HILL. AND THE PRIME MINISTER’S PROBLEM WITH THE S.N.C. AFFAIR AND THE PANEL IS HERE TO TALK IT ALL (*) (*)>>I’M VERY PROUD OF THE BILL THAT WE TABLED TODAY AND I THINK THAT IT REPRESENTS VALUES.>>Prime Minister Justin Trudeau: IT IS UNTHINKABLE TO ME THAT IN A FREE SOCIETY THAT WE WOULD LEGITIMIZE DISCRIMINATION AGAINST CITIZENS BASED ON THEIR RELIGION.>>I THINK THAT A LIBERAL SOCIETY BASED ON FUNDAMENTAL FREEDOMS AND OPENNESS MUST ALWAYS PROTECT FUNDAMENTAL INDIVIDUAL RIGHTS.>>THIS LAW THAT IS BEING PROPOSED DIVIDES A POPULATION AND IT DIVIDES THE PROVINCE, INSTEAD OF BRINGING PEOPLE TOGETHER.>>Rosemary: LOTS OF REACTION TODAY TO THE QUÉBEC GOVERNMENT TABLING ITS SECULARISM BILL. AS WE TOLD YOU EARLIER IN THE SHOW THIS WOULD SEE PUBLIC WORKERS IN POSITIONS OF AUTHORITY BANNED FROM WEARING RELIGIOUS SYMBOLS AND IT INVOKES THE NOTWITHSTANDING CLAUSE. SO IS OTTAWA PREPARING FOR A FIGHT WITH QUÉBEC AND HOW WILL THIS IMPACT THE DEBATE IN THE FEDERAL ELECTION? CHANTAL HEBERT IS IN MONTRÉAL AND ANDREW COYNE IN TORONTO AND ALTHIA RAJ IS ALSO IN TORONTO TONIGHT. GOOD TO SEE EVERYBODY. CHANTAL I’LL START WITH YOU BECAUSE YOU’RE THERE, YOU’RE IN QUÉBEC. THE PREMIER SAYS THIS IS AN ATTEMPT TO UNITE QUÉBECERS. I’M NOT SURE THEY UNDERSTAND HOW THAT WOULD BE. SO WHAT DO YOU THINK THAT HE MEANS WHEN HE SUGGESTS THAT THIS IS GOING TO UNITE PEOPLE IN THAT PROVINCE?>>I’M NOT SURE ABOUT UNITING, BUT FOR SURE HE BELIEVES THAT HE HAS A MANDATE, IT WAS FRONT AND CENTRE IN HIS ELECTION PLATFORM. AND HE IS THE THIRD GOVERNMENT IN A ROW, AFTER A LIBERAL AND A P.Q. GOVERNMENT, TO COME UP WITH A VERSION OF A LAW THAT DEALS WITH THE SAME AREAS. SO MR. LEGAULT FEELS THAT HE’S ON A FAIRLY LARGE CONSENSUS THAT THE PEOPLE WANT THE QUÉBEC GOVERNMENT TO BE AFFIRMING ITS SECULAR FAITH IN A WAY THAT TARGETS INDIVIDUALS. I THINK THAT WHAT HE ALSO PROBABLY MEANT BY USING THE NOTWITHSTANDING CLAUSE HE’S SHELTERING FROM A LOT OF COURT CHALLENGES. SO HE’S GETTING HE THINKS THE DEBATE OVER WITH.>>Rosemary: AND IS THAT FAIR TO SAY, ANDREW, THAT THERE’S NOTHING REALLY ELSE THAT CAN BE DONE?>>WE DON’T KNOW. WE DON’T KNOW WHAT’S GOING TO HAPPEN IN QUÉBEC, WE DON’T KNOW WHAT’S GOING TO HAPPEN FEDERALLY. HE CERTAINLY CAN CLAIM THE MANDATE, THERE’S NO DOUBT ABOUT IT. SOMETIMES MINORITY RIGHTS ARE NOT PARTICULARLY POPULAR WITH THE MAJORITY IN ANY SOCIETY. THAT’S WHY WE HAVE THINGS LIKE THE CHARTER OF RIGHTS TO PROTECT THEM AND THAT’S WHY IT’S SUCH A DANGER TO GIVE GOVERNMENTS THINGS LIKE THE NOTWITHSTANDING CLAUSE. THIS IS NOW THE SECOND GOVERNMENT, AFTER THE GOVERNMENT OF ONTARIO, TO TROT THIS OUT IN VERY SPECIOUS CIRCUMSTANCES AND IT OUGHT TO GIVE US A LOT OF PAUSE ON THIS. BECAUSE IF THE COURTS CAN’T STOP THIS, THEN — THAT’S BEEN OUR BACKSTOP UNTIL RECENT DECADES. AND WE HAVE A DECISION TO MAKE AS A SOCIETY WHAT ARE THE TERMS OF US LIVING TOGETHER AND THIS KIND OF THING CAN GO ON.>>Rosemary: YEAH, EXCEPT AS BOTH OF YOU POINTED OUT — AND, AALTHIA, I’LL PUT IT TO YOU. IT WAS CLEAR THAT HE WOULD MOVE AHEAD WITH IT. SO IT MAKES IT HARD, DOES IT NOT, ALTHIA, TO HAVE SOMEONE SAY THAT YOU SHOULDN’T DO THIS, EVEN IF PEOPLE DON’T THINK THAT IT’S FAIR OR RIGHT?>>YEAH, AND I THINK THAT THE OTHER POINT IS THAT THE MAJORITY OF QUÉBECERS DO SUPPORT THIS PIECE OF LEGISLATION. SO I THINK THAT HE CAN ACCURATELY SAY THAT HE IS TRYING — OR HE HOPES THAT HE’S TRYING TO UNITE PEOPLE OVER THIS IDEA, THAT QUÉBECERS HAVE VOTED FOR THIS AND THEY TELL THE PUBLIC OPINION POLLSTERS THAT THIS IS SOMETHING THEY SUPPORT. I THINK THAT WHERE IT GETS A BIT TRICKIER IS WHAT THE FEDERAL GOVERNMENT’S RESPONSE TO THIS IS. AND I DON’T THINK THAT THERE IS AN APPETITE TO TALK ABOUT DISALLOWANCE IN THE FEDERAL GOVERNMENT’S ROLE AND GETTING RID OF THIS PIECE OF LEGISLATION IN QUÉBEC. BUT IT DOES PUT THE PARTIES IN AN INTERESTING POSITION IN THE LEAD-UP TO A FEDERAL ELECTION. MR. SCHEER PERHAPS MORE THAN MOST BECAUSE HE’S HOPING TO PICK UP A LOT OF THE SEATS OF THE C.A.Q. WON IN THE LAST ELECTION CAMPAIGN. AND WE HAVE SEEN THOSE CONSERVATIVE M.P.s IN QUÉBEC AND THE NEW DEMOCRAT M.P.s IN QUÉBEC NOT GO WITH THE PARTY LINE ON MINORITY RELIGIOUS ISSUES. AND SO I THINK THAT CAUSES A BIT OF PROBLEMS WHEN IT COMES TO CAUCUS MANDATE AND CANDIDATE MANAGEMENT AS WELL.>>Rosemary: GO AHEAD, ANDREW.>>LET’S GET AWAY FROM THE DRY POLITICS OF IT. DO WE WANT TO LIVE IN A SOCIETY THAT TELLS OBSERVANT MEMBERS OF RELIGIOUS MINORITIES YOU CANNOT WORK IN POSITIONS OF AUTHORITY IN THE PUBLIC SERVICE? IT WAS PARTICULARLY POIGNANT SEEING JAGMEET SINGH SPEAKING ON THIS. BECAUSE IT WOULD ELIMINATE HIM WORKING IN THE PUBLIC SERVICE IN QUÉBEC. IS THAT THE KIND OF SOCIETY AND THE TERMS ON WHICH WE’RE GOING TO LIVE TOGETHER? IS THAT THE DISCRIMINATION AGAINST RELIGIOUS MINORITIES THAT WE’RE DELIVER TO CARRY IN THIS?>>
>>IT’S HARD FOR THE FEDERAL GOVERNMENT TO DO ANYTHING ABOUT IT.>>SO WE — WE STILL LIVE AND WE CAN HAVE A DEBATE OVER WHETHER THE NOTWITHSTANDING CLAUSE SHOULD EXIST, BUT WE DO LIVE IN A RULE OF LAW ENVIRONMENT. AND IN THAT ENVIRONMENT WHAT THE QUÉBEC GOVERNMENT IS DOING IS BOTH CONSTITUTIONAL AND LEGAL. THE OTHER POINT THEY WOULD BRING IS THAT THIS DEBATE IN QUÉBEC HAS BEEN ONGOING FOR 10 YEARS. EVERYONE HAS HAD THEIR SAY AGAIN AND AGAIN AND AGAIN AND THIS IS WHERE WE ARE TODAY. AND I WOULD ARGUE THAT OVER THOSE 10 YEARS THAT VERY FEW MINDS WERE CHANGED ONE WAY OR ANOTHER. SO THIS — THE DISCUSSION THAT IS RESTARTING WILL PROBABLY END SOONER RATHER THAN LATER BECAUSE EVERYONE HAS HAD THEIR SAY. NOW FEDERALLY, I LOOKED AT THOSE THREE LEADERS TODAY OF THE MAIN PARTIES AND I DIDN’T SEE A LOT OF LIGHT BETWEEN WHAT THEY SAID. AND TO ME THAT BASICALLY MEANS THAT TOGETHER THEY ARE NEUTRALIZING THE ISSUE IN THE NEXT FEDERAL CAMPAIGN, BECAUSE NONE OF THEM IS GOING TO BE COMING TO QUÉBEC AND SAYING I’M NOT SURE ABOUT THIS THAN THE NEXT GUY. AND THE REASON FOR THAT IS THAT THERE ARE A LOT OF VOTERS IN CANADA, AND IN QUÉBEC, WHO ACTUALLY DO NOT WANT SOMEONE TO BE DANCING WITH A GOVERNMENT ON ISSUES LIKE THAT. ANDREW SCHEER ON THIS WAS CATEGORICAL AND I THINK HE’S THE ONLY ONE WHO NEEDED TO SAY IT THAT HE AS A PRIME MINISTER WOULD NEVER DO SOMETHING LIKE THAT. AND IT WAS OBVIOUS THAT JA JAGMEET SINGH AND JUSTIN TRUDEAU WOULD NOT.>>Rosemary: IS IT NOT RIGHT FOR A FEDERAL GOVERNMENT TO SAY, AS ANDREW SUGGESTED, THAT WE DO NOT WANT OUR COUNTRY TO TURN INTO POCKETS OF ACCEPTANCE OR NOT?>>LOOK, THIS IS PART OF THE TERMS OF CONFEDERATION. THIS LONG PREDATES THE CHARTER OF RIGHTS. LONG BEFORE A CHARTER THE IDEA IS THAT THE FEDERAL GOVERNMENT WOULD PROTECT FROM THE DECLARATIONS OF LOCAL MAJORITIES. HAVE WE GIVEN UP ON THAT IDEA AND SHRUG OUR SHOULDERS AND SAY WHAT HAPPENS IN SOMEONE’S BACKYARD, THEY’RE NOT REALLY PART OF OUR SOCIETY? WE DON’T REALLY CARE? YOU CAN JUST BASICALLY DO IT AND USE PROVINCIAL RIGHTS AND THE REST OF US HAVE TO LOOK THE OTHER WAY? THIS WILL BE THE DECISION AND THIS WILL BE A TEST AND MAYBE WE’LL ALL JUST SHRUG AND SAY IT’S FINE, IT’S JUST RELIGIOUS MINORITIES AND IT DOESN’T CONCERN US.>>WHAT IS YOUR SOLUTION?>>WELL, THAT’S — THE FIRST THING BEFORE THE SOLUTION IS TO SAY IS IT EVEN OUR BUSINESS? AND A LOT OF PEOPLE ARE PREPARED TO SAY IT’S NOT OUR BUSINESS. IT’S JUST HAPPENING IN QUÉBEC SO, THEREFORE, IT DOESN’T MATTER TO THE REST OF CANADA. SO LET’S HAVE THAT DEBATE FIRST AND THEN DECIDE WHAT MEASURES ARE IN ORDER.>>BUT WHEN YOU SAY IT IS YOUR BUSINESS THEN YOU NEED A POLICY –>>YES, IT’S NOT ENOUGH TO SAY I CARE.>>AND WE WON’T HAVE A DISCUSSION ABOUT DISALLOWANCE BEFORE THE NEXT FEDERAL ELECTION.>>Rosemary: OKAY, OKAY, THAT’S A GOOD CONVERSATION. LET’S MOVE TO THE OTHER THING THAT WE’VE BEEN TALKING ABOUT FOR WEEKS AND WEEKS AND WEEKS NOW, THE S.N.C. CONTROVERSY AFFAIR. IT SEEMS TO, YOU KNOW, IN SPITE OF EVERYTHING CONTINUE ALONG. AND THIS WEEK IT MOVED INTO THIS OTHER AREA AROUND LEAKS OF OTHER THINGS. HERE’S WHAT THE PRIME MINISTER HAD TO SAY ON THAT TODAY…>>Prime Minister Justin Trudeau: FIRST OF ALL WE CONDEMN THE NUMBER OF LEAKS THAT HAVE HAPPENED RECENTLY OF CONFIDENTIAL INFORMATION THAT HAS BEEN LET OUT OVER THE PAST WEEKS. I CERTAINLY WOULD WISH THAT PEOPLE WHO HAVE ACCESS TO CONFIDENTIAL INFORMATION WOULD KEEP IT CONFIDENTIAL.>>Rosemary: I WANT TO ATTACK THIS FROM A PERSPECTIVE OF WHAT IS THE DAMAGE THAT IS DONE TO INSTITUTIONS, TO PEOPLE’S CONFIDENCE IN DEMOCRACY, FROM ANY OF THOSE THINGS, WHEN WE SEE THE STORY SHIFT TO QUESTIONS ABOUT JUDICIAL APPOINTMENTS AND OTHER INFORMATION THAT GET LEAKED OUT THERE FROM SOMEONE. WE DON’T KNOW WHERE. DO YOU WANT TO TACKLE THAT, ANDREW?>>WELL, THE LEAKS ARE OBVIOUSLY DENOUNCED BY EVERYBODY, INCLUDING THE PEOPLE –>>INTERESTING.>>IT’S A SHORT LIST OF PEOPLE WHO COULD HAVE LEAKED THIS. I DON’T THINK THAT LEAKING ITSELF IS THE ISSUE, THINK THAT IT MATTERS WHAT YOU’RE LEAKING FOR. WHEN WE GIVE ANONYMITY TO SOURCES AND IT MATTERS WHY THEY WANT ANONYMITY AND WHAT THEY’RE DOING. AND IT SEEMS TO ME THAT IT’S DISTINGUISHABLE FROM LEAKING INFORMATION TO SMEAR THE WHISTLEBLOWER. AND I THINK THAT PEOPLE HAVE TO BE ABLE TO MAKE THESE REASONED DISTINCTIONS BETWEEN THESE SITUATIONS. BUT, AGAIN, ALL OF THIS IS ESSENTIALLY DESIGNED TO DISTRACT FROM THE CENTRAL QUESTION WHICH IS NOT — WHAT WAS JODIE WILSON’S RECORD AS ATTORNEY GENERAL AND THE MINISTER OF JUSTICE AND WHAT WERE HER MOTIVATIONS BUT THE CENTRAL QUESTION THAT WE DON’T HAVE AN ANSWER TO WHICH IS — WHAT WAS THE GOVERNMENT OF CANADA DOING TRYING TO INTERFERE IN A CRIMINAL PROSECUTION?>>Rosemary: EXCEPT IF THAT IS PART OF THE STORY, THE MOTIVATION.>>YES, AND I THINK THAT BOTH QUESTIONS ARE LEGITIMATE. YES, WE WANT TO KNOW MORE ABOUT WHAT PEOPLE HAVE TO SAY ABOUT THE SNC-LAVALIN THAT MAY BE RELEVANT TO THAT PARTICULAR ISSUE. BUT IF PART OF THE ARGUMENT IS THAT THE ATTORNEY GENERAL WAS FIRED, DEMOTED OVER SNC-LAVALIN IT INFORMS THE DEBATE THAT THERE COULD HAVE BEEN OTHER REASONS. THE SUPREME COURT LEAK, I FIND IT REGRETTABLE WHEN PEOPLE’S NAMES ARE BROUGHT IN THAT APPLIED FOR POSITIONS UNDER CONFIDENTIALITY. THAT BEING SAID, I HEARD ABOUT THE FACT THAT THERE WAS A DIFFERENCE OF OPINION, WITHOUT THE SPECIFICS ON THIS VERY ISSUE AT THE SUPREME COURT LONG BEFORE SNC-LAVALIN LANDED ON JODY WILSON-RAYBOULD’S DESK. AND IT WAS ON THAT BASIS THAT THE DAY AFTER THE SHUFFLE I SAT SAID ON THIS SHOW THAT THE RELATIONSHIP BETWEEN THE PRIME MINISTER AND THE JUSTICE MINISTER HAD SOURED OVER THE COURSE OF A NUMBER OF FILES. I KNEW NOTHING ABOUT SNC-LAVALIN THEN. SO IT DOES INFORM WHY SHE WAS SHUFFLED AND THERE SEEMS TO BE GENERAL AGREEMENT THAT HAD SHE NOT BEEN MOVED THAT WE WOULD NOT BE TALKING ABOUT SNC-LAVALIN.>>Rosemary: ALTHIA, WHAT ARE YOUR CONCERNS WHEN YOU SEE THAT KIND OF INFORMATION COMING OUT AND ALSO PEOPLE’S NAMES BEING DRAGGED INTO A STORY THAT HAS NOTHING TO DO WITH THEM OSTENSIBLY.>>THAT’S UNFORTUNATE THAT YOU APPLY FOR A JOB AND THAT EVERYBODY KNOWS THAT YOU APPLIED FOR A JOB THAT PROBABLY SHOULD NOT HAVE HAPPENED IN THE FEDERAL GOVERNMENT. BUT DEEPER WHEN IT COMES TO THE SUPREME COURT YOU DON’T WANT TO MOVE — I THINK THAT MOST CANADIANS AGREE THAT THEY DON’T WANT TO MOVE TO A SYSTEM LIKE THE UNITED STATES WHERE WE THINK THAT THIS JUDGE IS A CONSERVATIVE JUDGE AND THIS JUDGE IS A BIG L LIBERAL JUDGE. I THINK THAT PART OF WHAT WAS LEAKED SPOKE TO WHERE THE PRIME MINISTER’S OFFICE AND WHERE THEY WERE MAKING THOSE DECISIONS WHERE THEY WERE PIDGEONHOLDING THOSE JUSTICES. AND THAT’S IS A BIG RISK. WHEN IT COMES TO THE RELATIONSHIP BETWEEN JODY WILSON-RAYBOULD AND THE PRIME MINISTER’S OFFICE, YES, I AGREE WITH CHANTAL THAT, I MEAN, ACTUAACTUALLY THERE WERE NEWSPAPER STORIES ABOUT THE DEBATE WITH REGARDS TO THE JUSTICES. BUT WHEN LEAKS DO HAPPEN, THEY DO HELP ILLUMINATE THE CONVERSATION. PART OF THE LEAK EARLIER THIS WEEK WITH REGARD TO JODY WILSON-RAYBOULD’S PLEADING FOR THE JUSTICE ROY TO JOIN THE TOP COURT IS THAT SHE HAD WRITTEN A 60-PAGE MEMO. THAT’S A LITTLE BIT OF DETAIL BUT IT ILLUMINATES GERALD BUTTS’ TESTIMONY WHERE SHE SAID THAT I CAN UNDERSTAND WHY SHE DIDN’T PUT IT IN WRITING ABOUT HER CONCERNS BECAUSE WE WERE USED TO GETTING ALL OF THESE LENGTHY MEMOS. WELL, THAT’S A BIT OF DETAIL THAT IS NOT REALLY PART OF THE STORY BUT IT HELPED TO UNDERSTAND THE PROCESS AND WHAT WAS REALLY HAPPENING BEHIND THE SCENES.>>Rosemary: I HAVE TO LET ANDREW TAKE THE LAST WORD.>>AND WE HAVE THEIR WORD FOR IT, BUT, AGAIN, THESE ARE PERIPHERAL QUESTIONS. EVEN THE QUESTION WHETHER SHE WAS FIRED FOR RESISTING THE PRIME MINISTER’S PRESSURE ON HER TO LEAN ON THE PROSECUTOR IS A SECONDARY QUESTION. THE MAIN QUESTION, WHICH IS ACTUALLY NOT DENIED, IS THAT THEY PRESSURED HER. ALL THAT WE’RE SAYING IS THAT THEM SAYING THAT IT’S OKAY TO PRESSURE HER BECAUSE WE’RE CONCERNED ABOUT JOBS AND IT’S OKAY TO PRESSURE HER BECAUSE WE ONLY DID IT 20 TIMES. SO WE KEEP CHASING DOWN THESE BACK ALLEYS AND RABBIT HOLES ABOUT THINGS THAT AREN’T ACTUALLY CENTRAL TO THE QUESTION.>>Rosemary: BUT YOU AGREE WITH WHAT — YOU AGREE, I THINK THAT YOU SAID OFF THE TOP WAS THE IMPORTANT THING — THAT IF SOURCES ARE GOING TO BE LEAKING INFORMATION LIKE THIS IT WOULD BE GOOD TO AT LEAST UNDERSTAND WHERE THEY’RE COMING FROM.>>AND THEY ESSENTIAL CERTAINLY CERTAINLY
BE LEAKING THINGS TO BRING THE JUDGE’S NAME IN IT, AS AN EXTREMIST THAT CAN’T BE TRUSTED WITH THE CHARTER RIGHT. THERE’S NO FOUNDATION TO THAT WHATSOEVER AM.>>Rosemary: THOUGH THE LEAK FOLLOWED THE NEXT DIE THAT LOOKED LIKE IT CAME FROM THE DIFFERENT SIDE. THANK YOU ALL. BEFORE WE GO SUBSCRIBE TO “AT ISSUE” THE PODCAST. AND LOOK FOR US AT OUR WEBSITE cbcnews.ca/thenational.>>Adrienne: STILL AHEAD MORE POLITICS. PAUL HUNTER VISITS BATTLEGROUND PENNSYLVANIA. THE DEMOCRATS TRIED TO REQUEST IT TO BE MADE PUBLIC BUT THAT MOTION WAS DEFEATED BY THE REPUBLICAN MAJORITY.>>Adrienne: NEXT ON “THE NATIONAL”… A MYSTERY OF THE DEEP. BEHOLD THE GIGA-PEARL AND THE ONTARIO FAMILY TAKING IT OUT OF HIDING. THAT’S IN OUR>>Adrienne: SO THAT THING RIGHT THERE MIGHT NOT LOOK LIKE MUCH, A ROCK, MAYBE A HUMUNGOUS TOOTH, BUT IT IS, IN FACT, A PEARL. AND NOT JUST A PEARL, BUT A PEARL APPRAISED BETWEEN $60 MILLION AND $90 MILLION. NOW ABRAHAM RAYS UNVEILED THIS FAMILY HEIRLOOM AND NOW HE WANTS THE WORLD TO SEE THAT HIDDEN TREASURE. THAT’S OUR “MOMENT.”>>WELL, EVERYONE THOUGHT THAT IT WAS JUST A GIANT CLAM WITH KIND OF A CANCEROUS BLISTER ON IT. WHEN I WAS A KID I WOULD ALWAYS VISIT MY AUNT AND SHE’S A PROLIFIC COLLECTOR. VISITING HER I WOULD SEE ALL OF THIS ECLECTIC STUFF. WHEN WE SAW THE CLAM AND THE PEARL, ALL WE THINK ABOUT IS THE LITTLE MERMAID. YOU KNOW, AND TREASURES. AND SHE WOULD TELL US STORIES WHEN WE WERE YOUNGER THAT, YOU KNOW, WHEN YOU’RE IN THE PHILIPPINES YOU READ BOOKS ABOUT PIRATES AND THE JUNGLE AND YOU KNOW THAT YOU’RE LIVING IN IT. IT WAS ONLY MY AUNT THAT WAS REALLY COOL TO HAVE AND SHE BELIEVED IN HER HEART THAT IT WAS A FORM OF A PEARL. TO ME I FEEL VERY HONOURED TO HAVE IT. I FEEL A GREAT RESPONSIBILITY HAS BEEN PUT ON ME. I BELIEVE THAT THE WORLD SHOULD KNOW THAT IT DOES EXIST. AND THESE ARE THINGS THAT AS A CHILD THAT ONLY EXISTED IN STORIES. AND NOW IT’S HERE FOR THE WORLD TO BEHOLD.>>Adrienne: WELL, THIS IS ONE LUCKY CANADIAN. YOU KNOW, ABRAHAM WAS SAYING THAT HIS GRANDFATHER BOUGHT IT FROM FISHERMEN WHO WERE ON A SMALL ISLAND SOUTHEAST OF MANILA THAT IS SURROUNDED BY VOLCANOS AND TURQUOISE WATERS, BEAUTIFUL. AND THEIR GRANDMOTHER ALWAYS SHOWED IT TO THEM AND THEY ALWAYS THOUGHT IT WAS A LITTLE BIT SKETCHY, IN THAT THEY THOUGHT THAT IT LOOKED LIKE SOME STRANGE GROWTH. AND THEY DIDN’T NECESSARILY KNOW WHY SHE HAD IT. WHO KNEW WHAT IT WOULD TURN OUT TO BE.>>Rosemary: AND IT IS, HE SAID, PRICELESS TO ME AND TO HIS FAMILY. AND WHILE THAT IS LOVELY, IT’S WORTH $50 MILLION TO $90 MILLION AND THAT WOULD BE JUST THE RIGHT PRICE FOR ME. [laughter]>>Ian: AND THEY BUILT THIS GOLD GUILDED OCTOPUS TO SHOW IT OFF. LISTEN, IF THIS WAS “THE MOMENT” ON APRIL 1st I WOULD NOT BELIEVE ANY OF THIS STUFF, INCLUDING WHERE THIS CAME FROM, A GIANT CLAM — AND I DREAM ABOUT GIANT CLAM THEY CAN BE FOUR FEET ACROSS AND WEIGH MORE THAN 400-POUNDS BUT IT’S MARCH 28th AND NOT APRIL 1. THAT IS “THE NATIONAL” FOR THIS THURSDAY. GOOD NIGHT.>>Adrienne: GOODNIGHT.
