Caravan equivalent numbers of migrants every seven days. The majority of people we’re apprehending are family units and then the company children from the northern triangle. Countries of Guatemala El Salvador Honduras. Many are extremely vulnerable. Consequently 43240% of my daily work force is doing humanitarian work at any given point time. This includes processing care and feeding hospital watch and transportation. It also means that at any given point time 3240% of my work force is not available secure the border. An agent who’s taken a migrant to a hospital is not available in our to Dick narcotics. Nor are we able to respond to other smuggling events or border intrusions when we encounter and apprehend large groups of peopl. The bad guys know this they know our resources are stretched thi. In addressing the humanitarian issue which undermines our border security operations. They direct the move in a larger groups into certain border areas as a diversion to facilitate the smuggling of drugs. This is an issue of both national security and officer safety. In addition to the large groups of families and children from Central America other illegal aliens from all over the world are caught trying to evade arrest. In my sector alone we haven’t encountered people from fifty different countries. That includes Bangladesh China Turkey Egypt Romania. To name a few. People are traveling are all across. Our traveling across him is here’s to attend to legally under the U. S.. Using the same pathways as the central Americans. We also encounter known gang members from some of the most and violent gangs on north including MS thirteen and eighteenth street. Some of these gang members are fraudulent posing as part of these migrant families. I’d like to share with you a translation of a text message that we intercepted from an MS thirteen gang member. Who is part of one of these fraudulent family units? He wrote. You should see the amount of Hondurans that are traveling with a child. And they pay less to the smugglers in order to be delivered to the border patrol. And it’s a direct trip. They have them a few days with more trouble and afterwards they are released. There are a lot of people with that law that is the easiest way right now. Entire families are coming. So make no mistake about it the word is getting now. If you are part of the family if you bring a child you will be released. Just last Friday our agents apprehended in adult Honduran mail with one with a one year old child. After questioning the man the man admitted the child was not in fact his. Something has to change. Levels a mass migration were soon seen profoundly impacts our ability to control the border and stop dangers people and drugs from entering the country. US customs and border protection has for priority missions. National security [inaudible] Counter narcotics. Economic security and the facilitation of lawful trade and travel. We operate twenty four hours a day seven days a week three hundred sixty five days a year to accomplish those missions. Our job is to move people and cargo through our ports of entr. Wall inspecting all those all those for possible hazards. And stopping threats at the border. Our nation’s economy and our national security relies on our vigilance. It is an immense task even in the best circumstances our officers report to work to duty. Never knowing what challenges they will face or through allies will be threatened. Factors like port volume resource constraints an enforcement activities make everyday unpredictable In recent months however we’ve seen an unprecedented unsustainable trend in our daily operations. An invisible migrants sometimes traveling large groups are arriving at our ports of entry without proper documentation. The majority are family units unaccompanied children nearly all of them seeking asylum. Like to give you a snapshot of the daily operations at one of our ports of entry just this past Saturday in Nogales Arizon. Our officers made five separate trips transporting migrants the medical facilities including one trip transporting a family of five for unaccompanied alien children from under us arrived at a deacon sini restaurant port of entry all claimed asylum. A family from Cuba entering the country by commercial boss. Thank claimed asylum. A single vehicle inspection yielded seventy packages of methamphetamine. Way more than seventy two pound. And a male imposter presenting someone else documents. Was encountered as a pedestrian and taken in for processing. Among all this activity our offices are regularly transporting migrants according satyrs or into ice custody. Or accepting detainees from other ports of entry. To alleviate overcrowding. This is in addition to our work to process the people and cargo. With a legitimate need to pass through our ports of entry every day. While the current migration flows have taxed our officers at the ports of entry. The levels of migration between the ports is catastrophic. To support our colleagues within the U. S. border patrol the off the field operations. Has redirected five hundred forty five frontline officers from our southwest border ports of entry the whole process and care for the record number of migrants. But these actions are not without consequences travelers and shippers are experiencing increased wait times. As they approach our southwest border ports of entry. This is true across all modes of travel pedestrian. Personal vehicles commercial trucks. And Paso Texas just yesterday passenger vehicle wait times at the bridge of America’s was long as a hundred and sixty minutes the peak time last year same day was forty five minutes. The situation is even more dire in our cargo processing. Last year wait times for cargo processing in a pass or less than fifteen minutes. Yesterday way times. Where as long as two hundred fifty minutes that’s about four hours? At the end of the day a sixty three proper trucks were not [inaudible] Process. This is the direct result of the five hundred and forty five C. P. officers being reassigned. To assist the border patrol with the carrying capacity of the surging mark a numbers of migrants. I cannot overstate the importance of these operations. The border security him communitarian crisis at the southwest border has ripple effects that impact the entire nation. Suspended services negatively affect the trade community the supply chain. Businesses that rely on these products and ultimately the consumer. Despite the challenges we face our officers continue to process migrants claiming asylum facilitate legitimate trade and travel. An interdict on its from entering United States. I appreciate the support. Congress has offered to our men and women of the front lines and I ask that you consider legislative action that will address this crisis. Hello thank you for the opportunity today to be here to discuss U. S. immigration and customs enforcement homeland security investigations a just sigh. And are frontline perspective on the sophisticated smuggling threats that we face on the southwest border. The approaches that lead up to the border and some of what we do to address transnational criminal organizations are T. seals that threaten more security homeland security and public safety by seeking to bring a list of goods. People in proceeds into United States. They just I special agents use their vast authority to investigate cross border criminal activity. And working close collaboration with US customs and border protection or office field operations United States border patrol as well as a drug enforcement administration. We work in a unified effort with domestic international law enforcement partners to combat the list of activities. Today — Highlight what how H. a sigh since our inception has targeted investigated disrupted dismantle brought to justice transnational criminal organizations. Who threaten our more security our homeland security on a public safety through our cross border listed activity? H. a size grateful to you. For the continued congressional support that enables us to ex excessively execute and complex are complex investigate mission both at home and abroad. Working with our domestic and international partners. H. asylum radio switch asylum radio is my current area of responsibility as one of the most active areas of real responsibility for my agency it covers approximately. They are the on the true for front of what is more security and they truly live every single day what is more security for we as United States government and United States of America. Mexico is the front doorstep for transnational criminal organizations to bring an illicit goods and people to United States. Bicycles a major source country for the transit and production illicit drugs Dustin for United States including marijuana cocaine methamphetamines hair one and most recently most recently fit now. As a result of Mexico’s dominant role both as a source and transit point for illicit drugs destined for United States is also a primary destination for list pro. To proceeds of the cartel earns through our distribution networks United States. Mexico cartels use a variety of techniques to to repatriate list of funds from bulk cash smuggling to sophisticated trade based money laundering schemes. Many of these more complex schemes use third party money launders. As such H. a site has established a an abundance of investigative tools in our arsenal to disrupt and dismantle cartel money laundering operations. Also a to sign department of justice the criminal division we’ve established extra territorial criminal travel strike force program. Which addresses U. S. security risks posed by T. seals of smuggle special interest aliens. And the special tristes Indians could potentially cause a threat to US national security and public safety. The city the city program is designated to disrupt and dismantle the human smuggling organizations. World wide too aggressive investigations and crawl prosecutions both domestically an extra territorially. They just so I workvery close with our international partners to disrupt and dismantle deseos. H. a site has sixty eight offices in fifty one countries were positioned to establish. To utilize our stylish relationships with with — Socialistic country law enforcement to include engagement and what we call transnational criminal investigative units or TCI use. These to see I use are composed of DHS trained host country officials we have the authority to investigate and enforce violations of laws in the respective countries. The TCI usable both ice and the host country to conduct a joint criminal destinations joint prosecutions. While meeting the combination of both the host country and ice. Also respecting the summary of the host country and cultivating that international relationship these efforts often thousands of miles away from our U. S. border in countries like the Dominican Republic and Mexico both of which I’ve had the opportunity to serve. Essentially act as an outer layer of security for our southwest border. Mexico specifically again wife’s Sir for three and a half years before going to radio has proven to be an outstanding partner in the fight against deseos. Taking down cartel leadership as well as taking down the leadership of these organizations to smuggle special interest aliens and alternately working with us. Cooperatively in efforts to dance dismantle those organizations. The ice attache in Mexico is our largest ice presence outside the United States and there we have list or legal guardian with chid are available in the United States to provide care and custody of the child. The child is considered by the legal term as an unaccompanied alien child and is transferred to or are for care and custody. Or operates shelters nationwide the provide housing. Nutrition routine medical care mental health services educational services and recreational activities and these provide an environment. That has parity with facilities in the child welfare systems that house children here at domestically. The facilities are operated by nonprofit grantees. Were licensed to provide care to children by St licensing authorities the same that would word regulate — Such facilities housing domestic children. The one exception is — Are ours temporary hard sided influx care facility. In the on the former US — Job corps site. In homestead Florida. Which is not required to obtain state licensure because it’s located on federally owned property. However children at that location generally receive the same level of care and services. As children who are in a state licensed facility. The UAC program capacity it has expanded and contracted over the years driven by. The extra astonishing fluctuations over time. In the number of children referred and the average time children main and or or care. Currently HHS maintains about fourteen thousand three hundred beds nationwide. That’s up from six thousand five hundred beds on October first of twenty seventeen but it’s also down. From fifteen thousand eight hundred beds on November fifteenth. Twenty eighteen and HHS continues to justice bed capacity. Constantly based on the most recent data. Including information former inter agency partners. To help us prepare for changing needs. Eiji just cares for all of these children until they’re released to a suitable sponsor. Almost always a parent or close relative. To provide care for them while they await their day in immigration court. These children also leave HHS is care if they return to their home countries pursuant to an immigration judge’s order. When they turn eighteen years of age or they gain legal immigration status? In fiscal 201-840-9000 one hundred childrenreferred to or are by DHS. From October through February of this fiscal year we received over twenty four thousand referrals. In fiscal twenty nineteen through February. Children were discharged or custody 92% of them were released individual sponsors and of those sponsors 46% were parents 45% were close relative and 9% were more distant relatives are non relatives. On June twentieth twenty eighteen the president issued executive order. One three eight four one and the US District Court the St industry to California in ms over suffice issued a preliminary injunction and class certification orders. On June twenty sixth. Pursuant to the secretary a is our task the Assistant Secretary for preparedness and response. To help us comply with that executive order. And then subsequently with those judges orders into that and we stood up and incident management team. To reunify children with their parents. Of the two thousand eight hundred and fourteen children reported to the ms L. court. As of this morning we every unified two thousand one hundred and sixty of them. With the parent from home they were separated. Another five hundred and ninety five children have left or care through other appropriate discharges. In most cases released to a family member sponsor. Their sixteen children still in our care who were separated but can’t be reunified with their parents. Because of made a final determination that parent poses an unacceptable risk to the safety. And well being that child. There thirty two children still in or care whose parents after consulting with the ACLU have waived reunification. And their nine children in care who subsequent review determined had not in fact been separated from their parents but we’re truly unaccompanied children. As of this week of the two thousand eight hundred fourteen children reported a middle court there are only two children remaining. Who might still one day be reunified? We can’t reunify them at this time until the parent conveys their wishes to the ACLU. The USC programs mission is a child welfare mission. We seek to serve the best interest of each individual child. That’s guided us in everything we do. Including in our work to have each separated child back in his or her parents arms. Or discharge safely to another family member sponsor when that’s their parents wish. We have done will continue to do our best to the department to achieve that goal. A.’s two hundred twenty two domestic crosses and ninety four in offices. Mister chair and you’ll. Good morning chairman Johnson ranking member Peters distinguished member members of the committee. It’s an honor to appear before you today to discuss Mexican cartels the extent of their influence to manufacture. Transport and distribute illicit narcotics. In our efforts to combat this threat. I would the on I’ve had the honor and privilege of serving as a law enforcement official for twenty seven years with the last twenty two of those years being as it DEA special agent. When I reflect on those twenty seven years of experience the sophistication and capacity a Mexican cartels is what worries me most? Dangerous and highly sophisticated transnational criminal organizations or cartels operating in both Mexico and the United States. Have been and will continue to be the most significant source of illicit narcotics trafficked in the inside the United States. Whether it’s heroin or synthetic opioids methamphetamine or marijuana the Mexican cartels are the primary source of illicit drugs. On our streets. Perhaps the most disturbing aspect of Mexican cartels has been the confluence of three things. The synthetic drug threat. The epidemic of opioid abuse and the cartels attempt to expand their profits by intentionally mixing fennel and fennel related substances with heroin. Counterfeit prescription drugs and other illicit drugs including cocaine and methamphetamine. This is don for one simple reason greed. This is a national threat. And a public health emergency fuel by fan. Which is cheap to make. Hard to detect and dangerously potent. Now consider this. Chinese and Mexican nationals are increasingly operating in concert. Resulting in alignment responsible for the proliferation of heroin. Fennel. And related synthetics coming across our southwest border. Couple this with the fact that a kilogram of fentanyl can be purchased for less than five thousand dollars from China. And potential profits from the sale of that kilogram can exceed one point five million dollars. The cartels are deliberately seizing on the suffering of thousands of individuals to generate profit. The same organizations are transporting methamphetamine and cocaine across the southwest border at an alarming rate. We cannot afford to lose our focus on cocaine and methamphetamine. The cartels are responsible for records amount of methamphetamine entering the United States. And recent increases in cold coca cultivation and cocaine production are particularly troubling likely likely foreshadowing an increase in importation and abuse and overdose deaths. D. a anticipates that Mexican cartels such as a single — Cartel and the police go new generation cartel or CJ Angie. As well as others will continue to be the primary networks operating in more than one country to plan and execute their criminal enterprises. These cartels do not observe boundaries or loss in Mexico the United States or any other country. As you know in two thousand seventeen Mexico extradited Joaquin el Chapo Guzman to the United States and he was just recently convicted in the Eastern District of New York. This is a major milestone but more work needs to be done. Now what is the a doing to counter this threat. We recognize this will take persistent efforts across a broad spectrum to include interagency. And global partnerships. For decades we’ve maintained a worldwide presence to address the source of drugs. In Mexico D. eight continues to synchronize and expand capabilities to combat the growing epidemic. We have developed a bilateral heroin strategy for intelligence sharing. Coordination of investigations training. Increase sharing a forensic information. And the control the precursor chemicals. We also participate in a north American drug dialogue which focuses on building a strategy. To attack the production trafficking consumption and misuse of illicit narcotics in North America. D. A. will continue to aggressively pursue criminal trafficking cricket criminals trafficking in illicit drugs. Targeting the world’s most dangerous drug traffickers and their criminal organizations is a dynamic involving mission. And it comes with a myriad of challenges. Throughout our history DEA has aggressively met those challenges and produced impressive results. We look forward to continue our work with you in your Senate colleagues. To identify resources in authorities necessary to complete our mission and I thank you for the opportunity to testify before the committee today. The G. — A recently recommended that the DHS develop and implement a process — To systemically — Review and realize of the and look at the reliability of the data used in its border security metrics report — And identify any limitations and how to use my question — Is for all the witnesses are there any data points that we are not collecting now. That would provide critical insight into these challenges that were having and the border like. To as call if you have anything- To share related to what we’re not collecting now that you think we should be. First one is to start us off. Center we collect a lot of information right now but I think — We also need to go a little further in in in regards to the finances of what exactly criminal organizations are making I think that that — Is key I mean we all have — Our ideas on how much money flows. Into the hands. Of criminal organizations whether it’s the brush guide whether it’s the transportation sell — The stash house operators I think — We collectively need to get better at sharing that information is to attack the finances I don’t think we’re that we’re going to be and able see interdict. Our way out of this problem without attacking the finances so I definitely would think tha- Find more financial information- In dad — Shared between the different agencies would be helpful. I agree with everything that chief Kerr said and you know we’re information agents we collect the lots of data points. Anything that we do. Of the migrants are intersecting the the different modes. Of narcotics are coming through to our border — Working with our in our agencies. Across the country of millions of people first mobilized to stop the repeal effort and then the champion the new house Majority that would answer the call. To preserve protections for people with pre existing conditions lower healthcare costs and expand access to treatment. The mandate from voters could not have been moreclear. But now by supporting efforts in District Court to strike down the ACA in its entirety this administration is blatantly defying the will of the people. If this latest attempt a successful you’ve heard from my colleagues hundreds of thousands of individuals in my district and millions across the country with pre existing conditions will lose their protections. Two million young adults in my generation and younger we’ll get kicked off of the health insurance plans that they get through their parents. Twelve million people who are insured from the Medicaid expansion will lose their coverage entirely and premiums will soar for every single person. Regardless of whether they are on an employer based plan. The American people deserve to know why this administration has continuously tried to sabotage. Their health care when it doesn’t even have the most basic plan to address the coverage losses or the elimination of protections for people with pre existing conditions. That’s why our committees have sent letters to the White House to the department of health and Human Services and the department of justice. Demanding information on how and why the reckless decision was made to support the district court’s ruling to strike down the law in its entirety. The people who sent us here. To be their voice want more access to health care not less. Together will fight for our families our friends in our communities against corporate profits and cruel rhetoric and together once again we will win thank you. We deserve representatives who will fight for as in who will stand up for us we represent the people and the people in this country spoke loudly in November when they rejected Republican attempts to repeal the ACA. And put their vote of confidence in us this new freshman class they sent us here to fix the affordable healthcare and fix our broken healthcare system. Well undermining the entire affordable Kerik is spotless and reckless and frankly heartless. One of my favorite families has three children with allergies and asthma and doesn’t think that they’ll be able to afford insurance they’re thinking about going without it. My teen patients are rushing in to get I you dis becausethey don’t know if birth control will be a covered expense. I continue to send my patients to Canada with prescriptions for Abby pens because they cost six hundred dollars here and the cost fifty dollars they’re not to mention my own insulin which tripled in price. To now 200- and sixty dollars this is over the past ten years and it is now as expensive as Chanel number five and cobra venom. This administration continues to work against our best interests of by declaring the ACA unconstitutional and throwing out critical health care protections. The ACA isn’t perfect I get back of course not I hear from my patients about high deductibles and high premiums. But let’s never forget that the ACA with a monumental first ste. Twenty six million people like my patients like me now have insurance who could not get it before and that my friends is a gift and gives tremendous peace of mind. To my patients. There is work to be done we need to improve the affordable Care Act bring down costs and increase access. And that’s what we were sent here to do and that’s what we’re already hard at work doing as you already heard holding big& pharma accountable insisting on transparency and pricing. Increasing subsidies and tax credits and making sure that every family can afford the care they need thank you. Thank you very much before we open to questions I want to mak. One legal point about the treachery. Of the trump administration. Normally when you attack the constitutionality of a law. That was in one of two ways. You say either this was passed by Congress and signed by the president is unconstitutional for reasons a BNC. And that was done. In the Supreme Court upheld the constitutionality of the low at five six years ago [inaudible] For the courts throw out one provision of the law. And then you are you in court that well it’s not severable. If the Congress had known that provision one was going to be declared unconstitutional they never would have an active provisions to three and four and therefore you have to throw them out. To see other way you attack the constitutionality of the law what happened here. Well they attacked the constitution of the law and Supreme Court said it was fine it was constitutional. So in the Republican tax campestre last year. They repealed one section of the law. They didn’t say that by repealing that section the law they within going to going to court and say that because that. Provision is unconstitutional reviews no longer there. The rest of the law is unconstitutional because was dependent on that provision. So it’s a bait and switch they deliberately repeal the one provision of the law as part of the tax scam bill. And now they argue in court that because of the absence of that provision the entire laws unconstitutional must be thrown out not that the law was passed was unconstitutional they lost that fight years ago. But that because of what we did that is the Republicans in Congress and trump did last yea. Because of that the law is unconstitutional and avert your eyes to the fact that the trump administration the Republicans did this — And they’re now having the nerve to argue that the whole laws and constitution because of what they did and they never of course mention that they want to repeal the whole law at that point. Any questions. Yes — I know you’ve spoken with the current jobs mother. Comment is this issue come up with Brooks this with them since we brushes with them in the letters to be sent. Now. Now we had brief conversations on a completely different subject as you know. That said that. There are some on the Republican side of the aisle who say you know there were. Like your thank you point your this but even seventy million will will will figure out a response my response is that eight years of Republican control of the house. They passed a repeal bill sixty two times and never passed a replacement they couldn’t agree on a replacement. There was some replacement suggested but all those replacements would have left people with pre existing conditions totally vulnerable to sky high rates with refusals — To to renew their policies. They have never come up. And frankly I don’t think they can come up with a plan as good as the ACA — Given that what what they want to do. And the proof of the pudding is that the president now says we’re not going to see a Republican plan to after the& next election. Keep it secret just like Nixon’s secret plan to end the war the cat the were going for another eight years [inaudible] Yes. Two one you haven’t had much in the way of of the board were and they haven’t been. The minister should have been dealing with you — Giving them and forthcoming. Here we’re talking about a policy decision to change the litigation position of the department justice. In the Supreme Court. An unprecedented policy decision I I’ve I’ve never seen I I cannot recall a case in which the department just completely switched his position. Normally the more administrations change. The administration continues to defend the constitutionality of the act because that is its constitutional obligation I’m less. It can credibly make the case of there’s no credible argument that can be made for constitutionality and it’s certainly not the case here — Is certainly credible arguments can be made the courts may rule one way the other but it’s certainly not the case it is no credible argument can be made. So that. I am hopeful that the Attorney General will reply on a on a on a professional basis to a question of of of how do you determine you litigation policy. Especially on the subject of such supreme importance to so many tens of millions of American families. For the law. What do you think it [inaudible] Moving news now just moments ago Senate Republicans wrapped up a policy luncheon they wanted to speak about it to the media. Priority is to tell a hundred and eighty million Americans who get their insurance through wor. That they’re going to lose that insurance. Remember when president Obama famously said if you like your coverage you can keep your coverage now it seems to be if you like your coverage. Too bad you’re going to lose it under Medicare for all. And a great majority of people who do have insurance through work like the insurance coverage that they have. So people say I don’t know what Medicare for all is about what was a doctor I can tell you. Good means longer lines in waiting times to get to see a doctor it means higher taxes it means fewer choices last free. In terms of the expense the last time Bernie Sanders introduced this — A a nonpartisan group said the cost was going to be over. Thirty two trillion. Dollars thirty two trillion dollars this is not the solution for healthcare in America. Republicans know how important it is to make sure people with pre existing conditions can have insurance continue to be. Covered we also know how important it is to protect our seniors who their whole lives have paid into Medicare so they can be now at a point where they’re on Medicare. And receive the benefits related to those that they paid for that they are. What we need to do for healthcare is to lower the cost of care lower the cost of drugs not have a complete government takeover of healthcare in America? So last year by having an and number we agreed to to appropriate to on both the defense side of the budget and the non defense. Discretionary side with that number. We got 75% of all the government funded before the beginning of the fiscal year. For the first time in two decades. Ask anybody coming before the Appropriations Committee now that was in that 75%. What that meant to them it meant they could spend the money a whole lot more effectively if they had it from day one or before day? One rather than get it sometime in the middle of the year. The lesson should have been I think what we did 475% of the government last year to figure out how to do it for a 100% of the government. This year for that to work we have to know we have to have an agreement on how much money to spend the president wants. The biggest defense spending number ever I agree with that. But if you’re going to give the defense department that number I guarantee it’ll be spent more effectively if they have it before September thirtieth. Then sometime in the middle of the appropriate in your we need to get that decided and certainly I hope we can come up with that determination and get that done soon. That remain under water with our flooding — Communities like hamburger I well where the water has yet to recede and unfortunately we do have another storm system that is coming through the Midwest will hit Nebraska. Continue on into Iowa and we expect heavy rains up and down now the eastern side of our state along the Mississippi River so our communities are preparing for additional flooding over there. Of great concern to us is that a number of our farmers are still hurting — Their bills continue to increase and yet they’re not able to do anything productive with their land — There are number of brain bands though. Where we had stored grain and the grain is now spoiling — That grain is not covered by any sort of insurance protections so senator Grassley andI are working on a provision we hope to have included in the disaster supplemental package. That would cover the ad destroyed grain through a U. S. T. A. disaster program so we continue to work on that for the folks across the Midwest we certainly would love to see a supplemental package passed we don’t want to see this as a political football. So I am encouraging my friends across the aisle step up please we need this aid to add of the folks down south that were hit last year in the disasters. Dany the eight so I would just ask them to step forward to help us out a little bit let’s move forward let’s make sure we’re doing the right thing for all these folks that have suffered from these disasters thank you. In on account of this tax reform package for company was able to give her an increase in wages and a bonus and what you gonna do with that money well she’s finishing up her associates degree. And she’s saving up for her children’s futures — So she can pay for their college education. I see this story replicated — All around the state of Indiana and I know it’s occurring all around the country this is why we passed the tax cuts and jobs act. This is why I will continue to talk about the tax cuts and jobs act in in how a Republican policies have benefited the American people [inaudible] Com yeah. Are you always say that the Senate is in the personnel business but when it comes to president trump he seemed to be burning through people here. I mean is part of the problem you’re not just. Confirming people within a demonstration to pick the right people and stick with them. Well of course who would be sent up is is his decision not ours we have our hands full. That protecting violence against women [inaudible] Senator Feinstein. Thanks thanks very much leader. It’s amazing but the violence against women act turns twenty five later this year. I was here when it began. Member the climate I remember the delight the women took — At that time in seeing this wall of become part of everyone’s life the original law had to keep purposes first it improve the ability of law enforcement. To investigate and prosecute sex offenses this includes increase penalties for stocking and a requirement that states in force protection orders from other states. That’s now well accepted it was not been. And second the original bill provided a wide range of grant programs to address violence against women from a different. Variety of angles including grants for the law enforcement public and private service providers and crime victims. Since then the bill has been re authorize three times in two thousand and two thousand five and two thousand thirteen and each year. The bill has been improved to better protect women. And I hope we do that again this year. Federal funds have been key. And for two thousand eighteen follow us off five hundred and fifty three million dollars in federal funds much of that went. To the department of justice’s office of violence against wome. As a member of the Appropriations Committee I’ve had the pleasure of voting for this and will continue to do so. And I’ll be working with so senator Joni. Ernst on this year’s re authorization — We think the house bill is a very good bill it’s strong it has more than a dozen improvements over the two thousand thirteen re authorization. Each of which I plan to discuss with senator urged so I think — The house bill also increases. Authorization of the rape prevention and education program from fifty million it travels at two hundred and fifty million. So this is really an important time and I remember the struggle that this was at the beginning. And now to see that it’s established and really accepted. By and large by virtually everyone I hope that continues this time thank you. Thank you center find send thank you center Schumer center she came. Out so this is an opportunity we have right now I to greatly improve the violence against women act every time this bill comes up for reauthorization. We have the opportunity to improve the bill so that we can get at the crimes that we’re seeing against women. And one of the things we’ve learned over time is that there is a high rate of domestic homicides with guns and for too long. The ban on getting a gun if you have been convicted of the serious crime of domestic abuse has only applied to marry partners former merry partners are people who live together. Yet nearly half of the homicides in domestic homicides are by boyfriends and so or some cases girlfriends and so that’s why this is called the boyfriend loophole. I we have been proposing this representing goal and I she leading the bill in the house I’ve been leading the bill on the Senate for years we’ve gotten no where and tell now. And that is despite the fact that there are winesses on the Republican side that have appeared before the Judiciary Committee that have strongly supported closing this loophole. And we also have in their provision — That would ban people from getting guns if they’ve been convicted of stocking because about the high incidence of domestic homicides. So here’s what we know we know that a share — From Racine county said this he said dangerous boyfriends this is in Wisconsin dangerous sport friends can be just as scary as dangerous husbands they hit just as hard and they fire their guns with the same deadly force. That was at eight judiciary hearing just a few years ago according to the department of justice nearly half of women killed by romantic partners. Are killed by dating partners that’s why this is so important and why it was included in the house bill. So I’m gonna and with this just to remind people what by what is about — And the fact that it is not just about — The dating partner even the married partner it is about our whole community it’s about te kids in the family it’s about the neighbors. And it’s about everyone that lives in a community when domestic balance hips — We had a case in Minnesota a few years ago where police officer young police officer was called to a scene it was domestic report. He went to the door open the door there was a a boyfriend in that house that had mental health problems the young woman who was dating him had called for help. This officer shows up the guys shoots him in the face any dies and I was at that funeral and when I found out when I got there was a the last time that dad the police officer. Had been in that church was for the nativity play for a Christmas with his three kids the next timehe was in that church was in a coffin with his three kids walking down the aisle with their mom sobbing. In this little daughter in a blue dress with starts on so my question is to the NRA really are you going to be on the side now of domestic abusers. And stalkers are you going to be on the side of the women of this country and that’s what we’re going to be asking our Republican colleagues we know that thirty three Republican house members. Voted for this bill and we want to see that kind of support in the Senate. Well amen center five a shark. As we know for many generations domestic violence was something that people didn’t talk about. Fortunately and more recent decades since we passed the violence against women act. We started to have more honest conversations about domestic violence and we’ve taken important steps. To protect women and other vulnerable members of our society. Sense by what was signed into law in nineteen ninety four Congress has worked on a bipartisan basis. To find an improved this groundbreaking legislation [inaudible] And just a follow up on what. Center club shar said. Every member of Congress. Has a responsibility to prevent toxic partisan politics from undermining this law. We need to tune out the special interests who are obstructing this re authorization no they tried to do it in. Twenty thirteen I was here all of the women in the Senate. Got together Republicans and Democrats and we passed. While we re authorize the violence against women act at that point. And as sinner Cooper shar said it is the fact that the presence of a gun in a domestic violence situation increases the risk of homicide by 5100%. 72% of all murder suicides involve an intimate partner and 94% of the victims of these murder suicides are female. A month ago tomorrow in New Hampshire in a small community of Hollister rule community. We had one of those murder suicides. We had a fifty one year old man who murdered forty one year old woman — What the handgun? Shot her in the head. And then turned the gun on himself. So this is not something that happens someplace else this happens in our communities everywhere across this country. And we’re not gonna ignore. This awful threat just because it might affect the NRA’s bottom line. So we’ve got to continue to improve the violence against women act as everyone who spoken here has said. We’ve got to continue to fund the salon a bipartisan basis. We out what to every individual in this country who fears for their safety because of a domestic threat. When it comes to protecting women and other vulnerable members of our society from violence? Congress must speak with one voice. Thank you.
