THIS FACILITY THAT YOU’RE HERE RIGHT NOW, THIS WAS FULL OF HARDWARE TO COMPLETE THE INTERNATIONAL SPACE STATION. IT’S HARD TO THINK THAT ALL THAT HARDWARE THAT WAS HERE IS IN ORBIT TODAY. AND TODAY WE GET TO TALK ABOUT THE NEXT STEPS AND THIS JOURNEY OF EXPLORATION THAT WE’RE ON. VICE PRESIDENT PENCE HAS VISITED KENNEDY SPACE CENTER A COUPLE OF TIMES TO SEE LAUNCHES, AND CAME LAST YEAR TO UNDERSTAND THAT TRANSFORMATION THAT WE MADE AT THE KENNEDY SPACE CENTER BEFORE HE BEGAN TO CHAIR THE SPACE COUNCIL. WE’RE LUCKY TO HAVE A VICE PRESIDENT WHO LOVES AMERICA’S SPACE PROGRAM AS MUCH AS VICE PRESIDENT PENCE DOES. HE INTRODUCED OUR ASTRONAUTS TO THE WORLD TO HOUSTON. HE LAUNCHED THE HARDWARE AT M MARSHALL SPACECRAFT CENTER. THE VICE PRESIDENT IS ONE OF THE BIGGEST ADVOCATES FOR MANY BENEFITS THAT THIS BRINGS TO OUR NATION’S ECONOMY AND SECURITY. THE BRIDGE BUILT ACROSS THIS WORLD AND THE INSPIRATION THAT PROVIDES THE NEXT GENERATION OF EXPLORERS. HIS PASSION FOR SPACE HAS PREPARED HIM WELL FOR THE MANY HATS THAT HE WEARS. IT IS GREAT TO BE BACK AT AMERICA’S SPACE COAST. AT THIS HISTORIC PLACE WHERE THE MEN AND WOMEN OF THE JOHN F KENNEDY SPACE CENTER. THE PRIDE OF THE NATION. [APPLAUSE] IT’S MY HONOR TO WELCOME YOU ALL HERE TODAY TO THE SECOND MEETING OF THE NEWLY RECONSTITUTED NATIONAL SPACE COUNCIL. BEFORE I GET STARTED, STANDING HERE IN FLORIDA, ALLOW ME TO TAKE A MOMENT TO ADDRESS WHAT IS ON THE HEARTS OF EVERY AMERICAN: : : THE TERRIBLE ATTACK THAT TOOK PLACE HERE LAST WEEK. WE MOURN WITH THOSE WHO MOURN, AND WE GRIEVE WITH THOSE WHO GRIEVE. LET ME ASSURE ALL FLORIDIANS, ESPECIALLY THOSE AFFECTED BY THIS TERRIBLE ATTACK, THAT AS PRESIDENT TRUMP SAID OUR ENTIRE NATION WITH ONE HEAVY HEART, IS PRAYING FOR YOU ALL. AS THE PRESIDENT SAID, NO CHILD, NO TEACHER SHOULD EVER BE IN DANGER IN AN AMERICAN SCHOOL. EARLIER THIS WEEK PRESIDENT TRUMP DIRECTED THE ATTORNEY GENERAL TO EXPEDITE THE BUMP STOCKS. WE ESTABLISHED A NEW NATIONAL SECURITY STRATEGY THAT IS SPURRING THE DEVELOPMENT OF SPACE TECHNOLOGY, TECHNOLOGY THAT WE NEED TO DEFEND OUR NATIONAL SECURITY AND PROTECT OUR WAY OF LIFE. IN DECEMBER, PRESIDENT TRUMP SIGNED AN EXECUTIVE ORDER SPACE POLICY DIRECTIVE ONE THAT MAKES IT A NATIONAL POLICY OF THE UNITED STATES TO RETURN TO THE MOON, AND PUT AMERICANS ON MARCHS, AND BRING RENEWED FOCUS TO HUMAN EXPLORATION IN SPACE. [APPLAUSE] LAST WEEK THE PRESIDENT PROPOSED A BUDGET TO EXTEND EXPLORATION OF THE OUTER REACHES OF OUR SOLAR SYSTEM AND REDIRECT SUPPORT OF THE INTERNATIONAL SPACE STATION BY 2025 AND ENCOURAGED AMERICA’S PIONEERING SPACE COMPANIES IN THE PRIVATE SECTOR TO INCREASE THEIR ACTIVITY IN LOW-EARTH ORBIT, WHERE THE GOVERNMENT WILL BE A PARTNER AND A CUSTOMER, NOT A COMPETE ITTER. –COMPETITOR. [APPLAUSE] AND JUST LAST NIGHT IT WAS MY GREAT PRIVILEGE TO ANNOUNCE WE SELECTED OUR NOMINEES USER ADVISORY GROUP. AS WE CONTINUE TO PUSH FURTHER INTO OUR SOLAR SYSTEM, NEW BUSINESSES AND ENTIRE ENTERPRISES WILL BE BUILT TO SEIZE THE INFINITE POSSIBILITIES BEFORE US, AND THERE WILL BE NO LIMIT TO JOBS AND PROSPERITY CREATED ACROSS THIS COUNTRY. I SAW WITH MY OWN EYES THE INNOVATIONS BORNE WHEN ENTREPRENEURERS GAZE TO THE NEW FRONTIER, AND IT’S INSPIRING. NAVIGATION AND COMMUNICATION SYSTEMS THAT SUPPORT AMERICA’S MEN AND WOMEN IN UNIFORM AS THEY DEFEND OUR FREEDOM AROUND THE WORLD. AND THE RED STONE ARSONEL, TO MEET THREATS THAT ARE POSED BY AGGRESSIVE PURSUIT OF ANTI-SATELLITE CAPABILITIES, AMERICA WILL CONTINUE TO BE AS DOMINANT IN THE HEAVENS AS WE ARE ON THE EARTH. PRESIDENT TRUMP BELIEVES AMERICA’S PROSPERITY, SECURITY AND EVEN OUR NATIONAL SECURITY DEPEND UPON AMERICAN LEADERSHIP IN SPACE. AND AS THESE FEATS ATTEST, MUCH MORE THAN A BRIDGE TO SPACE, KENNEDY SPACE CENTER IS THE BRIDGE TO THE FUTURE. [APPLAUSE] TODAY, AS WE SPEAK, AMERICAN BUSINESSES ARE DEVELOPING NEW ROCKETS AND I SAW A FEW LAST NIGHT. SPACESHIPS, SATELLITES THAT ARE TAKING US FURTHER INTO SPACE THAN EVER BEFORE. AND RENEWING OUR CONFIDENCE THAT WE CAN AND WILL ACHIEVE THE IMPOSSIBLE ONCE AGAIN. NOT LONG AGO NO ONE WOULD HAVE DREAMT OF LANDING ON AN ASTEROID TO MINE IT’S MINERALS, BUT TODAY THESE ARE ALL EMERGING BUSINESSES. AND LIKE THE RAILROADS THAT OPENED UP THE AMERICAN WEST TO EXPLORERS AND ENTREPRENEURERS, THESE TECHNOLOGIES WILL EXTEND THE RANGE OF AMERICAN ACTIONS AND VALUES INTO NEW WORLDS AND USHER IN A NEW ERA OF JOB CREATION INTO SPACE. WHILE THE TECHNOLOGY HAS LEAPED TO THE FUTURE, OUR GOVERNMENT AGENCIES TOO OFTEN HAS REMAINED STUCK IN THE PAST. WE’LL UNLOCK UNTOLD NEW OPPORTUNITIES IN THE SPACE INDUSTRY. IN THE PAST WHEN A SATELLITE RAN OUT OF FUEL, IT HAD TO BE REPLACED, AN EXPENSIVE AND TIME-CONSUMING PROCESS, LIKE BUYING A NEW CAR EVERY TIME IT RAN OUT OF GAS. NOW WE HAVE WITHIN OUR REACH TO GET AROUND THIS PROBLEM. AMERICAN BUSINESSES THAT WANT TO LAUNCH SATELLITE-SERVICING MISSIONS ARE OFTEN STIFLED BY CONVOLUTED MAZE OF OUTDATED PROCESSES. TODAY’S REGIME ARE PLAGUED BY BURDENS, TOO, SO IF A COMPANY RECEIVES ITS LICENSE TO LAUNCH A ROCKET FROM THE KENNEDY SPACE CENTER BUT THEN WANTS TO MOVE THEIR MISSION TO CALIFORNIA OR A FEW FILES AWAY FROM CAPE CANAVERAL, THE COMPANY MUST COMPLETE THE PROCESS ALL OVER AGAIN FROM START TO FINISH. THE GOVERNMENT HAS FIGURED OUT HOW TO HONOR DRIVER’S LICENSE ACROSS STATE LINES. THERE IS NO REASON WE CAN’T DO THE SAME FOR ROCKETS. [APPLAUSE] MORE TO THE POINT THERE IS NO REASON OUR OWN FEDERAL GOVERNMENT SHOULD STAND IN THE WAY OF TRAIL-BLAZING COMPANIES THAT ARE FORGING AND REFORGING SPACE. THERE WILL BE NEW POLICY RECOMMENDATIONS TO BREAK DOWN THESE BUREAUCRATIC HURDLES. THESE RECOMMENDATIONS WILL TRANSFORM THE LICENSING REGIMES THAT OVERSEE, LAUNCH, AND RE-ENTRY SPACE OPERATIONS, THEY’LL EMPOWER AMERICAN BUSINESSES TO CREATE JOBS OF THE FUTURE, ATTRACT NEW INVESTMENT TO OUR SHORES, A AND UNLOCK NEW OPPORTUNITIES, AND NEW TECHNOLOGIES AND NEW SOURCES OF AMERICAN PROSPERITY. JUST 66 YEARS LATER WE WON THE RACE TO THE MOON. LIKE MANY OF YOU, SOME OF THE MOST PRECIOUS MEMORIES OF OUR YOUTH WERE AROUND THE PLAQUE AND WHITE TELEVISION WATCHING OUR HEROES HURDLING TO THE HEAVENS AND MAKING HISTORY, LIKE ALDRON WHO GATHERS WITH US TODAY, THE SECOND MAN ON THE MOON. EVERY GALACTIC DISCOVERY THAT HELPS US TO UNLOCK A MYSTERY HERE ON EARTH STRETCHES OUR MINDS TO THE UNLIMITS, AND IN AMERICA, THE SKY IS NOT THE LIMIT. WE’RE PLEASED TO BE JOINED BY AN OUTSTANDING LINEUP OF EXPERT WITNESSES WHO WILL SHARE THEIR INSIGHTS AND EXPERTISE WITH THE COUNCIL IN THE MOMENTS AHEAD. I’M GOING TO BEGIN WITH OUR NATIONAL SECURITY ADVISER, GENERAL, I WANT TO COMMEND YOU FIRST AND FOREMOST IN THE NATIONAL SECURITY AGENCY IN YOUR EFFORTS IN SUPPORT OF THE NATIONAL SPACE COUNCIL. I SPECIFICALLY WANT TO THANK THE GENERAL OF THE NATIONAL SECURITY COUNCIL FOR HIS EXTRAORDINARY WORK ON THE SPACE STRATEGIC FRAMEWORK. COULD YOU GIVE THE COUNCIL AN OVERVIEW OF THAT WORK?>>THANK YOU, MR. VICE PRESIDENT, AND THANK YOU FOR THE OPPORTUNITY TO PROVIDE AN UPDATE ON THE IMPORTANT PROGRESS WE’VE MADE IN DEVELOPING THE NEW STRATEGY FOR SPACE, AND I WANT TO THANK FIRST OF ALL FELLOW COUNCIL MEMBERS FOR THEIR TREMENDOUS COLLABORATION AND TEAM WORK. AS YOU KNOW, MR. VICE PRESIDENT, AT THE LAST SPACE MEETING LAST OCTOBER, YOU APPROVED THE FRAMEWORK FOR THE NEW STRATEGY. I THOUGHT IT WOULD BE USEFUL FOR THE AUDIENCE TO BRIEFLY SUMMARIZE THAT FRAMEWORK, AND WHAT WE’VE DONE WITH THAT FRAMEWORK SINCE THEN. AS A REMINDER, THE FRAMEWORK CONTAINED THREE KEY ELEMENTS. FIRST, IT DEFINED OUR VITAL INTERESTS IN SPACE, TO INSURE UNFETTERED ACCESS AND FREEDOM TO OPERATE IN THE SPACE DOMAIN, TO ADVANCE THE SECURITY, ECONOMIC PROSPERITY, AND SCIENTIFIC KNOWLEDGE OF THE NATION. SECOND, IT SAID THAT THE DESIRED END STATE FOR THE STRATEGY, TO INSURE U.S. LEADERSHIP PREEMINENCE, AND FREEDOM OF ACTION IN SPACE IN TIME TO COME. AND PURSUIT OF OUR VITAL INTERESTS, FIRST, TO STRENGTHEN THE SAFETY, STABILITY OF SPACE ACTIVITIES. SECOND, TO DETER AND WHEN NECESSARY DEFEAT ADVERSARY SPACE AND COUNTER SPACE THREATS THAT ARE HOSTILE TO THE NATIONAL INTERESTS OF THE UNITED STATES AND OUR ALLIES. THIRD, TO PARTNER WITH THE U.S. COMMERCIAL SECTOR TO INSURE THE AMERICAN COMPANIES REMAIN THE LEADING PROVIDERS OF TRADITIONAL AND INNOVATIVE SPACE TECHNOLOGY, GOODS, AND SERVICES ON THE INTERNATIONAL SPACE MARKETS. AND FOURTH, TO MAINTAIN AND EXTEND U.S. HUMAN PRESENCE AND ROBOTIC EXPLORATIONS BEYOND EARTH TO TRANSFORM KNOWLEDGE OF OURSELVES, THE PLANET, OUR SOLAR SYSTEM, AND THE UNIVERSE. SO SINCE OCTOBER, AT YOUR DIRECTION, MR. VICE PRESIDENT, WE DEVELOPED THE LINES OF EFFORT AND IDENTIFIED THE SPECIFIC ASSOCIATED TASKS TO MEET THE STRATEGIC ADVECTIVES AND ACHIEVE OUR DESIRED STATE. AS A RESULT OUR SPACE SYSTEMS WILL BE MORE RESILIENT, MORE DEFENDABLE, MORE EASILY RECONSTITUTED AND BETTER SERVICE TO ORBIT. AND OUR SECOND EFFORT IS ON DETERRENCE AND WAR FIGHTING. THE SPACE DOMAIN IS INCREASINGLY CONTESTED. SPACE HAS NOW JOINED LAND, SEA AND AIR AS A WAR-FIGHTING DOMAIN. WHILE WE PREFER THE CONFLICT NOT EXTEND TO SPACE, THE UNITED STATES WILL BE PREPARED IF IT DOES. OUR THIRD LINE OF EFFORT IS ON ORGANIZATIONAL SUPPORT. WE WILL PURSUE AND IMPROVE FOUNDATIONAL CAPABILITIES, STRUCTURES, AND PROCESSES TO ENABLE MORE EFFECTIVE SPACE OPERATIONS. AND THE FINAL LINE OF EFFORT FOCUSES ON CONDUCIVE ENVIRONMENTS BOTH AT HOME AND ABROAD. AS YOU MENTIONED IN YOUR OPENING REMARKS, MR. VICE PRESIDENT, WE HAVE WORK TO DO, STREAMLINING REGULATORY ENVIRONMENT, BETTER USE AND SUPPORT SPACE INDUSTRY. INTERNATIONALLY THIS INCLUDED BILATERAL AND MULTI LATERAL ENGAGEMENTS, PROMOTE BURDEN SHARING AND FOSTER COOPERATION AGAINST THREATENING ADVERSARY OF SPACE ACTIONS. MR. VICE PRESIDENT, LIKE OUR AUDIENCE TODAY, AND LIKE THE PANELS THAT YOU’LL SEE HERE TODAY, THESE EFFORTS CUT ACROSS NATIONAL SECURITY, COMMERCIAL, AND CIVIL SPACEK MATERIALS, AND THE STRATEGY WILL NOT ONLY BENEFIT OURSELS BUT PEOPLE OF ALL NATIONS WILL BENEFIT THE POTENTIALS THAT SPACE OFFERS. I’LL NOTE THAT IT WILL INCREASES THE FUNDING FOR DOD SPACE PROGRAMS BY OVER $1 BILLION IN FISCAL YEAR 2019 ALONE. AND BY $8 BILLION OVER THE NEXT FIVE YEARS. NASA’S BUDGET FOR 2019 IS BEING INCREASED BY $300 MILLION WHILE ALSO BEING RESTRUCTURED TO FOCUS MORE ON EXPLORATION. WITH YOUR ENDORSEMENT, MR. VICE PRESIDENT, AND THE PRESIDENT’S APPROVAL, WE’RE PREPARED TO BEGIN IMPLEMENTS THIS NATIONAL STRATEGY FOR SPACE AND PERIODICALLY ASSESS PROGRESS AND RECOMMEND TO YOU AND THE COUNCIL AND THE PRESIDENT. WHAT WE DID IN DEVELOPMENT IN THIS INITIATIVE, WE CAME UP WITH THE EXPLORATION CAMPAIGN. THIS EXPLORATION CAMPAIGN IS A NATIONAL AND AGENCY EFFORT FOCUSED ON THREE CORE DOMAINS. LOWER ORBIT, LUNAR ORBIT AND THE SURFACE OF THE MOON, AND MARS AND OTHER DEEP-SPACE OBJECTIVES. THE GOALS OF THIS CAMPAIGN ARE TO TRANSITION THE U.S. HUMAN SPACE FLIGHT INTO LOWER ORBIT TO COMMERCIAL EXPLORATION FOR AN EMERGING SERVICE MARKET. EXPLORE U.S. FLIGHT OPERATIONS TO THE LUNAR FACILITY. AND ROBOTIC EXPLORATION OF THE MOON, BOTH SCIENTIFIC AND HUMAN AS WE MOVE FORWARD. IN PREPARATION FOR TAKING HUMANS TO MARS. THE OBJECTIVES, FIRST OF ALL, WE’LL START WITH LOWER ORBIT. WE WANT TO END DIRECT SUPPORT WHILE STIMULATING COMMERCIAL INDUSTRY TO DEVELOP NASA’S PRIVATE SECTOR MEETING SCIENTIFIC REQUIREMENTS. WE’LL EXPLORE THE BREADTH AND DEPTH OF LOWER ORBIT ACTIVITIES, AND SPECIFICALLY WE’LL OFFER PARTNERSHIPS TO NEW NATIONS BASED ON INPUTS FROM OUR CURRENT ISS AND COMMERCIAL STAKEHOLDERS TO SHAPE THE PLAN, AS WE’VE BEEN ASKED TO DO. WE’LL HELP TO DEVELOP NEW PRODUCTS THAT CAN BE BROUGHT TO BEAR IN LOWER ORBIT. TO THE MOON, THE LONG-TERM PRESENCE IN THE VICINITY OF THE MOON AND ON THE MOON, BOTH SCIENTIFICALLY AND IN A PRIVATE PERSPECTIVE. THE FIRST FLIGHT IN 2020 TO THE MOON AND THE CREW FLIGHT IN 2023. WE INTEND TO ESTABLISH A NEW LUNAR ORBITING PLATFORM FOR CREWS TO VISIT FROM EARTH TO TRANSIT TO AND FROM FROM THE LUNAR SURFACE AND ULTIMATELY RETURN TO MARS. WE’LL DEVELOP THE LUNAR ORBITING GATEWAY THAT AT A MINIMUM BEGINS TO PUT THE HABITAT THAT WE’RE GOING TO NEED TO STAY WHEN WE GO THERE. AT THE SURFACE WE’LL ORCHESTRATE A LUNAR ROBOTICS CAMPAIGN FOR GROWING A COMMERCIAL BASE OF PARTNERSHIPS AND ACTIVITY TO SUPPORT SCIENCE, TECHNOLOGY, AND EXPLORATION OBJECTIVES AND INCLUDE PRESENTATION WHERE APPROPRIATE. WE’LL DEVELOP A MID TO LARGE-SCALE LANDER IN THE FUTURE. THIS INITIATIVE WILL FOCUS ON ENABLING AGAIN COMMERCIAL AND INTERNATIONAL PARTNERSHIPS AND WE’LL SUPPORT EARLY SCIENCE AND TECHNOLOGY THAT INCLUDES CUBE SETS LUNAR CUBE SETS, LUNAR INSTITUTE AND OTHER ACTIVITIES. THIS WILL FURTHER ENABLE THE COMMERCIAL MARKET, AND DEFINE THE LONG-TERM HUMAN EXPLORATION IN ADVANCEMENT OF THE LUNAR SURFACE. FOR MARS AND OTHER DEEP-SPACE OBJECTIVES THAT WE HAVE, WE WANT TO MAINTAIN AND GROW THE U.S. LEADERSHIP AT MARS. WE HAVE A ROVER GO IN 2020. THE FIRST STEP TO DEMONSTRATE SAMPLE RETURN AND STRATEGY AND WILL TAKE AN EXPERIMENT TO TELL US IF WE’LL PRODUCE OXYGEN FROM THE ATMOSPHERE AND MARS. AN EXCITING MISSION FOR US THEN. WE’LL USE THIS MISSION AS A BUILDING BLOCK FOR SUBSEQUENT ROBOTIC MISSIONS FOR THE FUTURE RETURN TO THE LUNAR GATEWAY THAT WE’RE BUILDING, BROADENING THE EXPLORATION ARCHITECTURE AS WE MOVE FORWARD. WE’LL PRIVATIZE THESE INVESTMENTS TO GUIDE US AND REALLY ALIGN TOWARDS EXPLORATION, A TREMENDOUS FOCUS FOR US AS WE MOVE FORWARD. SO THAT’S KIND OF THE NUANCE AND THE RESPONSE. WE HAVE WORKED HARD TO DO THAT, AND WE’VE COME UP WITH STRUCTURAL AND MEANINGFUL CHANGES, AND WE HOPE THAT IT MEETS WITH YOUR APPROVAL. THERE ARE FIVE MAIN ELEMENTS THAT I WANT TO TOUCH ON BRIEFLY TODAY. THE FIRST IS WE WANT TO IMPLEMENT ACCELERATED RULE MAKING PLANS. MEANING WE SHORTEN THE TIMELINES THAT THE FAA AND THE DEPARTMENT ARE WORKING ON TO MEET THE AMBITIOUS SCHEDULE THAT YOU AND THE COUNCIL HAVE SET OUT. SECOND, WE WANT TO PROVIDE SOME IMMEDIATE INTERIM RELIEF SUCH AS THE EXPANDED USE OF WAIVERS AND PROGRAMS WHERE APPROPRIATE SO WE CAN RIGHT AWAY BEGIN FACILE EATING THE OBJECTIVES OF THE COUNCIL. THE THIRD PIECE OF THE PLAN IS TO FOCUS FAA RESOURCES SO WE STRENGTHEN THE PORTION OF THE FAA THAT MOST DIRECTLY DEALS WITH LICENSING, AND THE REGULATORY APPROVALS SO THAT WE CAN ACCOMPLISH THE GOALS THAT HAVE BEEN SET OUT. A FOURTH ITEM IS TO ESTABLISH A JOINT TASK FORCE. THE PURPOSE OF THIS IS 20 FACILITATE BETTER COORDINATION WITHIN THE U.S. GOVERNMENT SO THAT PEOPLE THAT NEED REGULATORY APPROVALS DON’T FACE CONFUSING SITUATIONS AS TO WHO IS DOING WHAT, AND HOW TO GET THE APPROVALS THAT THEY NEED. THE FIFTH PIECE AND PERHAPS THE MOST IMPORTANT IS THE NEW LICENSING FRAMEWORK AS WAS SET OUT IN RECOMMENDATION ONE FOR TODAY’S MEETING, OUR ULTIMATE AIM IS THE 51ST CENTURY FILE AND FLY KIND OF LICENSING FRAMEWORK. AND THE PLAN INCLUDES SPECIFIC NEW REGULATORY DEADLINES AND APPROACHES IN THE AIM OF GETTING THIS TO A FILE AND FLY TYPE OF REGULATORY APPROACH AS QUICKLY AS POSSIBLE. SO WE LOOK FORWARD TO IMPLEMENTING THIS CHANGED APPROACH, AND DELIVERING ON A NEW RESPONSIVE, EASILY TO NAVIGATE AND SENSIBLE COMMERCIAL BASE REGULATORY FRAMEWORK AND WE WEMUCH LOOK FORWARD TO MAKING THIS HAPPEN. SPACE IS ALREADY A $330 BILLION INDUSTRY SUPPORTING 211,000 AMERICAN JOBS. BUT OUR SHARE OF THE 1,700 NEW COMPANIES CREATED WORLDWIDE LAST YEAR WAS ONLY 45%, FAR LOWER THAN OUR SHARE OF LAUNCHES. PRIVATE COMPANIES FUNDED $3.9 BILLION OF OUR SPACE EFFORT LAST YEAR, BUT THEY’RE COMPETING AGAINST 70 FOREIGN GOVERNMENTS, SO THEY NEED ALL THE SUPPORT WE CAN GIVE THEM. COUNTRIES NEW TO SPACE HAVE AN INHERENT ADVANTAGE IN TERMS OF THE REGULATORY ENVIRONMENT BECAUSE THEY CARRY NO BAGGAGE FROM THE EARLIER, SIMPLER DAYS IN SPACE. IN CONTRAST MUCH OF OUR REMOTE SENSING REGULATORY REGIME IS 5 25 YEARS AGO. AND IT BEARS LITTLE RESEMBLANCE TO SPACE TODAY. NOW THE RATE OF INNOVATION IS EXTRAORDINARY, SO WE NEED AN ADAPTIVE AND RELATIVELY PERMISSIVE REGULATORY SYSTEM. NOOA, FAA AND FCC AND OTHER AGENCIES EACH HAVE A ROLE, AND THEY ALL HAVE OBLIGATIONS TO DOD, THE IOC, AND STATE AS WELL. THAT COMPLEXITY INHERENTLY CAUSES DELAY. SINCE THE FIRST MEETING IN OCTOBER, COMMERCE’S REVIEW OF THE OUTDATED REGULATORY FRAMEWORK AND DISCUSSIONS WITHIN AN AMBITIOUS BUT FRUSTRATED SPACE INDUSTRY MADE IT CLEAR THAT THE RATE OF REGULATORY CHANGE MUST MATCH THE RATE OF TECHNOLOGICAL CHANGE. THAT IS HOW WE WILL INSURE THAT BUSINESSES CHOOSE THE UNITED STATES AS THEIR FLAG OF CHOICE FOR SPACE. SO AT THE DEPARTMENT WE’RE WORKING TO CREATE A NEW ONE-STOP SHOP FOR SPACE COMMERCE. MR. VICE PRESIDENT, WITH THE COUNCIL’S DIRECTION, I WILL MOVE THE OFFICE OF SPACE COMMERCE AND THE COMMERCIAL REMOTE REGULATORY AFFAIRS OFFICE FROM NOAA TO MY DIRECT OVER SIGHT OF THE OFFICE OF THE SECRETARY. [APPLAUSE] THIS ELEVATED AND AMPLIFIED SPACE COMMERCE WILL COORDINATE ALL SPACE-RELATED FUNCTIONS OF THE DEPUTY. REMOTE SENSING, SPECTRUM POLICY, EXPORT CONTROLS, BUSINESS AND TRADE PROMOTION TO NAME A FEW. IN ADDITION TO THE PROPOSED RELOCATION OF THE OFFICE OF SPACE COMMERCIAL WE WILL ALSO SOON NAME A DIRECTOR OF THAT OFFICE. ALSO, WE ARE PROVIDING TO THE BUREAU OF INDUSTRY AND SECURITY AND THE NTIA ADDITIONAL FUNDING FOR THEIR SPACE FOCUS ACTIVITIES. AND OUR FOREIGN COMMERCIAL SERVICE TEAMS LOCATED IN 105 CITIES AROUND THE WORLD, WE’LL RECRUIT FOREIGN SPACE BUSINESSES TO OUR COUNTRY. SPACE WILL BE FEATURED DURING OUR SELECT USA CONFERENCE IN JUNE, WHICH LAST YEAR ATTRACTED 3,000 FOREIGN PARTICIPANTS. THE DEPARTMENT THROUGH THE PROPOSALS TO THE SPACE COUNCIL THAT ALL SPACE COMMERCE RESPONSIBILITIES OTHER THAN LAUNCH AND RE-ENTRY LICENSING, BE CONSOLIDATED TO THE DEPARTMENT OF COMMERCE. WE FURTHER RECOMMEND THAT PRESIDENT DIRECT REGULATIONS AND LEGISLATION FOR AN EFFECTIVE MISSION AUTHORIZATION FRAMEWORK FOR ALL COMMERCIAL ACTIVITIES IN SPACE. WE PLEDGE TO MAKE PROPOSALS NO LATER THAN JULY 1ST. THE SPACE HABITATION ARE QUICKLY BECOMING MORE THAN SCIENCE FICTION, AND WE NEED A FUTURE-ORIENTED SPACE AGENDA AND REGIME. WITH INPUT AND GUIDANCE FROM THE SPACE COUNCIL, THE DEPARTMENT OF COMMERCE WITH BE THE ONE-STOP SHOP THAT THE INDUSTRY SO SORELY NEEDS. IN ADDITION, THE DEPARTMENT RECOMMENDS THAT THE DEPARTMENTS OF COMMERCE, STATE, AND DEFENSE CONTINUE THEIR EFFORTS TO SIMPLIFY EXISTING COMMERCIAL REMOTE SENSING, LICENSING REGIMES. THAT PROCESS MUST BE MADE MORE EFFICIENT AND PREDICTABLE. SATELLITE COMPANIES NOW FACE A TIMELINE THAT CAN TAKE FIVE YEARS, UNDEFINED, INDEFINITE, AND PROVIDES NO CERTAINTY OR PREDICTABILITY TO INDUSTRY. THIS IS UNACCEPTABLE AND MUST CHANGE. OTHERWISE, COMPANIES AND CUSTOMERS WILL GO OVERSEAS. THERE ARE TWO OTHER AREAS WHERE COMMERCE CAN PLAY AN IMPORTANT ROLE FOR AMERICAN LEADERSHIP IN SPACE. THESE ARE INSPECTOR POLICIES AND EXPORT LICENSING. SPECTRUM IS A SCARCE RESOURCE THAT FACILITATES COMMUNICATIONS, CONTROL, AND TRANSMISSION OF VALUABLE DATA BACK TO EARTH. THE NATIONAL SPACE COUNCIL SHOULD RECOMMEND THAT THE DEPARTMENT BE DIRECTED TO DEVELOP AND ADVOCATE FOR SPECTRUM POLICIES TO SUPPORT COMMERCIAL SPACE ACTIVITIES WHILE RESPECTING THE NEEDS OF DOD AND OTHERS. FINALLY, COMMERCE RECOMMENDS THAT THE SPACE COUNCIL AND THE EXECUTIVE SECRETARY REVIEW EXPORT LICENSING REGULATIONS AFFECTING COMMERCIAL SPACE ACTIVITY. TODAY A SPACE VEHICLE THAT RETURNS TO EARTH IN INTERNATIONAL WATERS OR NON-U.S. TERRITORY IS TREATED AS AN EXPORT OF SENSITIVE AND DANGEROUS TECHNOLOGY. THIS APPROACH IS A PRIMARY COMPLAINT OF SPACE COMPANIES. IF THE PRESIDENT APPROVES OUR RECOMMENDATIONS, WE WILL CONTINUE WORKING WITH OUR COLLEAGUES AT STATE AND DOD TO ENABLE MORE COMMERCIAL ACTIVITIES WHILE PROTECTING NATIONAL SECURITY. AND IN A NUTSHELL WHAT WE DO IS WE TRY TO INSURE THAT REGULATIONS SERVE THE AMERICAN PEOPLE. SINCE THE REAGAN ADMINISTRATION, WE HELP THE PRESIDENT MEET PRIORITIES, LIKE WE’RE TALKING ABOUT TODAY, THE COMMITMENT TO BE THE FRONT OF SPACE. THERE ARE TREMENDOUS OPPORTUNITIES TO USE SPACE FOR SECURITY AND COMMERCIAL PURPOSES. BUT THE SUCCESS OF THESE AMBITIOUS VENTURES WILL FEND IN PART A REGULATORY SYSTEM THAT DOES NOT STAND IN THE WAY OF PROGRESS, PROVIDES INNOVATION, CLARITY OF SAFETY. AND THESE GOALS WITH RESPECT TO SPACE DEVELOPMENT ARE CONSISTENT WITH PRESIDENT’S OVER ALL DIRECTION TO REDUCE REGULATORY BURDENS ACROSS THE GOVERNMENT. AS AN ADMINISTRATION WE WANT TO ADVANCE THE REGULATORY POLICY THAT FIRST LEAVES INDIVIDUALS AND BUSINESSES AS FREE AS POSSIBLE TO INNOVATE AND CREATE THE TECHNOLOGY OF THE FUTURE. THESE GENERAL PRINCIPLES APPLIED ACROSS THE BOARD HAVE PARTICULAR IMPORTANCE IN THE AREA OF EMERGING TECHNOLOGY SUCH AS SPACE EXPLORATION. WE DISCOVER THE IDEA THAT THE GOVERNMENT SHOULD NOT BE PICKING WINNERS AND LOSERS THROUGH REGULATION. WE DON’T WANT TO FREEZE DEVELOPMENT OR STIFLE INNOVATION THROUGH GOVERNMENT PRESCRIPTION. AS THE SECRETARIES HAVE MENTIONED, IMPORTANT REFORM BEGINS FIRST BY IDENTIFYING SOME OF THE PROBLEMS WITH EXISTING REGULATORY FRAMEWORKS. WE NEED TO FIND THOSE REGULATIONS THAT ARE DUPLICATIVE, AND WORK HARD TO STREAMLINE THOSE BURDENS. IN AREAS WHERE MULTIPLE AGENCIES POSE OVERLAPPING BURDENS SUCH AS LICENSING OR PAPERWORK REPORTING, WE’RE RECONSIDERING HOW THOSE REQUIREMENTS CAN BE COMBINED OR REPLACED. IN PART OF OUR CENTRALIZED ROLE WE CAN ADDRESS ISSUES THAT EXPAND MULTIPLE AGENCIES TO ELIMINATE AND STREAMLINE UNNECESSARY REQUIREMENTS. THAT SIMPLY WILL ALLOW MORE RESOURCES GO TO RESEARCH AND PRODUCTION RATHER THAN REGULATORY RED TAPE. WE’RE CONFIDENT WE CAN DO THIS FOR SPACE DEVELOPMENT BECAUSE WE’VE DONE THIS IN OTHER REGULATORY AREAS. THE PRESIDENT HAS DEMONSTRATED TREMENDOUS LEADERSHIP IN THIS AREA, AND DIRECTED SIGNIFICANT AND MEANINGFUL REGULATORY REFORM SINCE THE OUTSET OF THE ADMINISTRATION. HIS EARLIER EXECUTIVE ORDER CALLED FOR ELIMINATING TWO REGULATIONS FOR EACH NEW ONE. AND IN THIS COMING YEAR AGENCIES ARE PROPOSING MORE REGULATORY ACTIONS AND COST SAVINGS OF OVER $10 BILLION. SO IN THE PAST REGULATORY BURDENS HAVE STEADILY INCREASED OVER TIME, BUT THIS ADMINISTRATION HAS REALLY TURNED THE TIDE WITH ITS REGULATORY REFORM INITIATIVES. AND SO IN AREAS OF BURGEONING NEW TECHNOLOGIES SUCH AS SPACE DEVELOPMENT, THIS MEANS THAT COMPANIES CAN PROCEED WITH CONFIDENCE THAT WE’RE NOT GOING TO SPRING NEW REGULATORY REQUIREMENTS ON THEM THAT WILL STIFLE GROWTH. WE WANT TO CONTRIBUTE TO A REGULATORY ENVIRONMENT THAT WILL ENHANCE THE DEVELOPMENT OF SPACE. WITH THE RIGHT FRAMEWORK WE’RE CONFIDENT THAT PRIVATE COMPANIES CAN UNLEASH CREATIVITY AND INGENUITY. AND WE CAN ENHANCE. GLOBAL LEADERSHIP BY ATTRACTING RESEARCH AND DEVELOPMENT FOR SPACE. SATELLITE WEAPONS INCLUDING MISSILES, LASERS AND ORBITAL MISSILES, RUSSIA’S ABILITY TO STRIKE LOWER SATELLITES, AND RUSSIA IS TESTING SUCH A WEAPON. BOTH RUSSIA AND CHINA ARE DEVELOPING WEAPONS TO DAMAGE SPACE OPTICAL SENSORS, AND ARE CREATING RENDEZVOUS ORBITAL WEAPONS. CHINA’S ARMY HAS PERFORMED COUNTER SPACE UNIT INCLUDING GROUND LAUNCH SATELLITE MISSILE INITIALLY TESTED IN 2007. NOW THE STATE THREATS INCLUDE THE USE OF SPACE TO ENABLE AND EMPOWER MILITARY OPERATIONS ON THE EARTH’S SURFACE. FOREIGN COUNTRIES WILL CONTINUE TO IMPROVE THEIR MILITARY AND THEIR USE OF RECONNAISSANCE, NAVIGATION SYSTEMS IN TERMS OF NUMBER OF SATELLITES, THE BREADTH OF THEIR CAPABILITY AND APPLICATION FOREVER USE. OTHER NATION-STATE AND NON-STATE ACTORS WILL GAIN ACCESS TO ADVANCED SPACE AND ENABLED TECHNOLOGY IN THE COMING YEARS AS THE GLOBAL SPACE INDUSTRY EXPANDS. THEY’LL INCREASINGLY HAVE ACCESS TO WEATHER, COMMUNICATION, TIMING DATA FOR INTELLIGENCE AND MILITARY PURPOSES. THE PANEL WILL DO A GREAT JOB OF MAKING MY NEXT POINT BUT I’LL BRIEFLY STATE THAT I WOULD LIKE TO CALL THE ATTENTION TO CHINA’S IMPRESSIVE RISE. IT IS IMPRESSIVE, AS A SPACE POWER. THEY’VE INCREASED THE NUMBER OF ACTIVE SATELLITES BY AN ORDER OF MAGNITUDE SINCE 2000, AND A RESULT OF BEIJING’S STRONG INVESTMENT IN ITS SATELLITE AND ROCKET MANUFACTURING CAPABILITY. CHINA’S SATELLITE TECHNOLOGY HAS BECOME INCREASINGLY SOPHISTICATED. CASE IN POINT THE SUCCESS THAT CHINA HAS HAD IN ACHIEVING WORLD-LEADING GROUND-TO-SPACE QUANTUM EXPERIMENTS. IN SUM, CHINA HAS THE BEST POLITICALLY SUPPORTED AND BEST RESOURCE FOREIGN SPACE PROGRAM THAT WE’VE SEEN IN MANY YEARS, AND IT’S YEARS OF INTENSE ACTIVITY ARE BEGINNING TO BEAR FRUIT. AMERICA’S DEPENDENCE ON SPACE HAS BROADENED. FINANCIAL INSTITUTIONS FARMERS AND AMAZON ALL INCREASINGLY DEPEND ON SPACE SYSTEMS FOR DAY-TO-DAY OPERATIONS. GIVEN THIS DEPENDENCE, SECURITY POWERS AND COMPETITORS WILL TARGET THE SPACE SYSTEMS AS A MEANS TO COUNTER AMERICAN ECONOMIC AND MILITARY CAPABILITY. IT IS REFLECTED IN THE GROWING CHALLENGE POSSESSIONED BY OTHER SPACE POWERS AND ESPECIALLY THE PEOPLE’S REPUBLIC OF CHINA. THEY PURSUED A SET OF SPACE POLICIES THAT DO NOT PARALLEL AMERICAN OR SOVIET ONES AND IT IS EXPLOITING NOT ONLY NEW TECHNOLOGIES TO EXPAND ITS SPACE CAPABILITIES, BUT ALSO UNDERTAKING NEW ORGANIZATIONAL APPROACHES AND INNOVATIONS. SOME OF THE KEY CHARACTERISTICS OF THE SPACE CHALLENGE INCLUDE THAT CHINA IS FUNDAMENTALLY A MAJOR SPACE POWER. CHINA POSSESSES ALL OF THE KEY ELEMENTS REQUIRED FOR SUPPORTING A MAJOR SPACE PRESENCE AND IT HAS THE POLITICAL WILL TO SUPPORT AND SUSTAIN NATIONAL COMMITMENTS TO SPACE. THEY’RE ABLE TO TRANSLATE THOSE DESIRES IN TODAY’S ARRAY OF SATELLITES, BOOSTERS AND LAUNCH SITES AND IT IS IMPORTANT TO NOTE THAT THOSE SYSTEMS ARE LARGELY INDIGENOUSLY DESIGNED AND CONSTRUCTED. CHINA MAY ENGAGE IN ALL SORTS OF INDUSTRIAL ESPIONAGE, BUT MUCH OF ITS SPACE PROGRAM IS INDIGENOUS AND HOMEGROWN. CHINA’S SPACE PROGRAM HAS A HEAVY MILITARY COMPONENT. THE REALITY IS WHEN WE INTERACT WITH CHINA’S SPACE PROGRAM WE’RE INTERACTING WITH CHINA’S MILITARY. CHINA’S SPACE FACILITIES, PERSONNEL AND PROGRAMS ARE LARGELY DRAWN FROM THAT MILITARY. IT’S FACILITIES ARE P LA BASES. IT’S STAFF ARE PLA PERSONNEL, AND THEIR SPACE AND ENGINEERING OFFICE ARE DRAWN FROM THE MILITARY. CHINA’S SPACE PROGRAM, HOWEVER, ALSO REFLECTS IT’S APPROACH OF DUAL USE AS MILITARY INTEGRATION. IT’S SPACE AND INDUSTRIAL COMPLEX IS NOT SO MUCH AN REVOLVING DOOR BUT AN ATRIUM OF THESE STATE-OWNED ENTERPRISES AND IT’S RESULT IS FAR CLOSE FOR SINGLE ENTERPRISE WITH RELATIVELY FEW DEMARCATIONS BETWEEN MILITARY AND CIVILIANS. THIS WILL LIKELY APPLY TO THE EMERGING SET OF SPACE AGENCY AS WELL. THEY’RE DEVELOPING NEW SEPARATION COMPANIES THAT RANGE FROM THOSE SUPPORTED BY STATE-OWNED ENTERPRISES TO THOSE MORE INDEPENDENT PRIVATE FIRMS. BUT THE INTEREST OF MELDING CIVILIAN AND MILITARY CAPACITY, IT IS VITAL TO RECOGNIZE THAT THESE PRIVATE FIRMS AT THE END OF THE DAY WILL RESPOND ELACRITY. WITH ITS SPACE AS A PRIORITY DOMAIN, OTHER STATES WILL NOT ONLY SEEK TO DO THE SAME FOR THEMSELVES, BUT SOME ARE ALSO VERY LIKELY TO STRIVE TO DENY SPACE TO THE UNITED STATES IN TIME OF CRISIS AND CERTAINLY IN TIME OF WAR. THESE EFFORTS WILL LIKELY ENCOMPASS NOT ONLY DIRECT MILITARY ACTION BUT EFFORTS AT ESTABLISHING A HIGHLY COMPETITIVE SPACE INDUSTRIAL BASE SUPPORTING SPACE ORIENTED TECHNOLOGIES, PRODUCTION, AND ORGANIZATIONAL EFFORTS TO ACCESS AMERICAN TECHNOLOGIES WHILE DENYING THE UNITED STATES THE SAME. CAN COMMERCIAL INDUSTRY SAFELY AND COST EFFECTIVELY OPERATE THE ISS AND OTHER COMMERCIAL PLATFORMS? AND WE UNDERSTAND THAT IT’S NOT BLACK AND WHITE, BUT IT IS AN END TO ACCEPTING THAT THE GOVERNMENT SUPPORT OF ISS IS THE ONLY PATHWAY AND HOW WILL THE GOVERNMENT IN THE FUTURE BEHAVE MORE AND MORE AS A TENANT JUST THE WAY IT IS IN EVERY OTHER MARKETPLACE. WE’RE VERY EXCITED BY THIS. FINALLY, AS I LOOK OVERSEAS, IT’S MY OPINION AS A BUSINESSMAN, AS A SPACE BUSINESSMAN, THAT THE UNITED STATES CANNOT SIMPLY IGNORE CHINA’S COMMERCIAL SPACE AMBITIONS. COMMERCIAL SPACE AMBITIONS. CHINA IS QUIETLY DEVELOPING A ROBUST COMMERCIAL SPACE INDUSTRY. I SAY QUIETLY BECAUSE AMERICANS ARE BARRED BY OUR OWN REGULATIONS AND OUR OWN MINDSETS FROM PARTICIPATION IN THIS MARKETPLACE. AS WE JUST HEARD, LARGE CHINESE COMPANIES ARE RAISING ENTREPRENEUR EFFORTS. WHILE ON THE GOVERNMENTAL LEVEL OUR ALLIES HAVE NOTICED THE EUROPEAN SPACE AGENCY HAS ASTRONAUTS PLANNING TO VISIT THE CHINESE SPACE. IT’S NOT THE AMERICAN GLOBAL LEADERSHIP THAT WE ALL STRIVE TO ACHIEVE. NOW, WHILE MY TIME TODAY IS BRIEF, I URGE US TO NEGOTIATE A STERN BUT FAIR AGREEMENT WITH CHINA, AND ALLOW U.S. BUSINESSES TO DO WHAT WE DO BUSINESS, AND THAT IS TO INNOVATE AND COMPETE BETTER THAN ANYONE ELSE. WITH THE UNITED STATES HAS MORE SATELLITES IN ORBIT THAN ANY OTHER COUNTRY IN THE WORLD. THE WORLD COUNTRY MOST POWERFUL LAUNCHES TWO WEEKS AGO IS A PRODUCT OF AMERICAN INDUSTRY. A RECENT STUDY IN GLOBAL SATELLITE BY MY ORGANIZATION, THE POLICY INSTITUTE, FOUND TWO-THIRDS OF THE ARE U.S. BASED. THESE ADVANTAGES CANNOT BE TAKEN OUR GRANTED, AND OUR LEADERSHIP IN SPACE IS INCREASINGLY BEING CHALLENGED. GLOBAL INVESTMENTS IN SPACE HAVE GROWN OVER THE PAST TWO DECADES. A DECADE AGO, FOR INSTANCE, FEWER THAN 50 COUNTRIES WERE INVESTING ABOUT $40 BILLION IN SPACE. BY 2026, 30 MORE COUNTRIES ARE EXPECTED TO JOIN THE SPACE CLUB AND MORE VENTURES ARE EXPECTED TO DOUBLE THOSE OF TEN YEARS AGO. GROWING INTERNATIONAL EXPENDITURE IS ONLY ONE DEVELOPMENT IN THE SPACEKTER. FORTUNATELY, THE INVESTMENT FROM THE U.S. GOVERNMENT HAS BROUGHT DRAMATIC IMPROVEMENTS. USING A COMBINATION OF ALTERNATE ARCHITECTURES SUCH AS SATELLITES AND BUSINESS INNOVATION, RELATIVELY INEXPENSIVE BREAD-BOX SIZE SATELLITES ARE ABLE TO NEARLY MATCH SERVICES PREVIOUSLY FEASIBLE WITH BUS-SIZED SATELLITES THAT COST HUNDREDS OF MILLIONS OF DOLLARS. SPACE HAS BECOME AN ATTRACTIVE TARGET FOR PRIVATE INVESTMENT. ALMOST $17 BILLION SINCE 2000, AND $4 BILLION IN 2017 ALONE. USING BOTH THE DOMESTIC INVESTMENT AND PRODUCT SERVICES FROM THIS RAPIDLY GROWING PRIVATE SECTOR, THE REST OF THE WORLD IS LEAPFROGGING. DECADES WORTH OF TECHNOLOGICAL DEVELOPMENT AIMED TO COMPETE WITH THE UNITED STATES IN MANY AREAS INCLUDING LAUNCH, ROBOTIC EXPLORATION AND EVEN HUMAN EXPLORATION. MY CENTRAL POINTS THREATS TO THE UNITED STATES HAS RISEN FROM THESE STRUCTURAL CHANGES THAT ARE ENABLING MANY MORE COUNTRIES TO TARGET AND ACHIEVE SUCCESS IN SPACE. AND THERE IS NO TURNING BACK THE CLOCK. IN THIS ENVIRONMENT THAT MEANS THAT THE UNITED STATES MORE THAN EVER NEEDS TO LEVERAGE IT’S CORE COMPETITIVE ADVANTAGE, THE ECOSYSTEM THAT REWARDS CREATIVITY, ENTREPRENEURSHIP. I PROPOSE WE BEGIN WITH THREE THINGS THAT. ENSURE TO CONTINUE TO OUT-INNOVATE THE REST OF THE WORLD, ENSURE THAT GOVERNMENT SPENDING IS MORE EFFICIENT, AND TO HAVE OVERWHELMING ADVANTAGES OVER OTHER COUNTRIES. SPACE PORTS ALSO FACE INCONSISTENT INTERPRET OF REGULATIONS AND REQUIREMENTS. THE SAME RULES REQUIRED TO BE IMPLEMENTED DIFFERENTLY AT DIFFERENT LAUNCH SITES. EVEN MODEST I AM AM PROVEMENTS TO THE SPACE PORTS INFRASTRUCTURE CAN FACE NEW ROUNDS OF REVIEWS BECAUSE OF OPERATORS LICENSE.
