This strategy defined the priority directions, aims and tasks for state bodies, regional self-government and civil society. We remember the five main goals of this strategy – creating a pan-Russian civic identity, strengthening the spiritual unity of Russians, ethnocultural development of the Russian peoples, harmonization of inter-ethnic relations and adaptation of migrants. This document should be the favorite book for all those people who deal with inter-ethnic relations at state and public level. Who are we, citizens of Russia? What is our identity? We need to form a pan-Russian civic identity. We are Russians, the Russian people or the Russian nation. These terms are in the strategy of national policy. I would like to say that we are implementing the presidential grant for a year. We got it last year. It aims to create a pan-Russian civic identity. We held seminars across the country, inviting representatives of state and self-government bodies, civil society institutions, we were looking for ways of forming civic identity. What are the forms, ways, mechanisms, instruments of its creation? The participants, the experts who were invited stressed that a pan-Russian civic identity does not diminish ethnic identity or regional identity. But a pan-Russian civic identity should be in the first plan. What can be done for this? I think the goals that were discussed in the presidential council for inter-ethnic relations among young people, patriotic upbringing. We need to work on these mechanisms. The questions of upbringing , starting from the family. What example do we give to children in families? What do we say about people of other nationalities in families? It all matters. Then the child goes to kindergarten, school, university. Who works with him? And in what way? We need to know that for 20 years we lived in a liberal situation when we said that school and university should not have functions of ideological upbringing. We forgot that according to the Constitution we can’t have a pan-Russian state ideology. But there are human values, Russian values, respect for the elderly, love for each other, support, solidarity, creativity, it all remains. If we remember the communist or the biblical commands. I think that these questions should be included in a more organized form in kindergartens, schools and universities.
